Located on the banks of the poetic Xuan Huong Lake, considered the “heart” of Da Lat, Lam Vien Square is not only a famous tourist attraction but also an area where many major events of national and international scale are held. In recent times, the authorities have implemented many solutions to build a civilized, green, clean and beautiful urban area. However, there are still street vendors and illegal businesses causing insecurity, disorder and urban beauty.

Mr. Du - a resident born and raised in Da Lat City, shared: Although we know they are hard-working people, some people have very poor awareness when they pour leftover water on the square, oil, stains, very unsanitary, and also pour charcoal from grilling unused food on the grass by Xuan Huong Lake, causing the grass to burn and spread all over the shore of Xuan Huong Lake. From afar, the colorful, shabby umbrellas look very unsightly right in the center of the square.

"I think it is necessary to thoroughly resolve this street vending situation because it not only causes unhygienic conditions and affects the surrounding environment, but also food safety is not guaranteed due to the difficulty in controlling the quality of food sources. If tourists get food poisoning from eating street food, it is both dangerous and affects the tourism image of Da Lat" - Mr. Du proposed.

To address the situation of street vending, illegal business and encroachment on road traffic safety corridors, the Lam Dong Provincial Police Department has assigned the Department of Administrative Management of Social Order and the Ward Police to proactively coordinate with local authorities to organize inspections, classifications and strict handling of violations such as illegal parking, street vending, illegal business, encroachment on roadsides causing insecurity and disorder and potential traffic accidents.

Identifying these aspects of work as important in building and developing the local tourism image, violators are often low-income workers, without stable jobs and tend to re-offend, therefore, propaganda work is given top priority by the Provincial Police. Violators are reminded, explained in detail and written commitments, cases of intentional re-offending will be strictly handled.

In addition, during patrols and duty performance, Lam Dong Provincial Police force is required to maintain standard posture, manners and attitudes, avoiding unnecessary conflicts between authorities and violators.

Police force deploys plan to ensure urban order and public order at Lam Vien Square

Lieutenant Colonel Nguyen Van Thuong - Captain of the Order Police Team, Department of Administrative Management of Social Order, Lam Dong Provincial Police, said: We will implement synchronous and drastic solutions, from patrolling and controlling in the afternoon and evening hours in areas where encroachment on sidewalks and street vendors often occur, to using surveillance cameras and arranging plainclothes officers to monitor the situation to promptly detect and promptly handle violations.

With the highest determination to maintain strict compliance with the law in the square area and the entire city regarding urban order, public order and traffic safety, so that tourists and residents will feel comfortable, not be bothered by unnecessary things, from which tourists will want to return to Da Lat.

Make a record of administrative violations for illegal parking

According to statistics, since the beginning of the year, nearly 1,800 cases of urban order violations in Da Lat city have been detected and promptly handled, contributing to reducing traffic congestion, public order and security, and raising awareness among residents and tourists.

Joining the police force are many other forces such as security and order protection at the grassroots level, urban management and functional units under the People's Committees of wards and communes in Da Lat City. Notably, there are more and more reports of violations from the masses sent to the authorities through the Da Lat Online Application and social networking channels, hotlines. All of this shows the great participation and interest of the people in maintaining urban order and public order, which is also preserving the beautiful image of Da Lat City.

Police force increases use of cameras to detect and handle violations

Major Nguyen Van Son - Deputy Head of Police of Ward 3, Da Lat City, said: For the ward area, the local police force will review and make a list of temporary freelance workers in the area and conduct a review and verification of street vending cases to mobilize, propagate, sign commitments, remind as well as coordinate with local authorities, urban order forces to invite them to work to propagate, create conditions for these workers to have stable jobs and in accordance with the law.

Not only at Lam Vien Square, the work of ensuring urban order, public order and traffic safety is also being deployed synchronously and drastically by the police force throughout Da Lat City.

On the side of the provincial police department, they coordinated with the police of wards and communes to organize many campaigns, focusing on areas with high traffic density such as Hoang Van Thu, Hai Ba Trung, Phan Chu Trinh streets... Violations such as revving the engine, driving in a row causing disorder, not having mirrors, not wearing helmets, going the wrong way, and stopping and parking in violation of regulations were all strictly handled.

Urban order and security forces at the grassroots level are assigned to be on duty at Lam Vien Square.

In addition, through the dissemination and popularization of legal regulations, the sense of responsibility of business leaders and business owners in complying with legal regulations is also enhanced.

Mr. Tran Duc Hanh - Director of Da Lat Interprovincial Bus Station, said: During the preparation for the April 30th holiday and the upcoming summer, our unit regularly reminds and thoroughly educates businesses and cooperatives operating in the bus station to strictly comply with the general regulations of law enforcement agencies on traffic safety and urban order. In particular, Ward 3 is also closely coordinated by the Department of Administrative Management of Social Order and the Ward Police to remind and discipline businesses to operate in accordance with regulations.

In order for Lam Vien Square as well as other areas in Da Lat City to not only be a place for tourists to experience the beauty of nature, people and quality services but also a space to relax and relieve stress after hard working days, the work of ensuring urban order, public order and traffic safety needs more participation of local authorities, especially the management role of functional forces and the self-awareness and consensus of the people. Although this work still has many difficulties and challenges, it will greatly determine the creation of the image of Da Lat as a peaceful, safe and sustainable development.
