Urban space development

The Cultural and Sports Square Project (DSP) was started in July 2024, with a total investment of nearly 200 billion VND from the provincial budget (now Hue City), invested by the City Urban Development and Construction Investment Project Management Board (PMU) with an implementation period of 4 years (2023-2026).

This is a key project, invested in and built with the goal of gradually completing public cultural and sports facilities and orienting the development of urban space, contributing to promoting the city's socio-economic development. The scale of the project includes renovating the stadium into a multi-purpose cultural facility, including expanding the existing stadium from a total floor area of ​​11,952m2 to a total floor area of ​​about 19,542m2; building a new audience stand, with an area of ​​about 720m2 and renovating the technical infrastructure system outside the house.

According to the contractor selection plan approved by the competent authority, the project includes 2 construction packages: Package No. 10 (construction and equipment installation costs for technical infrastructure items) with a contract value of nearly 98 billion VND, implemented by the Thuy Loi - Thanh An - An Bao Joint Venture. This package will start construction in September 2024 and is expected to be completed in March 2025; Package No. 11 (construction and equipment costs for the stadium renovation item) with a contract value of more than 82.5 billion VND. This package will start construction in January 2025 and is expected to complete the construction items in February 2026.

Demolition of Sports Training and Competition Center to soon have a construction site

According to the reporter's observations at the scene, the construction work is being actively carried out by contractors in areas with available land. Taking advantage of the clear weather, construction units are laying bricks, planting trees and using mechanical equipment to demolish the Sports Training and Competition Center, in order to soon have land for construction of the remaining items.

Mr. Hoang Van Minh, Project Manager (An Bao Construction and Trading Joint Stock Company) said: "The winning bidder will construct part of package No. 10 with a total value of more than 50 billion VND, including underground infrastructure items, leveling, pouring concrete, paving and planting trees in functional areas A, B, C with progress reaching about 70% of the contract value. However, the items requiring land at the Sports Training and Competition Center construction area (about 7,000m2) are being dismantled, so there is no land for the construction unit. The dismantling of this project is expected to be completed by mid-May this year, at which time there will be land to continue construction of the remaining items such as underground rainwater drainage system, wastewater, electricity, etc.

Extend completion date

According to the City Urban Development and Construction Investment Project Management Board, Package 10 is expected to be completed on March 26, 2025. However, up to now, the construction volume has only reached about 90%. The reason is that the weather in the end of 2024 has been continuously rainy, greatly affecting the construction of outdoor items such as earthworks, drainage system installation, leveling and concrete pouring.

Contractors are taking advantage of favorable weather to speed up construction progress.

Besides, this is a public square project, so during the construction process, the units always emphasize the aesthetic factor, so it is necessary to organize adjustments and supplement the design in a more aesthetic direction, which has more or less affected the completion progress.

In addition, due to the site clearance problem at the City Sports Training Center, the entire project has not been implemented synchronously. The demolition of the project is underway, and it is expected that the clean site will be handed over to the construction unit before May 15, 2025. Accordingly, by June 30, 2025, all items of the bid package will be completed and handed over for use.

For package 11, the package has basically completed the demolition of the old construction and is currently carrying out pile driving construction. The foundation is expected to be completed in May 2025.

Mr. Dang Quang Ngoc, Deputy Director of the City Urban Development and Construction Investment Project Management Board, said that the cumulative capital plan allocated for the project to date is more than 130 billion VND, of which 30 billion VND will be allocated to the project in 2025. The cumulative disbursement value to date is about 88.3 billion VND, of which in 2025, the project disbursed 4.8/30 billion VND, reaching 16.2% of the capital plan allocated in 2025. The volume of implementation to date is about 95 billion VND.

The investor is urging construction units to take advantage of the current favorable weather to shorten the progress, soon complete the project to hand it over for use, serving the people.
