Following the direction of the Central and the province, the steering committee for the implementation of the arrangement of administrative units in districts and cities has proactively developed plans and options for the arrangement of commune-level administrative units in the area, and planned the naming and location of the new commune headquarters after the arrangement. On April 15, the Provincial Party Executive Committee approved the plan for the arrangement of commune-level administrative units in the area. Accordingly, the province plans to arrange 194 units into 65 grassroots administrative units. This plan is basically built on the basis of proposals from districts and cities.
Through research, it is known that the proposed names of communes are given according to the following options: taking the name of the district-level administrative unit (before the arrangement) with the serial number; taking the name of a commune-level administrative unit (before the arrangement); taking a new name with historical, cultural and traditional value of the locality.
For example, in Huu Lung, the district plans to arrange 23 administrative units into 8 commune-level administrative units. Mr. Vu Hoang Quy, Secretary of the Huu Lung District Party Committee, said: In the implementation of the arrangement of commune-level administrative units, naming the communes is a task that we consider, discuss, and carefully consider. Accordingly, we plan to name the new communes as the name of Huu Lung district with serial numbers from 1 to 8. This is a planned plan, both to keep the name Huu Lung, which has long been associated with the people in the area, and to have serial numbers to facilitate the digitization and updating of data.
In Trang Dinh district, it is expected that the names of the 7 new communes of the district will take the names of the old commune and district-level administrative units before the arrangement, including: That Khe, Doan Ket, Tan Tien, Trang Dinh, Quoc Khanh, Khang Chien, Quoc Viet. Through initial surveys, such naming received consensus from the people, especially those who have been attached to this land for a long time.
Mr. Nguyen Van Bach, Zone 3, That Khe town, Trang Dinh district expressed: I strongly support the plan to name new communes according to the district's plan. Place names are not only related to administrative management but also have historical, cultural and economic significance. For example, That Khe is a place name with historical significance and has long been in the cultural consciousness of people from far away when remembering this remote border region. In particular, this place name is also associated with Trang Dinh specialty brands such as That Khe roasted duck, That Khe khau nhuc, That Khe black jelly,... Secondly, Trang Dinh is very happy and excited about the proposal to keep the name Trang Dinh even though it is only a commune. Trang Dinh or Truong Dinh is a large prefecture of Lang Son province with a very long history.
In addition, some districts also proposed naming communes including the district name with the serial number and the commune name as the name of the commune-level administrative unit before the arrangement. For example, in Cao Loc district, after arranging some communes of the district with communes of Van Quan district and wards of Lang Son city, the district will arrange the remaining 4 commune-level administrative units with the proposed names of Dong Dang commune, Ba Son commune and Cao Loc communes 1, 2.
Naming communes is one of the tasks that requires careful and thorough consideration and must receive high consensus among cadres, party members and people. In order to create consensus in the work of arranging administrative units at the commune level, in recent times, local Party committees and authorities at all levels have directed to strengthen propaganda and dissemination of information on mass media and social networks, emphasizing the viewpoints and policies of arrangement to streamline the apparatus, expand space, and create room for development for communes and wards in the coming time.

We also highly agree with naming new communes Bac Son with serial numbers. Because the name Bac Son is associated with a long-standing historical and cultural tradition, mentioning the name Bac Son makes people remember the land where the Bac Son uprising took place in 1940, an important revolutionary base in the pre-uprising period, a land rich in cultural identity and revolutionary tradition.
In the coming time, the steering committees for the arrangement of administrative units at all levels will continue to implement the procedures and complete the project for the arrangement of administrative units at the commune level to submit to the Central Government for consideration. During the implementation process, the steering committees at all levels will strengthen propaganda to create high consensus among the people on the arrangement, naming, and placement of commune headquarters; ensuring that the arrangement is carried out according to the set roadmap.
