President Joe Biden wrote: “I would like to congratulate President To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam. Nearly a year ago, Vietnam and the United States established a Comprehensive Strategic Partnership – marking a new era of strong cooperation between our two countries. Vice President Harris and I look forward to working with General Secretary Lam to continue this historic progress and support a strong, independent, prosperous, and resilient Vietnam.”

In September 2023, during the State visit of US President Joe Biden to Vietnam, the two sides adopted a Joint Statement, elevating the Vietnam-US relationship to a Comprehensive Strategic Partnership for peace, cooperation, and sustainable development.
