Establishment of Steering Committee for key projects and important national projects in the railway sector

Prime Minister Pham Minh Chinh has just signed Decision No. 609/QD-TTg dated March 15, 2025 on the establishment of the Steering Committee for key projects and important national projects in the railway sector.

According to the Decision, the Steering Committee for key projects and national important projects in the railway sector (hereinafter referred to as the Steering Committee) is established to assist the Government and the Prime Minister in directing the implementation of key projects and national important projects in the railway sector: (i) High-speed railway project on the North-South axis; (ii) Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son, Mong Cai - Ha Long (Quang Ninh) railway routes and (iii) urban railway projects in Hanoi and Ho Chi Minh City (*).

Politburo member, Prime Minister Pham Minh Chinh is Head of the Steering Committee.

Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister, as Permanent Deputy Head of the Committee.

Comrade Ho Duc Phoc, Member of the Party Central Committee, Deputy Prime Minister; Comrade Tran Hong Minh, Member of the Party Central Committee, Minister of Construction as Deputy Heads of the Steering Committee.

The members of the Steering Committee include: Comrade Tran Van Son, Minister, Head of the Government Office; Comrade Nguyen Van Thang, Minister of Finance; Comrade Do Duc Duy, Minister of Agriculture and Environment; Comrade Nguyen Hai Ninh, Minister of Justice; Comrade Nguyen Manh Hung, Minister of Science and Technology; Comrade Lieutenant General Thai Dai Ngoc, Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Comrade Lieutenant General Pham The Tung, Deputy Minister of Public Security; Comrade Nguyen Danh Huy, Deputy Minister of Construction; Comrade Bui Xuan Dung, Deputy Minister of Construction; Comrade Hoang Minh Son, Deputy Minister of Education and Training; Comrade Truong Thanh Hoai, Deputy Minister of Industry and Trade; Comrade Nguyen Minh Hang, Deputy Minister of Foreign Affairs; Comrade Dao Minh Tu, Permanent Deputy Governor of the State Bank of Vietnam; Chairman of the Hanoi People's Committee; Chairman of the Ho Chi Minh City People's Committee; Chairman of the Board of Members of Vietnam Railway Corporation; General Director of Vietnam Railway Corporation; Comrade Nguyen Tri Dung, Assistant to Deputy Prime Minister.

Based on the needs and tasks during the operation, the Head of the Committee decides to change or add members of the Steering Committee.

Functions, tasks and powers of the Steering Committee

The Head of the Steering Committee has the powers and responsibilities as prescribed in Article 16 of Decision No. 23/2023/QD-TTg dated June 18, 2023 of the Prime Minister.

Agencies with members participating in the Steering Committee use their existing apparatus to perform tasks to assist the Steering Committee, operating on a part-time basis.

The Minister of Construction is authorized to establish Working Groups to assist the Steering Committee, consisting of leaders of Departments and Bureaus of relevant Ministries and sectors (inviting domestic and foreign organizations and experts to advise during the research process, proposing directions and solutions to carry out assigned tasks when necessary).

The Steering Committee decides to add key projects and important national railway projects to the list of projects at (*) above if necessary for direction.

The Steering Committee has the duties and powers to assist the Prime Minister in: Researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues to accelerate the implementation of important national railway projects mentioned in (*) (referred to as the Projects).

Direct, inspect, coordinate and urge relevant ministries, branches and localities to carry out construction investment tasks in accordance with the Resolutions of the National Assembly and the Government for the Projects.

The Ministry of Construction is the standing body of the Steering Committee, developing the Steering Committee's operating regulations and submitting them to the Head of the Steering Committee for signature and promulgation; assisting the Head of the Steering Committee in developing the Steering Committee's work plan and program; preparing documents, reports and draft notices of conclusions of regular or extraordinary meetings of the Steering Committee; synthesizing and reporting on the Steering Committee's general activities and performing a number of other tasks assigned by the Head of the Committee.

The operating expenses of the Steering Committee are guaranteed by the state budget and are arranged in the regular operating expenses of the Ministry of Construction according to the provisions of Article 19 of Decision No. 23/2023/QD-TTg dated June 18, 2023 of the Prime Minister.

Appointing Mr. Nguyen Thanh Tu to hold the position of Deputy Minister of Justice

Prime Minister Pham Minh Chinh has just signed Decision No. 618/QD-TTg dated March 16, 2025 appointing Mr. Nguyen Thanh Tu, Director of the Department of Civil and Economic Law, Ministry of Justice, to hold the position of Deputy Minister of Justice.

The term of appointment is 05 years. This Decision takes effect from the date of signing (March 16, 2025)./.
