On April 29, at the Mong Cai-Dongxing border gate pair, a delegation of the Dongxing City Government, China, worked with the Mong Cai City People's Committee, Vietnam, on the pilot construction of a smart border gate.

Currently, Mong Cai City is in the process of researching a smart border gate model at the Mong Cai (Vietnam) - Dongxing (China) international border gate pair in Bac Luan I and Bac Luan II areas.

It is expected that in May 2025, the People's Committee of Quang Ninh province will report to the Provincial - Regional Working Group of Vietnam and China to organize research and talks.

This is the result achieved on the basis of the common perception of the senior leaders of the two Parties, the two countries of Vietnam - China, the two provinces - regions (Quang Ninh - Guangxi) on the pilot construction of smart border gates; the framework agreement on pilot cooperation in building smart border gates Mong Cai (Vietnam) - Dongxing (China) and pilot construction of cross-border economic cooperation zones Mong Cai (Vietnam) - Dongxing (China) between the Quang Ninh Provincial Party Committee, the Communist Party of Vietnam and the Guangxi Zhuang Autonomous Region Party Committee, the Communist Party of China signed on April 12, 2025 within the framework of the State visit to Vietnam by General Secretary and President of China Xi Jinping and the Memorandum of Understanding on the cooperation mechanism in researching and building smart border gates between the People's Committee of Mong Cai City, Quang Ninh Province, Vietnam and the People's Government of Dongxing City, Guangxi Zhuang Autonomous Region, China signed on March 11, 2025.

After surveying and assessing the current situation, the People's Committee of Mong Cai City (Vietnam) and the People's Government of Dongxing City (China) exchanged preliminary information on infrastructure and smart border gate models on each side; analyzed the subjects and scope of application of smart border gates; piloted "smart" immigration and exit flows, "smart" cargo transportation flows, proposed to implement 24/7 continuous smart customs clearance at border gates; and model of information sharing and seamless data exchange between functional agencies at border gates on both sides.

The two sides also agreed to maintain close connection, update information, and exchange promptly, so that the two sides can "Synchronously plan, synchronously build, and synchronously operate" smart border gates.

Also at the meeting, the two sides discussed the issue of promoting the construction of Bac Luan III Bridge.
