Binh Dinh Secretary: Resolution 57 opens the door to a new stage of development

Two fundamental projects

At the meeting on April 23, the Steering Committee for Science and Technology Development, Innovation and Digital Transformation of Binh Dinh province focused on discussing, analyzing and contributing opinions on two fundamental draft projects, namely: developing human resources to serve the semiconductor industry, artificial intelligence, safety, network security and the project to develop STEM education in the period 2025-2030.

In the draft project on human resource development to serve the semiconductor industry, artificial intelligence, safety, and network security, Binh Dinh province aims to train 2,500 engineers, practical engineers, and provide short-term training for 1,500 workers in the semiconductor industry.

The field of artificial intelligence, safety, and network security trains 2,500 bachelors, practical engineers, and provides short-term training and development for 1,000 workers. In addition, it invests in building a semiconductor technology laboratory.

The project also proposes implementation solutions, support policies, and attracting talents and students to participate in this program with a total estimated cost of more than 943 billion VND.

For the STEM education development project, the goal is to build a STEM education ecosystem in high schools in the province, creating a creative and practical learning environment to develop the capacity of students and teachers, contributing to increasing the rate of students studying in the province's strategic industries such as semiconductors, AI, cybersecurity, biotechnology and new materials.

The project plans to build a provincial STEM-Lab center; form 405 STEM-Lab rooms for 405 high schools; equip 22 sets of shared STEM equipment (11 sets for junior high school students and 11 sets for high school students), serving 200 clubs at 147 junior high schools and 53 public high schools in the province.

Starting from the 2025-2026 school year, the province will conduct STEM education in 35 schools. Of which, 100% of students will learn basic STEM, and 5% of gifted and passionate students will participate in advanced STEM learning. Starting from the 2026-2027 school year, it will be expanded to 100% of the remaining public schools...

Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that he has carefully studied the mechanisms, policies, and specific conditions according to the characteristics of the province compared to other localities to build a policy framework to implement the two projects. In particular, the STEM education project is the foundation for developing science and technology, innovation, and digital transformation. Therefore, it is necessary to popularize STEM education for students throughout the province.

“The province is also focusing on accelerating related work to upgrade the ICISE Center into a national-level scientific center in basic and applied scientific research for transfer. In addition, the province is focusing on quickly implementing the land database project and project 06. In addition, the province will also deploy training on the application of information technology and artificial intelligence for the staff of the government system,” said the Chairman of Binh Dinh province.

Concluding the meeting, Binh Dinh Provincial Party Secretary Ho Quoc Dung emphasized that Resolution 57 of the Politburo is the driving force, opening the door for the province and the country to enter a new stage of development. Therefore, all political systems, levels and sectors must implement it decisively, quickly and effectively. At the same time, it is required to balance and ensure resources for implementation.

Regarding the future orientation in the field of science and technology, the Secretary of Binh Dinh Provincial Party Committee highly agreed and requested the Provincial People's Committee to carefully review the contents of the two projects to promptly issue and implement them resolutely and effectively.

In particular, it is necessary to pay attention to policies and preferential treatment to attract leading experts and good teachers to train quality human resources. The Provincial People's Committee coordinates with the ICISE Center to develop a project to upgrade the research institutes at the center to become better and better.

Mr. Ho Quoc Dung requested the Provincial People's Committee to continue to deploy and develop the innovative startup ecosystem, coordinate with the National Startup Association and universities nationwide to improve training quality and spread the entrepreneurial spirit. At the same time, the education and science and technology sector should study policies to open specialized training classes for students with research talent, passion for science and technology, and innovation.

The Provincial Party Secretary assigned the Propaganda and Mass Mobilization Department to preside over the completion and early submission for promulgation of the plan to implement the "Digital Popular Education" movement in the province; the Provincial People's Committee to quickly deploy the project to build an information technology park in Long Van Urban Area; and accelerate the digitization of land data throughout the province.

“In particular, it is necessary to develop a program to popularize knowledge of applying information technology and AI for civil servants and public employees. Immediately after the merger, communes and wards will conduct training to operate work quickly, scientifically and effectively,” emphasized the Secretary of the Binh Dinh Provincial Party Committee.
