On the afternoon of April 28, the Department of Health held an online meeting to deploy documents related to the arrangement of the apparatus, reorganization of commune-level administrative units and organization of two-level local government in Cao Bang province.

The meeting deployed Instruction No. 31 of the Central Organizing Committee on the establishment of Party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and communal-level mass organizations; Plan of the Cao Bang Provincial Party Committee to implement the arrangement and merger of commune-level administrative units and the organization of a two-level local government system; Official dispatch of the Provincial Party Committee and People's Committee on the implementation of the arrangement and reorganization of commune-level administrative units and the organization of a two-level local government system; Conclusion of the Cao Bang Provincial Party Committee on the plan to arrange commune-level administrative units in Cao Bang province; Official dispatches of the Ministry of Health on ensuring medical work, medical examination and treatment, epidemic prevention, and traffic accident emergency during the holidays of April 30 and May 1, 2025.

Concluding the meeting, the leaders of the Department of Health requested that units continue to evaluate and classify the staff, civil servants, public employees, and workers to select those with sufficient qualities and capacity to be assigned to new units and resolve policies and regimes according to regulations for those who are determined to have to quit their jobs due to streamlining the organization and staff; review the overall quality of staff, civil servants, public employees, and workers under their management to implement the early retirement policy according to Decree 178; strengthen inspection and supervision of the implementation of legal regulations in the field of medical examination and treatment, ensuring medical work during the holiday of April 30 - May 1, 2025.
