Mobilize and appoint Mr. Dao Ngoc Chien , Director of the Office of State-level Key Programs, Ministry of Science and Technology (before merger) to hold the position of Director of the Executive Agency of the National Science and Technology Development Fund, Ministry of Science and Technology (after merger).

Mobilize and appoint Mr. Le Dinh Hanh , Deputy Director of the Office of National Science and Technology Programs, Ministry of Science and Technology (before merger) to hold the position of Deputy Director of the Executive Agency of the National Science and Technology Development Fund, Ministry of Science and Technology (after merger).

Mobilize and appoint Mr. Nguyen Huu Can , Acting Director of the Institute of Intellectual Property Science, Ministry of Science and Technology (before merger) to hold the position of Deputy Director of the National Institute of Intellectual Property, Ministry of Science and Technology (after merger).

Assign the position of Director of the National Intellectual Property Institute to Mr. Nguyen Huu Can , Deputy Director of the National Intellectual Property Institute until further decision.

Mobilize and appoint Ms. Tran Thi Quoc Hien , Deputy Director of the National Digital Transformation Agency to hold the position of Deputy Director of the Department of Digital Economy and Society.

Mobilize and appoint Ms. Nguyen Hong Anh , Deputy Director in charge of the Institute for Science Evaluation and Technology Valuation, Ministry of Science and Technology to hold the position of Deputy Director of the Center for Science and Technology Communication.

Re-appoint Mr. Le Ngoc Duc to hold the position of Chairman of the Board of Directors of Vietnam Internet Center.

Speaking at the ceremony, Deputy Minister Bui Hoang Phuong congratulated the officials who received the decision and the units whose organizations were reorganized. The Deputy Minister emphasized: Although the Ministry has implemented the merger since the beginning of March 2025, it is still in the process of arranging and perfecting the apparatus.

Deputy Minister Bui Hoang Phuong noted that the merger process poses many challenges, requiring units to carefully review their functions and tasks, ensure maximum benefits for employees, and not be allowed to simply maintain work in the old way. Units with additional functions, such as the Department of Digital Economy and Society, need to quickly adapt and take on new tasks.

The Deputy Minister also emphasized the requirement that newly appointed officials need to clearly commit to their duties with the Ministry's leaders: "After 3 months, 6 months, they must report specific results and sign a commitment to keep at the Department of Organization and Personnel."

The Deputy Minister paid special attention to investment in infrastructure and equipment to serve technology for units. The Ministry of Science and Technology must invest heavily in digital platforms, machinery and equipment. Technology needs good infrastructure to develop.
