Decree No. 96/2025/ND-CP amends the scope of Decree No. 82/2010/ND-CP. Accordingly, it regulates the teaching and learning of spoken and written languages ​​of ethnic minorities (called ethnic minority languages), including: Conditions, content, methods and forms of teaching and learning; teacher training and development; policies and regimes for teachers and learners of ethnic minority languages; printing, publishing and transferring textbooks and teaching and learning materials of ethnic minority languages.

Decree 96/2025/ND-CP supplements Article 4a "Organization of printing and publishing of textbooks and teaching materials for ethnic minority languages" as follows:

For textbooks and teaching materials for ethnic minority languages ​​compiled by socialization, the organization of printing and distribution shall be carried out in accordance with the provisions of law.

For textbooks and teaching materials for ethnic minority languages ​​compiled by the Ministry of Education and Training, the printing and distribution are organized as follows: Based on the proposal of the People's Committee of the province or centrally-run city (Provincial People's Committee), the Ministry of Education and Training organizes the printing and distribution according to the provisions of law.

Authority to decide, procedures for implementing textbook transfer

Decree 96/2025/ND-CP also adds Article 4b "Authority to decide, procedures for implementing the transfer of textbooks and teaching materials for ethnic minority languages ​​printed and published by the Ministry of Education and Training".

Accordingly, the Minister of Education and Training decides on the transfer of textbooks and teaching materials for ethnic minority languages ​​to the People's Committees at the provincial level.

The order and procedures are as follows:

a) The unit assigned by the Ministry of Education and Training to carry out the transfer of textbooks and teaching materials for ethnic minority languages ​​shall prepare a set of documents and report to the Ministry of Education and Training.

The dossier includes: The submission attached with the draft Decision on transferring textbooks and teaching materials for ethnic minority languages ​​to the Provincial People's Committee: original; list of textbooks and teaching materials for ethnic minority languages ​​(type, quantity, status): original; document proposing to receive textbooks and teaching materials for ethnic minority languages ​​from the Provincial People's Committee: original; document proposing the need for textbooks and teaching materials for ethnic minority languages ​​from the Provincial People's Committee: copy; other relevant documents (if any): copy.

b) Within 15 days from the date of receipt of the complete dossier specified in Point a of this Clause, the Minister of Education and Training shall issue a Decision on transferring textbooks and teaching materials for ethnic minority languages ​​to the Provincial People's Committee.

c) The main contents of the Decision on transferring textbooks and teaching materials for ethnic minority languages ​​include: Name of the transferring agency: Ministry of Education and Training; name of the receiving agency (name of the Provincial People's Committee); list of textbooks and teaching materials for ethnic minority languages.

Within 20 days from the date of the Decision on transfer of textbooks and teaching materials for ethnic minority languages ​​by the Minister of Education and Training, the People's Committee of the province (where the proposal for reception is made) shall be responsible for directing the agency, unit or affiliated unit to coordinate with the unit assigned by the Ministry of Education and Training to carry out the handover and reception.

Costs related to printing, publishing and transferring textbooks and teaching materials for ethnic minority languages ​​are the responsibility of the delivering party (Ministry of Education and Training); the provincial People's Committee does not have to pay upon receipt.

Decree 96/2025/ND-CP also clearly states that teachers and learners are guaranteed by the State textbooks, teaching materials, and reference materials in ethnic minority languages ​​suitable for each subject. Learners who are cadres, civil servants, and public employees are entitled to training and fostering regimes for cadres, civil servants, and public employees according to the provisions of relevant laws.

This Decree takes effect from the date of signing and promulgation (April 29, 2025).
