Deploying the "Digital Education for All" movement is an important task to concretize Program No. 60 (February 24, 2025) of the Standing Committee of the Quang Nam Provincial Party Committee to implement Resolution No. 57 (December 22, 2024) of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the province by 2030, with a vision to 2045.

Spreading digital knowledge

At the second meeting of the Provincial Steering Committee for Science and Technology Development (S&T), Innovation and Digital Transformation (DTD) on April 4, Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Steering Committee agreed on the policy and assigned the Standing Committee of the Provincial Party Committee to direct the Department of Science and Technology to complete the implementation plan; the Provincial Party Committee's Propaganda and Mass Mobilization Committee to complete the propaganda plan and launch the "Digital Education for All" movement in the province to soon submit to the Provincial Steering Committee for promulgation.

Presenting the draft Plan to implement the movement "Digital Education for All", Mr. Nguyen Duc Binh - Director of the Department of Science and Technology said that the movement aims to popularize basic knowledge about digital transformation and digital skills for people with a revolutionary spirit, for all people, comprehensively, no one is left behind in the digital transformation process.

Thereby helping all people to be equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit and enjoy the achievements of science and technology, innovation and digital transformation.

To achieve that goal, the movement needs to be deployed comprehensively and widely to villages and residential groups, creating a movement for the whole population to compete in learning and practicing digital skills, actively participating in the digital transformation process. Integrating digital technology into all aspects of life, helping people connect, interact and develop digital skills to use digital platforms and services, forming habits and culture in the digital environment...

The draft Plan for implementing the "Digital Education for All" movement in the province sets out the goals for 2025 and 2026. In particular, the goal for 2025 is: 80% of cadres, civil servants, public employees and workers in the public sector have knowledge of digital transformation, digital knowledge and skills, and can use digital platforms and services for work; 100% of high school and university students are equipped with digital knowledge and skills to serve their studies, research and creativity, have safety skills in learning and social interaction in the digital environment; 80% of adults have basic knowledge of digital transformation, have digital skills, can use smart devices to exploit information, use essential digital platforms and services, and know how to protect themselves in the digital environment; 50% of adults are confirmed to have universal knowledge of digital transformation and digital skills on the VNelD platform; 80% of workers in enterprises, cooperatives, and cooperative unions have basic knowledge of digital technology, digital skills, and can use smart devices to serve production and business, improving labor productivity.

Along with information and propaganda work, the province will deploy the use of online learning platforms to train, foster, and disseminate knowledge about digital transformation and digital skills for each target group including officials, civil servants, public employees and workers in the public sector; students; workers in enterprises and people.

In particular, for cadres, civil servants, public employees and workers in state agencies, guidelines will be developed on organizing thematic activities "Pioneering Party members learning digital skills" in grassroots party organizations across the province.

Organize training courses to update and improve the level of digital transformation and digital skills for officials, civil servants, public employees and workers; integrate and include digital transformation and digital skills development into state management training programs according to regulations...

Popularization by group

On March 26, 2025, the National Steering Committee for Science and Technology Development, Innovation and Digital Transformation held a ceremony to launch the movement and launch the "Digital Popular Education" platform at https://binhdanhocvuso.gov.vn/. The platform is deployed, managed and operated nationwide by the Ministry of Public Security and Hanoi University of Science and Technology from April 1, 2025.

According to Prime Minister Pham Minh Chinh, the "Digital Popular Education" movement was inspired by, inherited and promoted from the "Popular Education" movement launched by President Ho Chi Minh 80 years ago.

To spread the "Digital Literacy for All" movement, not only policies and support from the Government and social organizations are needed, but most importantly, people themselves are the main subjects, needing to proactively learn, be willing to share and apply digital knowledge, and together build a progressive society in the new era.

“The country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science and technology, innovation and digital transformation. We must carry out a particularly important and urgent task, which is to popularize knowledge and technology about digital transformation and digital skills for all people, that is, to “eliminate illiteracy” about digital transformation,” the Prime Minister stated.

Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Provincial Steering Committee for Science and Technology Development, Innovation and Digital Transformation requested the Provincial Party Committee's Propaganda and Mass Mobilization Department to advise on completing the plan to organize the launching ceremony of the "Digital Literacy for All" movement from April 15 to 20.

The Provincial Party Secretary requested to organize the launching ceremony in conjunction with the deployment of specific products and software; focus on implementing the movement effectively and substantially to spread strongly and positively about the digital transformation revolution. In the implementation, it is necessary to promote the role of more than 1,200 community digital technology groups across the province to participate and the youth force as the core. It is necessary to pay attention to training and fostering the team before mobilizing forces...

According to Provincial Party Secretary Luong Nguyen Minh Triet, to implement the "Digital Education for All" movement, it is necessary to focus on important tasks in the immediate future. These include communicating information so that people can grasp the policy and participate in its implementation.

Urgently deploy training and fostering of digital knowledge and skills according to target groups and priority order including civil servants, enterprises, community digital technology groups, and citizens. Universalize digital education for students and employees in enterprises.

“The school sector must directly participate in the “Digital Popularization” campaign. This force is large but has not been used effectively. This time, we must mobilize the potential and intelligence of universities and colleges. Schools need to organize teams and forces to implement “Digital Popularization” - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet noted.

Focus on implementing the 90-day database building campaign well

Concluding the second meeting of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation held on April 4, Provincial Party Secretary Luong Nguyen Minh Triet requested that in the second quarter of 2025, agencies, units and localities focus on completing 15 important tasks. In particular, it is necessary to clearly distinguish each bottleneck under whose authority, which task belongs to the locality, province and central government to have solutions to remove it. Focus on implementing well the 90-day launch of database construction.

In particular, it is necessary to urgently digitize documents of the government and party blocs to complete by June 2025; complete 2/3 of the land database volume before June 30... At the same time, promptly complete the plan to implement the "Digital Popular Education" movement, the "Proactive Public Administration" project, and the digital transformation plan in the activities of party agencies, the Vietnam Fatherland Front and socio-political organizations of the province.
