On the morning of April 28, Steering Group No. 4 of the Government Party Committee held a meeting to deploy the direction of the Party Congress for 5 Party Committees including: Ministry of Justice, Ministry of Health, Ministry of Education and Training, Bank for Agriculture and Rural Development (Agribank) and Vietnam National Shipping Lines.

Deputy Prime Minister Le Thanh Long, member of the Standing Committee of the Government Party Committee, Head of Steering Group No. 4 chaired the meeting.

Many new points about Party congresses at all levels

At the meeting, delegates grasped and discussed a number of new contents that need to be noted in Directive No. 45-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.

Accordingly, for Party Committees that are not changed due to mergers and acquisitions, the congress will still be held with 4 contents: (1) summarizing the implementation of the Party Congress resolution for the 2020-2025 term and determining the direction and tasks for the next term; (2) discussing and giving comments on draft documents; (3) electing the Party Executive Committee for the 2025-2030 term; (4) electing the delegation to attend the Party Congress at a higher level.

For newly established, merged, consolidated Party Committees, or those ending the activities of the Party Executive Committee, a new Party Committee will hold a congress with two contents (numbers 1 and 2), without electing the Party Committee for the 2025-2030 term and the delegation to attend the congress of the directly superior Party Committee.

Directive 45 stipulates that comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service (previously 30 months) at the time the congress begins.

Directive 45 adds to the structure of Party Committee members: "strive for the proportion of cadres with scientific and technological qualifications to be about 5%".

Cadres recommended for election to the Party Committee, positions (higher than) leadership of the Party Committee, government, and socio-political organizations must have held the current position or equivalent position for at least 1 year (12 months); in special cases where the time to hold the position is not guaranteed, the competent authority appointing the cadre shall consider, decide, and be responsible for its decision.

According to the report of Steering Group No. 4, all 5 Party Committees are grassroots Party Committees. 2 Party Committees, Agribank and Vietnam National Shipping Lines, held 4-part congresses, while the remaining 3 Party Committees held 2-part congresses.

In particular, the Agribank Party Committee has a fairly large scale. 100% of affiliated Party cells (1,568 Party cells) successfully organized congresses on time. 2 grassroots Party organizations organized model congresses.

4 Party Committees plan to hold Party Congresses in August, and the Party Committee of Vietnam National Shipping Lines plans to hold a Party Congress in early July.

Discussing the work of organizing the congress, opinions suggested that the Central Organizing Committee soon issue new guidelines for implementing Directive 45; suggested that the Government Party Committee soon issue guidelines on a number of contents such as appointing Party committees, inspection committees, delegations to attend higher-level congresses, age for re-election of Party committees; age for re-election of grassroots secretaries and deputy secretaries with 1 year (12 months) or more remaining working age...

Concluding the meeting, acknowledging the efforts of the 5 Party Committees in preparation, Deputy Prime Minister Le Thanh Long requested to continue to thoroughly grasp Directive 45 as well as the guiding documents of the competent authorities. In particular, it is necessary to pay attention to updating the situation when we organize and arrange the apparatus, so the organization of the congress, the content of the congress, and personnel work have changed. If there is anything unclear, you need to ask immediately, the Deputy Prime Minister reminded.

Along with that, do a good job of ideological work for party members, civil servants and public employees in the process of restructuring the apparatus.

Within their authority, Party Committees direct the successful completion of preparations for lower-level congresses, from documents to personnel preparation.

Regarding document preparation, the Deputy Prime Minister noted that it is important not to write long documents; limit general and qualitative words and go straight to the point, so that after promulgation, it can be implemented immediately. The content of the document needs to update the Party's new guidelines, policies and strategies, for example, State-owned enterprises will have more autonomy.

The Deputy Prime Minister also emphasized doing a good job in personnel work, an important and core factor for work results.

Regarding time, the Deputy Prime Minister requested that the five Party Committees complete the organization of the congress before August 10. The preparation of the congress dossier, including documents and personnel plans to report to the higher-level Party Committee, should strive to be completed before June 15.

At the meeting, delegates unanimously approved the Action Plan of Steering Group No. 4.
