In 2024, Hoa Lu city will be directly affected by natural disasters such as storms, floods, rains, and saltwater intrusion, affecting production and people's lives. In the spirit of urgently overcoming the damage caused by natural disasters, the Steering Committee for Disaster Prevention and Control and Search and Rescue of Hoa Lu city has focused on directing and synchronously implementing disaster prevention and control work, regularly monitoring weather developments to promptly direct the overcoming and limiting damage caused by weather. In the past year, there were no major losses of people and property caused by storms and floods.

Forest fire prevention and control work in the area is given special attention. Attention is paid to promoting propaganda and education on forest fire prevention and control knowledge with many practical forms and contents such as: propaganda on mass media, printing leaflets, especially in key communes prone to forest fires. Patrol and control work in the area is strengthened to promptly detect deforestation, bring fire into the forest, detect and promptly handle situations when forest fires occur. In the past year, there were no major forest fires in the area.

In 2025, the weather, climate and hydrology situation is forecast to have complex developments, affected by climate change. Proactively prevent, promptly respond, and effectively overcome the impacts of natural disasters. In particular, perfecting and assigning tasks to members of disaster prevention and control advisory agencies at all levels. Investing in equipment, facilities, building databases, support tools, and improving the capacity of disaster prevention and control advisory agencies at the city, commune, and ward levels. Perfecting the organizational structure, developing an effective plan for collecting and spending the Disaster Prevention and Control Fund according to the provisions of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government.

At the conference, delegates focused on discussing and clarifying the difficulties and proposed some recommendations such as: repairing, maintaining and upgrading works serving PCTT work to ensure good implementation of plans when storms occur in the area.

At the conference, the leaders of Hoa Lu City People's Committee signed the minutes of the 2025 PCTT and TKCN, PCCCR contract with the Hoa Lu City Military Command and representatives of military units stationed in the area including: Division 350 (Military Region 3), Regiment 855 (Provincial Military Command).

*On the afternoon of April 26, Gia Vien District People's Committee held a conference to review the work of natural disaster prevention, control and search and rescue (PCTT&TKCN) in 2024; deploy tasks and coordinate civil defense PCTT&TKCN, fire and explosion prevention, forest fire prevention, and collapse rescue in 2025.

Attending the event were leaders of the Provincial Police, Department of Agriculture and Environment, Provincial Hydrometeorological Station; and representatives of several military units.

In 2024, natural disasters in Gia Vien district occurred fiercely and extremely with many types: cold air, hot sun, rain, floods... 2024 is the year with the most rainfall in the past 30 years (since 1995). In particular, heavy rain after storm No. 3 caused major flooding on the Hoang Long River. At 7:00 p.m. on September 12, 2024, the flood peak measured at Ben De reached 4.93 m (0.93 m above alarm level III). In the district, more than 800 houses were flooded and affected; hundreds of hectares of rice, vegetables, and aquaculture were damaged; more than 2,000 meters of dike were leaking, many holes appeared, and some pumping stations were damaged... The estimated damage in the area was nearly 43 billion VND.

Although natural disasters in 2024 are complicated, thanks to the good implementation of the "4 on-site" work, combined with the centralized, unified and coordinated command between all levels and sectors, incidents in dikes and irrigation works were detected and handled right from the first hour and minute; the work of evacuating people from the storm and flood hotspots was carried out urgently..., thereby minimizing damage.

Currently, the leakage incidents on the Hoang Long River dike have been repaired; the system of technical infrastructure works, schools, and medical stations have also been cleaned up and restored to normal operation.

At the conference, the representative of the District Military Command presented the Report on the plan for coordination of civil defense, PCTT&TKCN, fire prevention, forest fire prevention, and collapse rescue in 2025. It clearly identified the key points in the area, predicted situations, handling methods and use of forces...

In their discussions at the conference, delegates focused on summarizing and reviewing the work of PCTT&TKCN in 2024, thereby pointing out shortcomings, limitations, and lessons learned to better implement PCTT&TKCN work in 2025.

In the context of increasingly unusual and extreme weather developments, and Gia Vien being the flood hotspot of the province, the district has determined that it must proactively develop response plans in all situations, in which prevention is the main task, ensuring absolute safety for dykes, embankments, and culverts, protecting the lives and property of the State and the people. In the immediate future, inspect and re-evaluate the quality of works, identify key points to have timely repair and handling measures; review and supplement rescue and relief equipment. In particular, in the context of the current administrative unit arrangement, in order to avoid work interruptions, subjectivity, and negligence, it is necessary to immediately develop a disaster prevention and control plan for communes and commune clusters to ensure effectiveness and practicality.

At the conference, many collectives and individuals received Certificates of Merit from the Provincial People's Committee Chairman and Certificates of Merit from the District People's Committee Chairman for their outstanding achievements in PCTT&TKCN work in 2024.
