According to the report of the Department of Construction, the North-South Expressway expansion project in the East, Cao Bo - Mai Son section, is one of the five projects assigned by the Prime Minister to supplement the medium-term public investment capital plan of the central budget for the period 2021-2025. The Ministry of Construction approved the investment policy and approved the project, assigned the Ninh Binh Department of Construction as the investor, and the contractor is Xuan Truong Construction Enterprise.

The project has a total length of 15.2 km, starting point connecting with Cau Gie - Ninh Binh Expressway in Hong Quang Commune, Y Yen District, Nam Dinh Province; ending point connecting with the North - South Expressway in the East, Mai Son - National Highway 45 section in Khanh Thuong Commune, Yen Mo District, Ninh Binh Province; scale according to the planning of a complete 6-lane expressway. Currently, the project is implementing 11 construction points, including 6 road construction points and 5 bridge construction points. To date, the value of completed construction and installation volume is estimated at 45/1,029 billion VND, reaching 4.37%; the accumulated capital allocated for the project is 1,200/1,875.616 billion VND, reaching 63.98% of the total investment; the accumulated disbursement value of the project is 371/1,200 billion VND.

Through checking the progress of the North-South Expressway Expansion Project in the East, Cao Bo - Mai Son section, Comrade Pham Quang Ngoc, Chairman of the Provincial People's Committee acknowledged and highly appreciated the careful preparation work of the Investor and contractors; therefore, the project was implemented quite smoothly in terms of site and material sources, and the construction progress was ensured according to the set plan.

The completed project will contribute to meeting the increasing transportation demand, reducing traffic accidents, supporting the socio-economic development of Ninh Binh and Nam Dinh provinces; gradually completing the Road Network Planning for the period 2021 - 2030, with a vision to 2050; contributing to the implementation of the goals of Resolution 30-NQ/TW of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta.

With the important significance of the project, the Chairman of the Provincial People's Committee emphasized: The investor and the contractor need to focus on maximum human resources, material resources, and machinery; have appropriate plans to speed up the construction progress (overtime, increase shifts, make the most of favorable weather conditions...) to shorten the construction time, put the project into operation and use soon, and promote investment efficiency.

The Chairman of the Provincial People's Committee and the working delegation inspected the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province. The project starts at Mai Son intersection with the North - South Expressway in Khanh Thuong commune, Yen Mo district; ends at the beginning of the Day River overpass in Khanh Cuong commune, Yen Khanh district; total length of 25.3 km; designed according to the standards of a type A expressway, design speed of 120 km/h, with 4 interchanges, 12 overpasses and 19 underpasses, along with a system of service roads, drainage works, rest stops, ensuring synchronization, modernity and safety; total investment of 6,865 billion VND from the central budget and provincial budget; implementation time is completed in 2026 with a construction time of 20 months.

According to the report of Yen Mo District People's Committee, the Ninh Binh - Hai Phong expressway through Yen Mo District is 11.4 km long, including 10 underpasses, 2 overpasses, 4 overpasses and 2 intersections. The whole district has 1,028 organizations, individuals and households affected by the project. Up to now, the site clearance work has been 100% surveyed, measured and counted in the field; 5/10 underpasses, 2/2 intersections and 7.3 km of agricultural land are eligible for site handover. By the end of April, the district strives to complete the price setting, approve compensation plans and pay money to households; approve compensation plans and pay money to households affected by 5 resettlement areas.

In Yen Khanh district, the total length of the Ninh Binh - Hai Phong expressway is 13.95 km, with a total of 1,438 households affected by land acquisition in 6 communes, and 2.8 km of agricultural land in Khanh Nhac commune has been cleared for construction. Currently, the project's Compensation, Support and Resettlement Council has declared and counted 1,160 households and paid over 62 billion VND. The district has built 5 resettlement areas, and so far 3 areas have selected a supervision consultant and approved the construction and installation bidding package.

Through on-site inspection and listening to reports from leaders of departments, branches and localities on the situation and progress of the Ninh Binh - Hai Phong Expressway Construction Investment Project (section through Ninh Binh province), difficulties, obstacles and proposals and recommendations, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged the efforts of the investor, localities and contractors who have increased coordination and focused on project implementation.

The Chairman of the Provincial People's Committee emphasized that this is a national key project built to create new momentum for the socio-economic development of Ninh Binh province and the provinces of the Red River Delta; the project was selected as a typical project to celebrate the 50th anniversary of the Liberation of the South and National Reunification. Therefore, the entire political system needs to get involved to speed up the project implementation progress. For the investor, closely coordinate with the locality to speed up the site clearance progress, remove difficulties to build public roads for the contractor to transport machinery and materials for construction. At the same time, direct the contractor to develop a suitable construction plan according to the motto of starting construction as soon as the site is available. He also noted that in the face of difficulties and problems in arranging material mines for construction, investors need to closely coordinate with relevant levels and sectors to have optimal solutions in terms of both time and work efficiency to ensure that the project's construction progress is not affected.

For localities, continue to promote propaganda and mobilize people to better understand the meaning and importance of the project to reach consensus in site clearance work, promptly hand over the site to the contractor to carry out the project; support and assist investors and contractors in the process of project construction in the locality to ensure maximum convenience. Along with that, localities need to speed up the completion of infrastructure in resettlement areas to promptly hand over land to households subject to relocation, ensuring that people's lives in new places must be better than in old places and quickly stabilize and develop.
