1. Name of the Purchase Budget: “Purchase of colorants in 2025”.

2. Name of the Bidding Package under the Procurement Estimate:

- Package No. 01: "Procurement of large-sized green colorants in 2025".

- Package No. 02: "Procurement of small-packaged green dyes in 2025".

3. Inviting party: Vietnam National Petroleum Group.

4. Units preparing the Purchase Estimate: Petroleum Technical Department and Finance and Accounting Department - Vietnam Petroleum Group.

5. Objectives and contents of the Procurement Estimate: purchasing green colorant for mixing E5 RON 92-II gasoline to meet the color mixing needs of member Petroleum Companies (CTXD) of the Group before putting it into circulation according to the provisions of Decision No. 4267/QD-BCT dated November 10, 2017 of the Ministry of Industry and Trade on temporarily amending and supplementing a number of contents of the Regulation on mixing colors of commercial gasoline attached to Decision No. 1273/2004/QD-BTM dated September 7, 2004 of the Minister of Trade.

6. Total estimated procurement budget after tax: VND 8,764,371,600 (in words: Eight billion, seven hundred sixty-four million, three hundred seventy-one thousand, six hundred dong). The total estimated procurement budget includes value added tax, other taxes, fees, and charges (if any) and transportation and delivery costs of colorants to construction works as designated by the Group.

7. Source of capital: Business expenses of the Group.

8. Implementation period: Quarter II, 2025 - Quarter IV, 2025.
