In 2024, natural disasters in Vietnam in general and Ninh Binh province in particular occurred fiercely and extremely with many types: cold air, hot sun, rain, saltwater intrusion... In particular, heavy rain after storm No. 3 (storm YAGI) caused flooding, landslides, and damage to houses and property of the people and the State.
On Hoang Long and Day rivers, flood water levels are above alert level 3. Statistics in the whole province show that nearly 5,000 houses were flooded, more than 2,000 hectares of rice, 300 hectares of crops, 100 hectares of perennial trees were affected, and many kilometers of dykes were damaged and eroded. Estimated damage is more than 376 billion VND.
Although the natural disaster occurred extremely, thanks to the proactive and drastic direction of the Provincial Steering Committee for Natural Disaster Prevention and Control and other sectors and localities, the work of prevention, response and overcoming consequences was effectively implemented, helping to minimize damage.
Immediately after storm No. 3, visits and encouragement were organized for organizations and individuals who suffered losses, especially poor households and policy households; production recovery was focused on after storms and floods. For damaged dikes, dams, and irrigation works, resources were mobilized, maintenance and repair were proactively organized, and safety was ensured.
At the conference, delegates spoke and clarified the results achieved in implementing the PCTT&TKCN tasks of each agency, unit and locality, highlighting experiences as well as pointing out some shortcomings and limitations in this work.
Specifically: When natural disasters occur, response direction is strictly implemented according to the "4 on-site" motto; incidents are detected and handled promptly from the first hour; military and police forces are the core forces in responding and ensuring security and order, guiding traffic in disaster areas; areas at risk of direct impact of natural disasters have resolutely evacuated, ensuring the safety of people's lives and property.
According to the provincial Hydrometeorological Station, due to the impact of global climate change, natural disasters are increasingly complex and unpredictable.
It is forecasted that in 2025, the number of storms appearing in the East Sea that are likely to directly affect Ninh Binh province is 3-4 storms.
Minor floods may occur in late May and early June with an amplitude of 1-3m. There will be about 5-8 widespread moderate and heavy rains. Temperatures will be 0.5 to 1 degree Celsius higher than the average of many years. Total rainfall will be approximately or slightly higher than the average of many years; the number of hot days will be more frequent and more severe than in 2024.
To do well in the work of PCTT&TKCN, many opinions at the conference proposed to further strengthen training and drills; effectively implement the "4 on-site" motto; promptly complete unfinished irrigation works; recalculate the PCTT&TKCN plan, assign tasks to members, and coordinate forces appropriately in the context of merging commune levels and ending the operation of district-level authorities...
Speaking at the conference, Vice Chairman of the Provincial People's Committee Tran Song Tung noted that, along with flood and storm prevention, it is necessary to supplement and pay attention to forest fire prevention and control; develop plans and scenarios to respond to specific situations.
Focus on investing in upgrading and building new large pumping stations, not only for agricultural irrigation but also for urban drainage, especially in the context of climate change and increasingly rapid urbanization. Strengthen dike management, establish interdisciplinary teams to inspect all dike routes and dike safety corridors, strictly control production and business activities on dike banks, and strictly handle violations.
Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc highly appreciated the proactiveness, methodical and serious direction of Party committees and authorities at all levels in the work of PCTT&TKCN in 2024; especially in forecasting and responding to natural disaster situations, directing and overcoming the consequences after storms and floods, handling affected works... which have been carried out promptly, with quality and efficiency, thereby minimizing damage to State and People's assets caused by natural disasters.
Noting the key tasks that need attention in the work of PCTT&TKCN in 2025, the Chairman of the Provincial People's Committee suggested that based on the planned arrangement of commune-level administrative units, the Department of Agriculture and Environment coordinate with districts and cities to draft guidelines for developing PCTT&TKCN plans for communes and commune clusters; based on the classification of key levels to assign responsible units.
Specifically, the national and provincial key points will be assigned to the Department of Agriculture and Environment to advise on developing a plan to ensure safety; the district key points will be assigned to the commune in which the commune is located, and a coordination plan will be developed to handle the district's key points. The provincial and district's warehouses for fire prevention and fighting materials located in the commune will be assigned to the commune in which the commune is located, and the service radius will be clearly defined.
Regarding the unfinished dyke, embankment, culvert, landslide projects... and the key projects for flood and storm prevention that the provincial leaders have inspected recently, the Chairman of the Provincial People's Committee requested urgent handling, speeding up progress, and completing them quickly, ensuring absolute safety before the rainy and stormy season.
At the same time, it is recommended that departments, branches and localities advise and ensure the good operation of the "4 on-site" work; Kim Son district reviews the entire sea dike system, considers building watchtowers to serve the guard force in flood and storm prevention...
The Chairman of the Provincial People's Committee also noted that most of the irrigation works in the province are currently associated with tourism works, so in the design process, in addition to structural factors and safety, special attention must also be paid to aesthetic factors, to ensure harmony with the landscape space and cultural identity of the locality.
He requested the Department of Agriculture and Environment to absorb and synthesize opinions at the conference to complete the report of the Provincial Steering Committee for Disaster Prevention and Control to ensure it is methodical and in accordance with regulations.
Members of the PCTT&TKCN Command Committees at all levels must closely follow reality, strengthen their grasp of the situation and areas under their responsibility, promptly detect and resolve arising issues, and prepare plans when necessary.
The goal is to proactively prevent, respond promptly, and effectively overcome, taking prevention as the main task, ensuring absolute safety for disaster prevention and control works, and protecting the lives and property of the State and the People.
