The concept of “Digital Literacy” is a new term, originating from the practical requirements of the country’s comprehensive digital transformation process. “Digital Literacy” in the early years of the revolution aimed to eliminate illiteracy for the people, while “Digital Literacy” now aims to eliminate illiteracy in technology and digital skills, helping everyone to access, use and apply digital technology in learning, working and life.
Accordingly, the movement focuses on popularizing knowledge and skills in using technology devices, applying online public services, participating in e-commerce, securing personal information on the internet and raising awareness of safe cyberspace. Beneficiaries include all people who want to learn, with special priority given to vulnerable groups such as the elderly, ethnic minorities and manual workers.
Since the beginning of March 2025, the Vietnam Youth Union of the province has organized many campaigns, directly implementing activities to popularize digital skills to more than 500 people in the province. Classes are flexibly organized at village cultural houses, schools, and community spaces, helping people easily access, practice, and interact directly with youth instructors.
At the same time, the Youth Unions of districts, cities and affiliated units have simultaneously joined in, with many propaganda activities and digital skills guidance deployed to more than 2,000 youths and people. The contents are all designed to be simple, easy to understand and easy to apply such as: Instructions on using VNeID, registering for public services, learning how to sell on e-commerce platforms, using e-wallets and identifying fake news on social networks.
One of the highlights of the movement is that the Provincial Association has directed its affiliated associations to establish “Digital Literacy” teams at each Association base. Each team includes young people with good knowledge and technology skills, who are both instructors and companions in helping people get acquainted with digital devices and cyberspace. Many young people have proactively shared knowledge, organized small classes at home, and used their spare time to support the community.
Ms. Thai Thi Hoan - Permanent Vice President of the Vietnam Youth Union of the province shared: "The implementation of the movement 'Digital Education for the People' not only contributes to narrowing the digital gap between regions, but also promotes the pioneering and creative role of young people in the technology era. We identify this as a key, continuous task in the period of 2025 - 2027 and will continue to expand the scope and improve the quality of classes to help people use technology effectively and safely."
Not only popularizing the skills of using equipment, the Provincial Association also deployed to the affiliated associations at all levels to organize teams to guide people on how to conduct electronic transactions, look up medical and administrative information, and apply agricultural software depending on the characteristics of each locality. Especially in mountainous areas where infrastructure is limited, young people also take on the role of "mobile technicians", helping people install software and troubleshoot equipment problems.
It can be seen that the “Digital Literacy for All” movement is gradually breathing new life into the community. The enthusiastic participation of young people has created a positive effect, contributing to improving people’s technological knowledge, gradually forming the habit of using digital technology proactively and effectively.
In the coming time, the Vietnam Youth Union of the province will continue to direct all levels of the association to expand the scale of classes, diversify communication forms, and coordinate with technology enterprises, schools, and state agencies to create a sustainable support network. These activities not only contribute to building a digital society and digital citizens, but also affirm the important role of Kon Tum youth in the national digital transformation.
