Optimize investment and operation of the Planning towards balanced power source arrangement between regions, reduce power loss and long-distance transmission costs, while encouraging technological innovation and improving economic efficiency.
The general objective of the Power Plan VIII is: To firmly ensure national energy security, meet the requirements of socio-economic development and industrialization and modernization of the country. To successfully implement a fair energy transition associated with production modernization, building a smart grid, and advanced power system management, in line with the world's green transition, emission reduction, and science and technology development trends. To form a comprehensive energy industry ecosystem based on renewable energy and new energy.
Regarding ensuring national energy security, the Plan sets a specific goal of providing sufficient domestic electricity demand, meeting socio-economic development goals with an average GDP growth rate of about 10%/year in the period 2026 - 2030, about 7.5%/year in the period 2031-2050.
Commercial electricity in 2030 will reach about 500.4 - 557.8 billion kWh; the target for 2050 is about 1,237.7 - 1,375.1 billion kWh. Electricity production and import, in 2030 will reach about 560.4 - 624.6 billion kWh; the target for 2050 will reach about 1,360.1 - 1,511.1 billion kWh. Maximum capacity, in 2030 will reach about 89,655 - 99,934 MW; in 2050 will reach about 205,732 - 228,570 MW.
The goal by 2030 is to have the reliability of electricity supply in the top 4 leading countries in ASEAN, and the electricity access index in the top 3 leading countries in ASEAN. The electricity planning also sets a target of striving by 2030 for 50% of office buildings and 50% of houses to use self-produced and self-consumed rooftop solar power (serving on-site consumption, not selling electricity to the national power system).
With the scale of electricity consumption forecast to increase rapidly in the period of 2025-2030, having a flexible electricity plan is a prerequisite for investors to feel secure, for localities to proactively plan land and infrastructure, and for manufacturing industries to have access to stable electricity at reasonable prices. That is why many experts believe that the adjusted Electricity Plan VIII is not only a plan for the electricity industry, but also a roadmap for recovery and sustainable growth of the entire economy.
