Determined to build a strong Party, a rich, democratic, fair and civilized Vietnam

"The birth of the Communist Party of Vietnam is a brilliant milestone in the glorious history of 4,000 years of building and defending the country of the civilized and heroic Vietnamese people, a great turning point in the history of our country's revolution. Since the Party's establishment, under the leadership of the Party, beloved President Ho Chi Minh, comrades General Secretaries of the Party Central Committee through the periods, including comrade General Secretary Nguyen Phu Trong, the Party has led the Vietnamese revolution to overcome all difficulties and challenges, continuously moving forward. Our people, under the leadership of the Party, have won one victory after another, created many miracles, liberated the nation, unified the country, brought our country step by step to socialism and stood shoulder to shoulder with the world powers.

With the correct political line, infinite loyalty to the interests of the nation and class, blood ties with the people and the spirit of loyal and pure international solidarity, the Party has gathered and united all classes, all strata of people, revolutionary movements, built a large and widespread revolutionary force, repelled the French colonialists with the historic victory of Dien Bien Phu "resounding throughout the five continents, shaking the earth"; carried out the socialist revolution in the North, the national democratic revolution in the South, and steered the Vietnamese revolutionary boat to complete victory.

The Fatherland is unified, the whole country is moving towards socialism in the context of countless difficulties and challenges. The Party continues to affirm its intellectual level, bravery, pioneering spirit, with its scientific and revolutionary nature; has initiated, constantly improved, led the entire Party, the entire people, and the entire army to successfully carry out the renovation process, turning Vietnam from an underdeveloped country into a developing country with average income, people have an increasingly prosperous and happy life, prestige and position in the international arena are increasingly enhanced.

Based on an accurate assessment of the country's position and strength, opportunities, advantages and difficulties, challenges, with high political determination to wholeheartedly serve the country and the people, the 13th National Party Congress has outlined the country's development path to 2030, with a vision to 2045; set strategic goals for 100 years under the leadership of the Party, 100 years of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, by the middle of the 21st century, our country will become a socialist-oriented developed country; strongly arouse in the entire Party, the entire people, the entire army the spirit of patriotism, the will of national self-reliance, compassion, the strength of great national unity and the aspiration to develop a prosperous and happy country. Having gone 2/3 of the way, the implementation of the Resolution of the 13th National Party Congress has achieved many achievements and results of a turning point.

Developments in recent years show that the world is in a period of epochal change. From now until 2030 is the most important period to determine the new world order. Peace, cooperation and development are still the main trends, but competition among major countries is increasingly fierce, in which Asia - Pacific is the most fiercely competitive area. Hostile and reactionary forces have never given up their plot to overthrow the leadership role of the Communist Party and the socialist regime in Vietnam; they are vigorously carrying out the strategy of "peaceful evolution" with many increasingly sophisticated, cunning and vicious methods and tricks; thoroughly taking advantage of comprehensive and deep international integration to infiltrate internally, promote elements of "self-evolution" and "self-transformation" in order to disintegrate our Party and our regime from within. Non-traditional security challenges have caused many negative impacts; The emergence and development of cyberspace along with the fourth industrial revolution with unprecedented scale and speed, has brought about a new era in which underdeveloped and developing countries can take advantage of opportunities, take shortcuts, develop rapidly, rise to become powerful countries or fall into the abyss of backwardness if they fail to take advantage of opportunities.

To make the most of opportunities and advantages, push back risks and challenges, strengthen potential and strength to successfully implement the strategic goals set by the 13th National Party Congress; the entire Party, the entire people and the entire army need to strive, join hands and unite, inherit and strongly promote the glorious traditions and valuable experiences of our Party; promote to the highest extent the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; constantly explore and open up new and great prospects for human and social development. Firmly adhere to Marxism-Leninism, Ho Chi Minh Thought, the goal of national independence, socialism and the Party's renewal policy. Firmly adhere to socio-economic development as the center, Party building as the key, cultural development as the spiritual foundation, ensuring national defense and security as essential and regular; maximize internal resources, mobilize external resources, in which internal resources and human resources are the most important. Pay special attention to and constantly strengthen solidarity and unity within the Party, great national solidarity, and the close bond between the Party and the People. From the Central Committee to the Party cell, each cadre and Party member must strive to "preserve solidarity and unity within the Party as if preserving the pupil of his or her eye"[1]; the Party must mobilize all the intelligence and strength of the entire nation, the strength of the times in the cause of building and defending the socialist Vietnamese Fatherland.

Uphold independence and self-reliance; ensure the highest national and ethnic interests on the basis of the fundamental principles of international law; protect the Fatherland early and from afar; maintain a peaceful and stable environment for national development; enhance Vietnam's practical contributions to maintaining peace in the region and the world. Resolutely and persistently protect the independence, sovereignty, unity, territorial integrity, seas, islands and airspace of the Fatherland. Persist in the foreign policy of independence, self-reliance, multilateralization and diversification; be a friend, a reliable partner, an active and responsible member of the international community; firmly maintain the stance, viewpoint and practice the art of diplomacy in the new era on the basis of the Vietnamese character of "Responding to all changes with unchangeability", "peace and kindness", "using benevolence to replace violence".

Firmly uphold the stance, viewpoint and practice of “people are the root”, “people are the subject and center of the innovation process”; all policies and strategies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for; ensure that all people enjoy the fruits of innovation and development, live happily in a secure and safe environment, with no one left behind. Build a socialist rule-of-law state of the people, by the people, for the people, led by the Communist Party of Vietnam; uphold the Constitution and the law; respect, ensure and effectively protect human rights and civil rights; have a professional, rule-of-law and modern administration and judiciary; a streamlined, clean, effective and efficient state apparatus; A team of cadres, civil servants and public employees with adequate qualities, capacity, prestige, true professionalism, integrity, and wholehearted dedication to serving the Fatherland and the People.

Continue to promote Party building and rectification; resolutely and persistently fight against individualism, against ideological, moral and lifestyle degradation, against corruption and negativity in the Party with the motto of "non-stop", "non-stop", "no forbidden areas, no exceptions", "no matter who that person is", "handle one case, warn the whole region, the whole field". At the same time, focus on removing difficulties and obstacles in institutions; continue to promote administrative procedure reform; increase publicity and transparency through digital transformation; expand development space; create the most favorable conditions for all normal activities within the legal framework, contribute to building the country, improving the lives of the people of organizations, individuals, businesses and entrepreneurs at home and abroad. Closely combine power control with doing a good job of political and ideological education, education of revolutionary traditions, building our Party to be truly clean and strong, "ethical and civilized".

Comprehensively and synchronously promote the innovation process, develop the country rapidly and sustainably, and consolidate national potential. Build and synchronously perfect the institutions for developing a modern, integrated, socialist-oriented market economy. Strongly promote investment, production and business; maximize social resources mobilization for the cause of sustainable national development, environmental protection and adaptation to climate change. Comprehensively develop people; build an advanced Vietnamese culture, imbued with national identity, which is truly the spiritual foundation of society, an endogenous strength, and an important driving force for national development.

Highly concentrate on work to successfully organize party congresses at all levels towards the 14th National Party Congress; well organize the summary of 40 years of national renovation, inherit important theoretical achievements on socialism and the path to socialism in Vietnam that have been summarized by generations of Party leaders, including General Secretary Nguyen Phu Trong, and set out the right direction, leading the country to continue to develop comprehensively in the coming time.

We believe that, under the leadership of the glorious Communist Party of Vietnam; closely combining true patriotism with the fine traditions, spirit and quintessence of the nation, constantly absorbing the quintessence of human culture; with the mettle and steadfast revolutionary ideals of the contingent of cadres and party members; with the wholehearted trust and support of the people, the cause of national renewal will certainly achieve great victory, our Fatherland will become increasingly prosperous, our people will become increasingly happy and prosperous, our country will become increasingly prosperous and powerful, steadily moving towards socialism, successfully implementing the strategic goals set forth by the 13th National Party Congress and the testament of the great President Ho Chi Minh, which is also the aspiration of the entire nation: "Our entire Party and people will unite and strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause"[2].
