The workshop was chaired by Mr. Ngo Truong Son - Chief of the Central Office for New Rural Area Coordination; Mr. Nguyen Hoang Phuc - Deputy Director of the Department of Agriculture and Environment of Lam Dong province; delegates from the Department of Rural Development, New Rural Area Coordination Office of the Central Highlands provinces.

At the Workshop, Mr. Ngo Truong Son reported briefly and assessed the implementation of the National Target Program on New Rural Construction for the 2021-2025 period; proposed solutions and key tasks that need to be focused on to complete the goals of the Program for the 2021-2025 period, ensuring progress, quality and efficiency.
Accordingly, the period 2021 - 2025 marks an important step forward in the development of rural areas in Vietnam, with outstanding achievements in many fields. Nationwide, more than 78% of communes meet the standards, far surpassing previous periods.
The rural infrastructure system has been heavily invested in with more than 60,000 km of roads upgraded and expanded, helping to connect production areas with consumer markets. In addition, more than 95% of villages and hamlets have car roads to the center, creating favorable conditions for economic development and trade.

In addition, the electricity and clean water systems and welfare facilities such as schools, health stations and cultural houses continued to be significantly improved. The rate of households using the national grid electricity reached nearly 100%, while the clean water supply system reached more than 95% of the rural population.
The quality of education and health care has also improved, with more than 90% of schools meeting national standards and 85% of commune health stations having regular doctors.

Economically, the average income per capita in rural areas has increased significantly, reaching over 55 million VND/year, an increase of nearly 1.5 times compared to 2020. In particular, mountainous and remote areas have seen marked improvements thanks to livelihood support programs, vocational training and development of agricultural cooperatives.
The One Commune One Product (OCOP) program has been strongly implemented, with more than 15,500 products meeting 3-star standards or higher, creating high economic value and enhancing the position of Vietnamese goods in the international market.
Notably, more than 50% of OCOP products are consumed through e-commerce channels, helping to expand the consumer market and increase people's income.

Environmental protection has also seen many positive changes. Many localities have implemented models of waste treatment at source, increased the use of renewable energy and applied green solutions in agricultural production.
The rate of collection and treatment of domestic waste in rural areas reaches over 80%, while more than 70% of farming households apply sustainable agricultural production models, using organic fertilizers and biological products.
Thanks to that, the living environment in rural areas is significantly improved, towards the goal of sustainable development.

Entering the 2026 - 2030 period, the New Rural Criteria will continue to be improved in the direction of improving quality, suitable to the conditions of each region; in which, focusing on supporting communes with difficulties, achieving less than 15 criteria.
In addition, the criteria will focus on green economic development, digital transformation in agriculture, environmental improvement and improving the quality of life for rural people.
In particular, the program aims to have 90% of communes meet new rural standards; of which, 50% of communes meet advanced standards and 35% of districts meet advanced new rural standards. Authorities at all levels will continue to promote decentralization, creating flexibility in applying criteria to suit the characteristics of each locality.
In general, the implementation of the New Rural Criteria has brought about many important achievements, but there are still challenges that need to be overcome. In the coming period, the orientation is to focus on improving the quality of criteria, supporting disadvantaged communes, promoting rural economic development and ensuring sustainable development.
At the workshop, the provinces in the region participated in giving comments and proposals for a comprehensive survey and assessment of the current status of new rural construction in localities after the merger to find fundamental and appropriate solutions; at the same time, reviewing mechanisms and policies to avoid overlapping and duplication of content with other national target programs such as socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction, etc.
In addition, each locality also needs to proactively improve the system of advisory agencies, assisting the steering committees at all levels in the direction of inheriting the apparatus built in the previous period. In addition, delegates also emphasized the need to discuss and collect opinions from localities on the orientation for goals, tasks and solutions to implement the Program in the period of 2026 - 2030; at the same time, orienting the development of the National Criteria for New Rural Areas at all levels in the period of 2026 - 2030.
Receiving the opinions of the delegates, Mr. Ngo Truong Son agreed with the solutions to remove difficulties and obstacles in implementing the tasks of the National Target Program on New Rural Development. At the same time, he said that he would continue to synthesize and complete the report content to explain to the Ministry of Agriculture and Environment and propose orientations for the goals and tasks in the coming period.
