Pursuant to the Resolutions of the Party Central Committee, the Conclusions of the Politburo and the Secretariat on the reorganization of the apparatus and administrative units, and the directives and instructions of the Central and the Provincial Party Committee on the reorganization of provincial-level administrative units; on the basis of agreement with the People's Committees of Ha Nam province, Nam Dinh province, and Ninh Binh province, the People's Committee promulgates a Plan to implement the reorganization of provincial-level administrative units with specific contents.

The plan was issued to   seriously and effectively implement the Resolutions of the Party Central Committee, the Conclusions of the Politburo and the Secretariat on the reorganization of the apparatus and administrative units, and the directives and instructions of the Central and the Provincial Party Committee on the reorganization of provincial-level administrative units.

Clearly define the roadmap and tasks to be performed at each time, ensuring that they are consistent with reality in order to successfully implement the goals, requirements, tasks and solutions stated in the Conclusions of the Politburo, the Secretariat and the directives and orientations of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, of the Prime Minister and relevant ministries and branches.

Clearly assign tasks, responsibilities and coordination among agencies, units and localities in directing and organizing implementation.

The arrangement of provincial-level administrative units aims to achieve the highest goal of developing the country, expanding development space for new administrative units, promoting the leading role of dynamic regions and growth poles; harmoniously and reasonably combining adjacent administrative units associated with development orientation requirements to support each other, together promoting economic development of administrative units after the arrangement and the requirements and orientation of rapid and sustainable development of the country in the new period.

The plan requires: Specifically define the work content, deadlines, completion progress and responsibilities of ministries, branches and localities to ensure timeliness, synchronization, unity, quality and efficiency. Determining the work content must be associated with the functions, tasks, responsibilities and promoting the proactive and active role of departments, branches and localities; enhancing the leadership, direction and responsibility of heads of agencies, organizations and units in the implementation process.

The implementation of the arrangement of provincial administrative units must ensure objectivity, democracy, science, specificity, closely following the direction and guidance of the Central Government and the practical situation of localities. The arrangement must be associated with the innovation and arrangement of the political system's apparatus to ensure it is streamlined, strong, efficient, effective and efficient; streamlining the payroll, restructuring and improving the quality of the staff, civil servants, public employees and workers; at the same time, resolving reasonable regimes and policies, with a roadmap for arrangement and assignment for the above subjects to ensure compliance with regulations.

On information and propaganda work

The People's Committees of the provinces: Ninh Binh, Ha Nam, Nam Dinh (hereinafter referred to as the 3 provinces) are the presiding agencies. Implementing agencies: Newspapers, Radio - Television of the 3 provinces; relevant press agencies; District-level People's Committees, Commune-level People's Committees of the 3 provinces coordinate with the Propaganda and Mass Mobilization Department, Department of Culture and Sports of the 3 provinces to organize propaganda and thoroughly implement the Central and provincial directive documents, especially the Resolutions of the Party Central Committee, Conclusions of the Politburo, Secretariat; Resolutions of the National Assembly Standing Committee; Resolutions and Plans of the Government on the arrangement of administrative units at all levels, creating a clear change in the awareness and actions of cadres, party members, civil servants and public employees in the political system; creating consensus and support of the People and public opinion in the implementation of the arrangement of provincial-level administrative units.

The establishment of the Steering Committee to implement the project of arranging provincial-level administrative units is chaired by the Standing Committee of the Ninh Binh Provincial Party Committee. The Ninh Binh Provincial People's Committee coordinates with relevant agencies, units and localities to organize the implementation. The implementation time is according to the direction and guidance of the Central Government.

Building a project to reorganize provincial administrative units

The Ninh Binh Provincial People's Committee presides over the drafting of the Project Outline for the arrangement of provincial-level administrative units and solicits comments. The Ninh Binh Provincial Department of Home Affairs coordinates with the Ninh Binh Provincial Party Committee's Organization Board, the Departments of Home Affairs of the provinces: Ha Nam, Nam Dinh and relevant agencies and units to organize the implementation. Implementation time is April 16, 2025.

Ninh Binh Provincial Department of Home Affairs coordinates with the Organizing Committee of Ninh Binh Provincial Party Committee, Department of Home Affairs of Ha Nam, Nam Dinh provinces, relevant agencies and units. Synthesize and draft the Project on rearranging provincial administrative units, report to the Standing Committee of the Party Committee at the same level and submit it to the Standing Committee, the Standing Committee of the Provincial Party Committee, and the Executive Committee of the Ninh Binh Provincial Party Committee. Completion date is April 17, 2025.

The Department of Home Affairs of Ninh Binh province coordinates with the Organizing Committee of the Ninh Binh Provincial Party Committee, the Office of the Ninh Binh Provincial Party Committee, the Office of the Ninh Binh Provincial People's Committee; the Departments of Home Affairs of the provinces: Ha Nam, Nam Dinh; departments, branches, sectors, and district-level People's Committees to receive opinions from the Standing Committee, the Standing Committee of the Provincial Party Committee, the Executive Committee of the Ninh Binh Provincial Party Committee to complete and send the draft Project to request opinions from the People's Committees of Ha Nam and Nam Dinh provinces. Completed on April 18, 2025.

The Department of Home Affairs of Ninh Binh province coordinated with the Organizing Committee of the Ninh Binh Provincial Party Committee, the Department of Home Affairs of the provinces: Ha Nam, Nam Dinh; departments, branches, sectors, and district-level People's Committees to receive comments, complete and send the Project to the People's Committees of the 3 provinces to ask for people's opinions. Completion date: April 19, 2025.

Organize to collect voters' opinions on the content of the Project

The Department of Home Affairs of the 3 provinces coordinates with the Office of the Provincial People's Committee, relevant agencies, units and localities of the 3 provinces to issue a document of the Provincial People's Committee directing the collection of voters' opinions in the province (synchronized with the collection of opinions on the content of the Project on rearranging commune-level administrative units); in which the form, order, procedures and time limit for collecting opinions are decided in accordance with the practical conditions of the province, ensuring the prescribed progress. The completion time is April 18, 2025.

The People's Committees of districts, cities and towns of the 3 provinces organize to collect voters' opinions on the project to rearrange provincial-level administrative units (synchronized in time and implementation method with the collection of opinions on the project to rearrange commune-level administrative units); synthesize the results and report to the Provincial People's Committee (through the Department of Home Affairs). The Departments of Home Affairs of the provinces: Ha Nam, Nam Dinh synthesize the results and send them to the Department of Home Affairs of Ninh Binh province. Completed by April 23, 2025.

Organizing People's Council meetings at all levels to approve the policy of arranging provincial administrative units

Organize a meeting of the People's Council at the commune level to consider and vote on the policy of rearranging provincial-level administrative units (synchronized with the time for voting on the policy of rearranging commune-level administrative units). Implementation time: Completed by April 25, 2025.

Organize a meeting of the District People's Council to consider and vote on the policy of rearranging provincial-level administrative units (synchronized with the time for voting on the policy of rearranging commune-level administrative units). Implementation time: Completed by April 26, 2025.

Organize a meeting of the Provincial People's Council to consider and vote on the policy of rearranging provincial-level administrative units (synchronized with the time of voting on the policy of rearranging commune-level administrative units)

The Department of Home Affairs of Ninh Binh province coordinates with the Department of Home Affairs of Ha Nam province, the Department of Home Affairs of Nam Dinh province, and the People's Committees of districts in Ninh Binh province to synthesize the results of collecting voters' opinions, the results of the meetings of the People's Councils at the commune and district levels in Ha Nam province, Nam Dinh province (sent by the Department of Home Affairs of Ha Nam province, the Department of Home Affairs of Nam Dinh province) and Ninh Binh province. Submit to the Provincial People's Councils to issue a Resolution approving the policy of arranging provincial-level administrative units, to be completed by April 28, 2025.

Complete the dossier of the Project on arranging provincial-level administrative units and develop a submission from the Provincial People's Committee to the Government.

The Department of Home Affairs of Ninh Binh province coordinates with the Department of Home Affairs of Ha Nam province and the Department of Home Affairs of Nam Dinh province to complete the dossier of the Project on arranging provincial-level administrative units and develop a Submission of the Provincial People's Committee to submit to the Government and report to the Ministry of Home Affairs according to regulations. Completion date is April 29, 2025.

Regarding implementation, People's Committees of the provinces: Ninh Binh, Ha Nam, Nam Dinh Coordinate the implementation of work contents according to the roadmap in this Plan. Direct the Department of Home Affairs to regularly coordinate closely in the process of building and completing the Project dossier to submit to the Government and the Ministry of Home Affairs. Direct departments, branches, sectors, People's Committees of districts, cities and towns to study and organize the implementation of assigned contents and tasks to ensure timeliness and compliance with regulations.

Proposal to the Organizing Committee of Ninh Binh Provincial Party Committee Coordinate and advise on the Decision to establish a Steering Committee to implement the project of arranging and merging provincial administrative units. Provide information and content on the Party bloc to serve the development of the project of arranging and merging provincial administrative units of the 3 provinces.

Proposal to the Propaganda and Mass Mobilization Committee of the 3 Provincial Party Committees Directing propaganda and mobilization work for cadres, civil servants, public employees and people of all walks of life to create consensus, support and high unity on the policy of arranging provincial-level administrative units.

Propose that the Vietnam Fatherland Front Committee and provincial-level socio-political organizations of the three provinces pay attention to, lead and direct the Vietnam Fatherland Front and socio-political organizations from the provincial to grassroots levels to propagate and mobilize union members, association members and people of all walks of life to actively respond, agree, support and highly unify the policy of arranging provincial-level administrative units.

The Department of Home Affairs of Ninh Binh province presides over and implements assigned tasks; Regularly maintains contact and coordinates with the Department of Home Affairs of Ha Nam, Nam Dinh provinces and relevant agencies in implementing the Project. Monitor, urge, inspect and supervise the implementation of the plan; promptly report to the Provincial People's Committee on difficulties and problems for direction and resolution or advise competent authorities to resolve.

Departments, branches and sectors of the 3 provinces, based on their functions and tasks, proactively implement this plan and other tasks according to regulations; Regularly coordinate with the Department of Home Affairs in developing project documents to ensure progress and quality according to regulations.

In there, The Department of Finance reviews the current situation, develops plans and roadmaps for arranging and handling headquarters, public assets, and finances after the arrangement of provincial-level administrative units; plans to support means of transportation (from the old province to the new administrative-political center) for cadres, civil servants, public employees, and workers after the arrangement; plans and roadmaps for implementing specific regimes and policies related to the Finance sector for provincial-level administrative units formed after the arrangement.

The Department of Construction studies and proposes a plan to arrange public housing for cadres, civil servants, public employees, and workers after the arrangement.

The Department of Agriculture and Environment advises on land funds for arranging public housing and headquarters of agencies and units (if built); Coordinates with the Department of Home Affairs to develop various types of maps to serve the construction of the Project dossier.

Central agencies are located in 3 provinces. Coordinate with the Department of Home Affairs to provide relevant information and data to serve the development of the Project.

People's Committees of districts, cities and towns of 3 provinces Organize propaganda and dissemination to cadres, civil servants, public employees and people in the area to actively respond, agree, support and highly unify the policy of arranging provincial-level administrative units. Direct the People's Committees at the commune level to organize the collection of opinions from voters who are representatives of households, submit to the People's Councils at the commune level for voting to approve the arrangement of provincial-level administrative units to ensure timeliness and compliance with regulations. Submit to the People's Councils at the district level for consideration and voting on the policy of arranging provincial-level administrative units to ensure the progress of the time according to regulations. Synthesize and report the results of collecting voters' opinions and the voting results of the People's Councils at the district and commune levels to the Department of Home Affairs according to the roadmap of the plan.
