On August 6, at the Government headquarters, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the review of 20 years of implementing the Government's organizational model (Steering Committee) - chaired the first meeting to introduce the Steering Committee. The meeting also discussed and agreed on the outline and plan for the review of 20 years of implementing the Government's organizational model from the 12th to the 15th tenure. Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the review of 20 years of implementing the Government's organizational model from the 12th to the 15th tenure included many difficult, complicated, wide-ranging contents, involving many subjects. In addition, this issue is also related to reviewing, adjusting, defining functions, tasks, powers, arranging and perfecting the organization of ministries and ministerial-level agencies over many terms.

The Prime Minister pointed out that the summary objective must be to systematically and comprehensively study and evaluate the functions, tasks, powers and organizational structure of the four Government terms. Propose viewpoints, goals, task orientations and solutions to perfect the functions, tasks, powers and organizational structure of the 16th Government term and the next term, in the relationship between the Government and the agencies of the political system. Therefore, the summary must objectively, fully and comprehensively evaluate the results achieved, limitations, obstacles, causes and lessons learned. Thereby, propose orientations and solutions to perfect the organizational structure of the Government to be streamlined, reduce intermediary levels and internal focal points. In addition, strengthen decentralization and delegation of power, along with resource allocation, improve implementation capacity, strengthen supervision and inspection, reduce administrative procedures, reduce compliance costs, reduce negativity and hassle, and apply information technology; ensure effective and efficient operations and good performance of the Government's tasks. Regarding the scope of the summary, the Prime Minister clearly stated the summary and assessment of the implementation results of the objectives, viewpoints, orientations and solutions on perfecting the functions and tasks; arranging and perfecting the organizational structure of the Government in the spirit of the Resolution and Conclusion of the Party. In addition, review the overlapping issues of state management and the division of functions, tasks and powers of the Government in various fields. Study the Party's regulations to propose orientations for perfecting the functions, tasks, powers and organizational structures of ministries, ministerial-level agencies and the 16th-tenure Government as well as the next period. The Prime Minister assigned the Ministry of Foreign Affairs to develop a report summarizing international experiences on the organization of the Government apparatus. The Ministry of Home Affairs developed a project to summarize 20 years of implementing the Government's organizational model. The Prime Minister requested the organization of domestic seminars to solicit opinions from experts, scientists and practical activists. At the same time, organize a survey team abroad, especially in countries with similar characteristics to Vietnam, to learn from experience and models for reference with the organization of the Vietnamese Government. The Prime Minister assigned the Ministry of Home Affairs to urge and summarize the results of the implementation of the task of developing a project to summarize 20 years of implementing the model of the Government's organization of the ministries and branches. During the implementation process, if any problems or disagreements arise, they will be reported to Deputy Prime Minister Tran Luu Quang - Deputy Head of the Standing Committee - to preside over and direct.
