The project has a total length of about 43.8km, passing through the two provinces of Nam Dinh and Ninh Binh, including the main route and connecting routes. The main route is about 20.7km long, from Nam Dinh City Ring Road 2 to Dinh Tien Hoang Street (Hoa Lu City), designed according to the standard of a grade I plain road, with a speed of 120km/h. The main route's cross-section is about 130.5m with 6 expressway lanes and 8 side lanes, with a clearance of about 200m wide. The connecting routes have a total length of about 23.1km, including the expansion of 18km of Nam Dinh City Ring Road 2 and the construction of about 5.1km of new branch roads. These sections are designed according to the standard of an 8-lane urban road, with a cross-section of 71m, 10m wide sidewalks on both sides, and a clearance of 100m.
The total estimated investment of the project is about 29 trillion VND, from the provincial budget, auction of land use rights on both sides of the route and other legal capital sources. The expected implementation period is 2025-2030. Of which, the preparation period is 2025-2026; construction starts in 2026-2027; completion in 2029; final settlement in 2030.
This is a strategic infrastructure project, of great significance in inter-regional connectivity, creating a dynamic development axis, expanding urban space and promoting tourism-economic linkages between Nam Dinh and Ninh Binh provinces.
