At the Conference, after listening and handling some regular work, Minister Nguyen Manh Hung exchanged some information about the 11th Central Conference and oriented some key work in the coming time.

Currently, the whole country is urgently implementing the restructuring of the apparatus; reorganizing administrative units at all levels; building a 2-level local government model. Streamlining the apparatus is to create motivation, create an ecosystem, and create a larger space for development.

Accordingly, science and technology (S&T) combined with innovation and implementation in the context of digital transformation (DCT) is very suitable, forming an ecosystem, creating strong development. S&T together with DCT will move towards more applications and create more results. DCT is considered a factor that changes the productive forces and production relations. For the country to become strong and prosperous, it is necessary to promote DCT. The "trio" of S&T, DCT and DCT is considered a synergy.

General Secretary To Lam, speaking at the recent P4G Vietnam 2025 Conference, emphasized that innovation is the "magic wand" to achieve sustainable prosperity, with the desire to put modern technology into practice, making a strong contribution to the country's development.

Previously, speaking at the ceremony to respond to the World Creativity and Innovation Day 2025, Minister Nguyen Manh Hung emphasized: International studies have shown that innovation is the key to helping developing countries overcome the middle-income trap. Innovation is a strategic "side door" for developing countries to shorten the gap, optimize limited resources and create practical value from what is available for development. Therefore, it is necessary to build an innovation ecosystem where businesses can improve products suitable for the domestic market, people can innovate in their actual conditions, the state plays a role in creating the environment, institutions and motivation so that innovation is not hindered, but is opened and spread.

The Minister also noted the direction of General Secretary To Lam that science and technology, innovation and digital transformation aim at two main goals: increasing labor productivity (which is essentially increasing GDP) and more modern social and national governance.

General Secretary To Lam also emphasized that the work of cadres is to select people with virtue, talent, and pay more attention to people with strength (energy), capacity and especially enthusiasm. Minister Nguyen Manh Hung also noted that cadres of the Ministry of Science and Technology should pay more attention to their spirit and attitude at work.

Apply more digital platforms to "reduce work"

The Minister noted that decentralization and maximum delegation of authority should be promoted so that units can be proactive in their work, but there must be a monitoring mechanism. More decentralization means more responsibility. The strongest decentralization is in investment procedures, staff, etc., but there must be a careful monitoring mechanism.

The Minister requested that technology applications be promoted more in work. Units with management objects need to build digital platforms and put management objects on digital platforms. Along with that, units need to use technology, especially virtual assistants to "ease work".

Currently, reporting by state officials takes a lot of time. The Minister assigned the IT Center to research software to automate reporting, and learn from China's experience, which already has automatic reporting software for all 50 million civil servants.

Regarding the writing style of institutions and legal documents, the Minister requested attention to clear and easy-to-understand language. Institutions and legal documents that are built and issued must be put into practice and enforced.

Regarding the implementation of topics in the Ministry, the Minister directed the topics to focus on applying digital transformation to solve the problem of speeding up work and "reducing work" for officials.
