Will be enforced
To ensure a clean site for the construction of Nguyen Trai Bridge under the Nguyen Trai Bridge Construction Investment Project and urban beautification of the surrounding area, on the morning of August 15, the People's Committee of Ngo Quyen Ward continued to organize a conference to propagate and mobilize 27 households who have not agreed to hand over the site in the apartment building No. 6, Nguyen Trai Street and No. 8 May To Street.
After that, the ward's professional department staff coordinated with the Ngo Quyen Area Project Management Board to directly send notices of forced land recovery to each household because they had propagated, mobilized, explained policies and implemented legal regulations but the households did not comply with relocation and handover of the site.
According to the People's Committee of Ngo Quyen Ward, the two above-mentioned collective housing areas with an area of nearly 760 m2 are directly related to the construction site of the most important item, the bridge pier. The delay in handing over the site will slow down the project's construction progress. There are 33 households in this area, so far 6 households have agreed to hand over the site, while 27 households have not agreed due to their petitions related to resettlement arrangements.
According to the households, the apartments they are living in were previously public property but have been liquidated to the people. Therefore, when reclaiming the land, the city will arrange for resettlement with apartments or land with land use fees collected in the resettlement area to help people stabilize their lives. The households do not agree with the plan to support rental housing arrangements in new apartments that are public property of the city.
In response to the petitions of the households, Vice Chairman of the People's Committee of Ngo Quyen Ward Vu Phi Tung said that recently, the ward has coordinated with relevant departments to review and base on the provisions of the law on compensation and support policies when the State acquires land to respond and fully inform the households. At the same time, it has reported to the city for opinions on resolving problems related to the content of the people's petitions. Following the land acquisition process, the ward has completed the enforcement dossier, reported to the city for opinions, sent the decision on compulsory land acquisition for each specific case to each household and will implement compulsory land acquisition if the households do not comply with the handover of the premises.

Urge to move assets
Chairman of Ngo Quyen Ward People's Committee Nguyen Quoc Thai said that clearly identifying the important role of the Nguyen Trai Bridge Construction Investment Project and urban beautification of the surrounding area for the city's socio -economic development, in recent days, the locality has deployed related tasks to speed up the progress of site clearance for the project.
The ward focused on propagating and mobilizing households in the two apartment buildings to soon agree to hand over the site. At the same time, it urged organizations that had agreed to hand over the site but had not yet moved their assets to urgently move to dismantle the works, providing a clean site for construction.
In particular, on August 5, the ward coordinated with the Project Management Board of Ngo Quyen area to relocate assets, dismantle the warehouse that had handed over the site of the Port Technical Services Joint Stock Company, and immediately remove site obstacles that directly affected the construction of Nguyen Trai bridge.
Currently, the project site is still stuck with the railway system, the railway station in Hoang Dieu Port area belonging to Vietnam Railway Corporation has not been dismantled. The land belonging to organizations: City Military Command, Hai Phong Port Joint Stock Company has signed the minutes of land transfer but most of the assets have not been moved due to waiting for infrastructure, completion of facilities at the new port area in Lach Huyen. Although these areas are not directly related to the construction site of Nguyen Trai Bridge, but overall if the units and organizations continue to delay the relocation, it will affect the overall progress of the entire project.
In the coming days, Ngo Quyen Ward will continue to focus on urging organizations to move all assets out of the project implementation site. In addition, the ward will coordinate with the Department of Finance, Vietnam Railways Authority, Vietnam Railway Corporation and the Hai Phong Transport and Agricultural Construction Investment Project Management Board to develop a process for the steps to implement the handover and receipt of railway infrastructure assets to the city with the goal of completing the site clearance of the entire project in the area as quickly as possible.
The Nguyen Trai Bridge Construction Investment Project and Urban Redevelopment of the surrounding area is a key project, a traffic connection project that has great significance for the city's socio-economic development, contributing to the redevelopment and expansion of urban space.
