Perfecting the organization and orienting key tasks in the new period

On the afternoon of April 26, 2025, the Party Committee of the Ministry of Science and Technology for the 2020-2025 term held its first conference under the chairmanship of Central Party Committee member, Secretary of the Ministry's Party Committee, Minister Nguyen Manh Hung, marking an important step forward in perfecting the organization and implementing key tasks of the Party Committee in the new context.

The event was honored to welcome representatives of leaders of central departments and branches such as the Central Organizing Committee, the Central Party Office, the Central Internal Affairs Committee, the Central Inspection Committee, the Inspection Committee and the Government Party Committee's Organizing Committee.

At the Conference, Ms. Le Huong Giang, Head of the Party Organization Committee of the Ministry, Director of the Department of Organization and Personnel, announced the Decisions of the Government Party Committee on the establishment of the Party Committee of the Ministry of Science and Technology, appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2020-2025 term, as well as the decision to establish advisory and support agencies of the Party Committee of the Ministry.

Under the direction of the Standing Deputy Secretary of the Party Committee of the Ministry, Deputy Minister Pham Duc Long, the Executive Committee discussed and approved many important documents, orienting the activities of the Party Committee in the coming time, including: Working regulations of the Party Committee of the Ministry; Assignment of work to Party Committee members; Work program of the Party Committee of the Ministry in 2025; Inspection and supervision program in 2025; Decisions stipulating the functions and tasks of 4 advisory and assisting agencies of the Party Committee of the Ministry; Report on the consolidation of the Party organization under the Party Committee of the Ministry of Science and Technology and the Plan to organize Party Congresses at all levels in the Party Committee of the Ministry of Science and Technology for the term 2025-2030, towards the 14th National Party Congress.

Within the framework of the Conference, delegates also focused on discussing the new challenges and requirements for Party building in the period of comprehensive digital transformation. Opinions were unanimous that the Party Committee of the Ministry of Science and Technology needs to strongly innovate leadership methods, improve internal management capacity, increase the application of digital technology in the activities of the Party organization, while ensuring the principles of democratic centralism and strict discipline.

The conference particularly emphasized the role of personnel work. Training, fostering, planning and using personnel must be linked to the new requirements of the industry, ensuring that each cadre and party member truly has innovative thinking and the ability to adapt flexibly to the rapid changes of science, technology and the digital economy.

Another important highlight of the Conference is the determination to maximize the role of the Party organization in accompanying, supporting, and leading the implementation of professional tasks. From there, each Party organization and each Party member must truly be a nucleus of solidarity, a pioneer in innovation and creativity.

The conference also listened to presentations from the National Committee for Standards, Metrology and Quality (TDC) and the Department of Statistical Information and Scientific Evaluation , contributing to enriching the discussion content.

Thoroughly understand core values, enhance leadership role in digital transformation

The conference approved the 2025 Inspection and Supervision Program, in which the Party Committee and the Standing Committee of the Ministry's Party Committee will regularly supervise 100% of affiliated party organizations. The plan sets out inspections of 02 party organizations and thematic supervision of 04 affiliated party organizations, with specific timelines.

Regarding preparations for Party Congresses at all levels, the Conference approved a detailed plan, with the completion of Party cell congresses in May 2025, grassroots Party congresses before June 15, 2025, and the Congress of Party Delegates of the Ministry of Science and Technology expected to be completed before August 15, 2025. The Ministry's Party Committee will select units to organize model congresses in early May 2025 to draw experience for the entire Party Committee.

Speaking at the Conference, Secretary of the Party Committee of the Ministry, Minister Nguyen Manh Hung emphasized the special significance of the first Conference in perfecting the leadership apparatus of the Party Committee of the Ministry of Science and Technology after it was established on the basis of merging the Ministry of Science and Technology and the Ministry of Information and Communications (MIC). The Party Committee of the Ministry of Science and Technology with 32 members will inherit and promote the achievements of the two previous Party Executive Committees and Party Committees, creating stability and strong, comprehensive development of the science and technology sector.

The Minister also thoroughly grasped the core values ​​of " Pioneering - Creativity - Breakthrough - Courage and Loyalty " and the motto of action " Setting an example - Discipline - Focus - Breakthrough " of the Party Committee of the Ministry of Science and Technology. In the context of implementing the policy of streamlining the apparatus and the requirement of organizational arrangement, the Minister noted the need to specify the regulations of the Central and Government Party Committees in accordance with the reality of the Ministry.

In particular, the Party Secretary of the Ministry emphasized the key role of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, considering this a central and continuous task for the Party Committee to lead and direct.

At the same time, the Conference also set out the requirement to strengthen ideological work and political education for cadres and party members, creating high consensus in awareness and unity in action, in order to meet the requirements of " creating the future " for the science and technology sector in the new period, while contributing to the successful implementation of the country's development goals by 2030, with a vision to 2045.

Concluding the Conference, Party Secretary and Minister Nguyen Manh Hung highly appreciated the sense of responsibility and contributions of the Executive Committee members. He requested the units to strictly implement the regulations, ensure the quality of preparation and organization of Party Congresses at all levels, towards the Party Congress of the Ministry of Science and Technology for the term 2025-2030.

The Party Secretary assigned specific tasks to comrades in the Executive Committee to directly direct the Party Congresses at all levels, assigned the Standing Deputy Secretary and Deputy Minister Pham Duc Long to preside over drafting the political report to be submitted to the Congress of Party Delegates of the Ministry of Science and Technology, and at the same time assigned specific responsibilities to Deputy Ministers and members of the Standing Committee for the areas of work.

Emphasizing the pivotal role of science and technology, innovation and digital transformation in the country's development, the Minister requested the entire Party Committee to closely follow Resolution 57-NQ/TW and the directions of the Central Committee and the Government to develop specific and feasible resolutions and political reports, contributing practically to the goal of contributing 3% of innovation, 1-1.5% of digital transformation and 1% of science and technology to the national GDP.

Minister Nguyen Manh Hung also directed the development of digital tools to support officials, reduce workload, and at the same time thoroughly grasp the Party's leadership methods, especially the exemplary role of leaders and strengthen supervision and inspection work on digital platforms.

The first conference of the Party Committee of the Ministry of Science and Technology for the 2020-2025 term took place successfully, demonstrating the solidarity, unity and high determination of the entire Party Committee in successfully implementing assigned political tasks, contributing to the strong development of the science and technology sector and the national digital transformation.
