The working delegation included leaders of the Provincial People's Committee; leaders of relevant departments, branches and localities; investors and construction units of the projects.

The Chairman of the Provincial People's Committee and the working delegation inspected the construction progress of the Cha La Bridge Investment Project (Hoa Lu City). The project was approved by the Provincial People's Council in Resolution No. 12/NQ-HDND dated March 30, 2022, the Provincial People's Committee approved the project in Decision No. 968/QD-UBND dated November 10, 2022 with a total investment of 133.57 billion VND, invested by the Provincial Traffic Construction Investment Project Management Board.

The project's goal is to serve people's travel needs, awaken the potential of large land fund space, serve urban development, expand and exploit land fund in the South of Hoa Lu city, ensure smooth traffic, reduce the load on bridges across Van river, ensure the landscape of Van river corridor, create architectural highlights of the inner city area, promote socio-economic development.

The project has an investment scale including: bridge section, building a new bridge with a length of 46m; bridge width of 26m. On the bridge, on the sidewalk, each side of the bridge has 2 sightseeing stops. Other items include, road improvement at both ends of the bridge, intersections on the route, traffic safety system, drainage, lighting system and auxiliary works; underground power lines on Le Dai Hanh street; traffic safety system: Arranging traffic safety system on the route according to National Technical Regulations on road signs.

According to the investor's report, up to now, the completed volume of the project has reached 85%, the disbursed value has reached 73.44 billion VND. The contractor is focusing on human resources and machinery to organize the construction of items such as: paving sidewalks on the bridge's pedestrian path; installing and completing the artistic lighting system; completing the approach roads at both ends of the bridge, the traffic light system, the traffic safety system, and painting the bridge.

Regarding the Van River South Irrigation Cluster Project, the project has a total investment of 600 billion VND, with the Department of Agriculture and Rural Development as the investor. Investment objectives: to cover about 975 hectares of land in the Southeast of Hoa Lu city, Khanh Phu industrial park and neighboring residential areas; to supply irrigation water to replace the water source from Ninh Binh Thermal Power Plant for about 1,970 hectares of cultivated land in Canh Dieu sub-area; to increase the ability to supply additional water from the Day River to the Vac River (via the Van River) combined with improving the water environment of the Van River. The construction scale includes: dredging, embankment to prevent landslides on both banks of the Van River from Van Giang bridge to Lim bridge, the Nam Thanh city pumping station cluster, the Cong Cai pumping station cluster, the Khanh An 1 pumping station cluster.

Up to now, the project's site clearance work has reached 91.8% of the project's length. Regarding the construction volume, the East bank of Van River (Le Dai Hanh Street side) has completed the driving of prestressed piles, poured the cap braces, anchor beams, and anchor piles for sections with a total length of 850m; completed the construction of the rock cages to protect the foot of the embankment; the top beam of the railing is 115m long; the construction of the walkway is underway, and the concrete of the road surface in front of Hoa Lu City Party Committee has been completed. Projects on the route: Completed the construction of 5 water discharge gates, 3 type 1 boat piers, and type 4 boat piers.

On the West bank of Van River (Duong Van Nga Street side), prestressed piles have been driven, cap braces, anchor beams, and anchor piles have been poured with a total length of 700m. The project on the route has completed the construction of a type 2 marina and deployed the construction of railings at the processing workshop; completed the pile driving of the entire East bank of Van River and is deploying the construction of cap braces, anchor beams through the railway locomotive area and the static parking lot and processing railings at the casting workshop.

At the cluster of the South City Pumping Station; the cluster of the Cong Cai Pumping Station; the cluster of the Khanh An 1 Pumping Station, the cluster of the headworks (station house, management house, suction tank, discharge tank, discharge culvert) has been basically completed; the pump installation has been completed and is being tested; the South City Pumping Station and Khanh An 1 Pumping Station have been completed and put into use; the Cong Cai Pumping Station has been basically completed and is expected to be put into use before May 30, 2025.

Through inspection and listening to reports from investors and contractors, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged and highly appreciated the proactiveness and positivity of contractors, the close supervision of investors, the close coordination of the locality along with the high consensus and support of the people so that the project can be implemented according to the set schedule.

This is a cluster of multi-purpose projects that are both irrigation, traffic and tourism projects, as well as urban architectural and cultural projects, creating a landscape for the central area of ​​Hoa Lu city in particular and Ninh Binh province in general. Therefore, the Chairman of the Provincial People's Committee requested that for the Cha La Bridge Construction Investment Project, the investor direct the contractor to focus on human resources and machinery to carry out construction throughout the holiday period to open the technical traffic on May 1, serving people's travel and trade conveniently. During the construction process, labor safety and hygiene must be ensured so as not to affect people's travel and daily life.

For Hoa Lu city, continue to promote propaganda about the importance and significance of the projects to mobilize people to agree, support, and promptly hand over the construction site, striving to complete the project this year to put it into operation, creating a highlight of the urban landscape space for the tourist city.
