On the morning of April 24, in Hanoi, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council attended the launching ceremony of the movement "The whole country competes in innovation and digital transformation". Also attending were leaders of ministries, departments, branches and central agencies.

The movement "The whole country competes in innovation and digital transformation" was launched with three strategic determinations: Innovation in thinking, perfecting institutions to create a favorable environment for innovation and digital transformation; Building breakthrough technology infrastructure and developing high-quality human resources to meet the requirements of the times; Synchronously deploying digital transformation across society, contributing to modernizing the economy and improving people's quality of life.

The launching ceremony of the Movement took place in the atmosphere where the whole country is competing to achieve achievements to welcome the Party Congresses at all levels, towards the 14th National Congress of the Party, the 11th National Emulation Congress and the celebration of the country's major holidays: 50 years of the complete Liberation of the South, national reunification; 80 years of the successful August Revolution and National Day September 2.

In particular, the emulation movement "The whole country competes in innovation and digital transformation" is even more meaningful when the whole country is determined to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "on breakthroughs in science and technology development, innovation and national digital transformation" to rapidly develop modern production forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and accelerate the country's development, make breakthroughs, become rich and sustainable in the new era.

Speaking at the ceremony, Prime Minister Pham Minh Chinh This is an important event, at an important moment, and has an important meaning in the spirit of "faster, faster, bolder, bolder" of the historic April days 50 years ago, when the South was liberated and the country was reunified. This is an important event to concretize and bring the Party's policies and guidelines in Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation into real life, in all sectors and fields, and into the hands of students.

The Prime Minister stated that in today's world, science, technology, innovation and digital transformation are not only objective requirements and inevitable trends of the times, but also the only way to break through, overcome difficulties and challenges, seize opportunities, build an independent, self-reliant, strong economy, a civilized and modern society, and bring the country on par with the world's great powers. Resolution No. 57-NQ/TW of the Politburo is a document of special significance, a guideline for rapid and sustainable development, a strong call, encouragement and motivation for the entire Party, people and army to strive to bring the country firmly into a new era - an era of strong, civilized and prosperous development of the nation.

Under the leadership of the Central Committee, the Politburo, the Secretariat, headed by General Secretary To Lam and the resolute direction of the Government and the Prime Minister, the participation of all levels, sectors, localities, especially the people and the business community, the cause of science and technology development, innovation and digital transformation in recent times has achieved many great achievements and results, making important contributions to socio-economic development, ensuring national defense and security, preventing natural disasters, protecting the environment, and responding to climate change.

However, in addition to the basic achievements, the development of science, technology, innovation, digital transformation, and startups in Vietnam still has shortcomings, limitations, barriers, and bottlenecks that hinder the development of science and technology; research, application of science, technology, and innovation have not made breakthroughs; legal institutions, mechanisms, and policies have not met requirements; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure, which still has many limitations...

To successfully implement the two 100-year strategic goals (by 2030, becoming a developing country with modern industry and high average income, by 2045, becoming a developed country with high income), the Prime Minister emphasized that we need to develop and strongly apply science and technology, strongly promote innovation and digital transformation, create new momentum, and open up new development space for the country; highlighting that science and technology, innovation and digital transformation have no limits, no borders, no gender, and no religion.

In that context, the movement "The whole country competes in innovation and digital transformation" launched at this ceremony and the movement "Digital popular education" launched recently have a special significance with the spirit of "Competition is patriotism; patriotism requires emulation. Those who compete are the most patriotic" as taught by beloved President Ho Chi Minh, the Prime Minister requested all levels, sectors, localities, businesses and people nationwide to focus on implementing well the following key tasks and main goals:

Firstly, promoting the tradition of patriotism, the combined strength of the entire political system, the entire nation, the active participation of entrepreneurs, businesses, scientists, intellectuals, students and all people; striving to have the potential, level of science, technology and innovation reach advanced levels in many important fields by 2030, among the leading groups in upper-middle-income countries. The scale of the digital economy reaches at least 30% of GDP, the rate of online public service use by people and businesses reaches over 80%; advanced, modern digital technology infrastructure, super-large capacity, super-wide bandwidth on par with advanced countries.

Second, strongly arouse the aspiration for national development, promote proactiveness and creativity in the entire political system and among the people, self-reliance, and maximize the exploitation of endogenous capacity, with the viewpoint: "People and businesses are the center, the main subject, resource, and driving force; scientists are the key factor; the State plays a leading, promoting, and creating the most favorable conditions for the development of science, technology, innovation, and digital transformation".

Third, fundamentally and comprehensively innovate the management and operation activities of state management agencies, production and business activities of enterprises, and the way people live and work. By 2025, develop digital government, digital economy, digital society, digital citizens, and digital cultural industry to reach the highest level in the world. Vietnam is among the leading countries in cyber security, safety, data security, and data protection.

To achieve the above-mentioned key tasks and main goals, the Prime Minister requested all levels, sectors, localities, agencies and units across the country to strive to compete in implementing the "3 determinations":

Political determination, innovative thinking, resolute leadership and direction, creating new momentum and new spirit in the whole society for the development of science, technology, innovation and national digital transformation. Resources come from thinking, motivation comes from innovation, strength comes from people and businesses. Based on assigned functions, tasks and powers, perfect institutions and laws to remove all bottlenecks and barriers to the development of science, technology, innovation and national digital transformation; unleash creativity to the maximum. Must really get involved, consider this a key political task; assign tasks in the spirit of "6 clear: clear people, clear products, clear responsibilities, clear authority, clear time, clear products".

Determined to build a breakthrough technology infrastructure. In the immediate future, by 2025, ensure that 100% of administrative procedures related to enterprises are carried out online, smoothly and effectively; 100% of administrative procedures are not limited by provincial administrative boundaries. At the same time, build high-quality human resources, have breakthrough solutions to attract leading technology corporations, attract Vietnamese and foreign technology talents.

Determined to promote digital transformation, application of science, technology, innovation in the activities of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, ensure safety, security, confidentiality, ensure intellectual property rights, and protect national sovereignty; build and implement a digital citizen development program.

At this solemn ceremony, the Prime Minister asked the business community to focus on implementing the following "3 important missions":

Build a long-term, sustainable vision and strategy; look far and wide, think deeply, do big, create fundamental transformation; have a proactive, flexible business structure; strong innovation culture. Promote international cooperation, research, development and innovation in the digital environment.

Shift from applying and mastering technology to building breakthrough innovation capacity, taking advantage of opportunities from the Industrial Revolution 4.0 to "take shortcuts and get ahead" to master the future. Invest in researching new smart solutions, management technology; apply digital technology and automation, integrate technologies such as artificial intelligence, internet of things, big data into products and services, associated with developing high-quality human resources. "Keep up, progress together, surpass" and win at the finish line.

Reform the management model while expanding the capacity to apply new technologies, digitize and develop breakthrough products and services to create differentiation and compete in the market.

In the coming time, to successfully implement the emulation movement "The whole country competes in innovation and digital transformation", the Prime Minister suggested:

Party committees and authorities at all levels, especially leaders, need to take the lead in improving digital capacity and promoting innovation in their localities and agencies with the spirit of "clear thinking, high determination, great efforts, drastic actions, focus, and finishing each task", "The Party has directed, the Government has agreed, the National Assembly has agreed, the people support, and the Fatherland expects, then we only discuss action, not retreat".

The Vietnam Fatherland Front, socio-political organizations, business community and people actively responded to the Movement. Technology enterprises play a leading and pioneering role; the Government accompanies; people actively respond and participate in the Movement with the motto: "People and enterprises are the center, the subject, the main resource and driving force, scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science and technology, innovation and national digital transformation".

The Central Emulation and Reward Council, ministries, branches and localities urgently develop and issue a Plan to implement the Movement, and issue appropriate emulation criteria. Timely commend, honor, reward, encourage and motivate scientists, inventors, businesses, organizations and individuals with achievements in science, technology, innovation and digital transformation in a variety of ways.

Media agencies need to continue to do a good job of propaganda, setting examples, praising good people and good deeds, typical advanced models, exemplary models, good, innovative and effective ways of doing things, "using beauty to eliminate ugliness", "using positivity to repel negativity", "positiveizing negativity".

At the same time, the Prime Minister suggested that every Vietnamese citizen should compete to improve themselves, learn, constantly innovate, and improve digital skills; otherwise, the digital economy and digital society cannot develop, and the country cannot develop quickly and sustainably.

The Prime Minister pointed out that, looking back at the history over the past 77 years, since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), the spirit of emulation has become a strong driving force, arousing patriotism, the will to be self-reliant, self-reliant and effectively mobilizing the strength of the entire nation. Emulation movements have been continuously launched throughout historical periods, creating great endogenous strength in both material and spiritual aspects, helping the country overcome all difficulties and challenges and achieve glorious victories over the periods.

In that spirit, the Prime Minister respectfully requests all levels, sectors, localities, agencies in the entire political system, the Vietnam Fatherland Front, socio-political organizations, business community, entrepreneurs, scientists, organizations, and communities to enthusiastically respond and actively participate in this particularly important movement "The whole country competes in innovation and digital transformation".
