Prime Minister Pham Minh Chinh has just signed Decision No. 609/QD-TTg dated March 15, 2025, on the establishment of the Steering Committee for key national projects and important railway projects.
According to the Decision, the Steering Committee for key national projects and important projects in the railway sector (hereinafter referred to as the Steering Committee) is established to assist the Government and the Prime Minister in directing the implementation of key national projects and important projects in the railway sector: (i) the high-speed railway project on the North-South axis; (ii) the Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son, Mong Cai - Ha Long (Quang Ninh) railway lines; and (iii) urban railway projects in Hanoi and Ho Chi Minh City (*).
Politburo member and Prime Minister Pham Minh Chinh serves as the head of the Steering Committee.
Comrade Tran Hong Ha, Member of the Central Committee of the Party and Deputy Prime Minister, serves as the Standing Deputy Head of the Committee.
Comrade Ho Duc Phoc, Member of the Central Committee of the Party, Deputy Prime Minister; and Comrade Tran Hong Minh, Member of the Central Committee of the Party, Minister of Construction, serve as Deputy Heads of the Steering Committee.
The members of the Steering Committee include: Comrade Tran Van Son, Minister and Head of the Government Office; Comrade Nguyen Van Thang, Minister of Finance; Comrade Do Duc Duy, Minister of Agriculture and Environment; Comrade Nguyen Hai Ninh, Minister of Justice; Comrade Nguyen Manh Hung, Minister of Science and Technology; Comrade Lieutenant General Thai Dai Ngoc, Member of the Central Committee of the Party, Deputy Chief of the General Staff of the Vietnam People's Army; Comrade Lieutenant General Pham The Tung, Deputy Minister of Public Security; Comrade Nguyen Danh Huy, Deputy Minister of Construction; Comrade Bui Xuan Dung, Deputy Minister of Construction; Comrade Hoang Minh Son, Deputy Minister of Education and Training; Comrade Truong Thanh Hoai, Deputy Minister of Industry and Trade; Comrade Nguyen Minh Hang, Deputy Minister of Foreign Affairs; Comrade Dao Minh Tu, Permanent Deputy Governor of the State Bank of Vietnam; Chairman of the People's Committee of Hanoi City; Chairman of the People's Committee of Ho Chi Minh City; Chairman of the Board of Members of Vietnam Railways Corporation; Director General of Vietnam Railways Corporation; Comrade Nguyen Tri Dung, Assistant to the Deputy Prime Minister.
Based on the needs and tasks during the operation, the Head of the Steering Committee decides on changes and additions to the members of the Steering Committee.
Functions, duties, and powers of the Steering Committee
The Head of the Steering Committee has the authority and responsibilities as stipulated in Article 16 of Decision No. 23/2023/QD-TTg dated June 18, 2023, of the Prime Minister.
Agencies whose members participate in the Steering Committee utilize their existing organizational structures to perform tasks assisting the Steering Committee, operating on a part-time basis.
The Minister of Construction is authorized to establish working groups to assist the Steering Committee, comprising leaders at the departmental and bureau levels from relevant ministries and sectors (inviting domestic and foreign organizations and experts to provide advice during the research process and to propose directions and solutions for implementing assigned tasks when necessary).
The Steering Committee may decide to add key national projects and important railway projects to the list of projects at (*) above if necessary for guidance.
The Steering Committee has the task and authority to assist the Prime Minister in: researching and proposing to the Prime Minister directions and solutions to address important, inter-sectoral issues to accelerate the implementation of national key railway projects mentioned in (*) (referred to as the Projects).
Directing, inspecting, coordinating, and urging relevant ministries, sectors, and localities to implement investment and construction tasks in accordance with the Resolutions of the National Assembly and the Government for the Projects.
The Ministry of Construction is the permanent agency of the Steering Committee, responsible for developing the Steering Committee's operational regulations for submission to the Head of the Steering Committee for signing and promulgation; assisting the Head of the Steering Committee in developing the Steering Committee's work plan and program; preparing documents, reports, and draft notices of conclusions from regular or extraordinary meetings of the Steering Committee; compiling and reporting on the overall activities of the Steering Committee; and performing other tasks assigned by the Head of the Steering Committee.
The operating budget of the Steering Committee is guaranteed by the state budget and allocated within the regular operating budget of the Ministry of Construction as stipulated in Article 19 of Decision No. 23/2023/QD-TTg dated June 18, 2023, of the Prime Minister.

Prime Minister Pham Minh Chinh has just signed Decision No. 618/QD-TTg dated March 16, 2025, appointing Mr. Nguyen Thanh Tu, Director of the Department of Civil and Economic Law, Ministry of Justice, to the position of Deputy Minister of Justice.
The term of appointment is 5 years. This decision is effective from the date of signing (March 16, 2025)./.
