Join hands to promote online public services

Immediately after the 2-level local government model was officially put into operation from July 1, 2025, the Provincial Youth Union Standing Committee issued and implemented a "90-day peak" plan to propagate and guide people in implementing administrative procedures, and at the same time launched a "30-day peak" plan to organize "Digital Literacy" classes to popularize digital skills in the community.

100% of the Youth Unions of communes, wards and special zones have urgently completed volunteer teams and community digital technology teams. The Youth Union members and youth not only directly support at the Public Administration Service Centers at all levels, but also go down to villages, hamlets and neighborhoods to help people perform online public services.

In 7 weeks, the province has established 55 permanent youth volunteer teams with more than 2,380 members and youths participating in public administrative centers. Along with that, 67 mobile teams have visited 1,440 households in remote, border and island areas to guide people to install VNeID and popularize basic digital skills. Thanks to that, more than 12,000 people have been directly supported in handling administrative procedures and using online public services at levels 3 and 4.

To spread information, Quang Ninh youth have deployed nearly 780 news and articles on fanpages of unions and associations at all levels, 97 news articles in newspapers and published nearly 2,000 visual publications. Many places have also organized mobile propaganda teams following the motto of "going to every alley, knocking on every door", the model of "1 youth with 1 citizen", helping the elderly, women and veterans easily access online public services.

Along with direct support, the Youth Union at all levels has established 54 "Digital Literacy" teams at the grassroots level, organizing 261 classes with more than 17,000 participants. Of these, 151 classes are for youth and children, equipping them with digital skills associated with summer activities, and 110 classes are for middle-aged and elderly people, focusing on skills in using VNeID and online public services. Some units also organize online classes via social networks, creating a strong ripple effect.

In addition to the local union members, many students, university students, and young lecturers also enthusiastically participated in propaganda and guidance for people to carry out administrative procedures. The whole province has launched 55 "Red Flamboyant" teams, 6 "Green Summer" teams with over 500 volunteers with information technology skills, directly supporting at public administrative centers and residential areas.

The activities of Quang Ninh youth have received high appreciation from the Party Committee, government, Fatherland Front and people. From supporting the settlement of documents, guiding people, to creating propaganda models, the youth of the whole province have shown a spirit of initiative, responsibility, and timely accompanying the government in the important transition period.

In particular, during the time of storm No. 3, volunteer teams maintained flexible operations, ensuring that support for people was not interrupted. These efforts contributed to ensuring that the two-tier local government model operated smoothly and effectively.

Through these activities, the youth union members not only help people access online public services faster, but also contribute to forming digital citizens and improving digital skills in the community. This is also the way Quang Ninh youth concretize Resolution No. 57-NQ/TW of the Politburo on developing science and technology, innovation, and at the same time affirm the core role of the youth union in the national digital transformation process.

From the initial results, it can be affirmed that the youth of Quang Ninh joining hands to promote online public services has created a new driving force for building a serving government, focusing on the people. Each member and youth is a "digital bridge", a companion of the people in accessing technology and modern administrative procedures.
