These projects are expected to promote the potentials and advantages identified in the planning so that Dong Nai can make a breakthrough in development in the coming time.
“Unlock” planning
In early January 2025, the Commercial Center and Office for Lease Project in Hiep Hoa Ward, Bien Hoa City (Aeon Mall Bien Hoa Project) was launched by the Provincial People's Committee and investors.
Mr. Nguyen Van Binh, Chairman of the Board of Directors of Viet Phat Group Joint Stock Company, the project investor, said that with a construction area of a commercial center and office for lease of up to 10 hectares, Aeon Mall Bien Hoa is one of the largest commercial center projects in the country today. When put into operation, the project will meet the needs of about 10 million visitors per year. It is expected that the project will be completed and put into operation in 2027, thereby promoting the province's trade and service sector, one of the 6 development pillars of Dong Nai province.
Chairman of the Provincial People's Committee Vo Tan Duc assessed that Aeon Mall Bien Hoa is one of the key projects and works of the province, a large-scale commercial center project, with a supply chain of high-end products from famous brands, along with international standard services for customers to easily experience.
According to the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Dong Nai aims to become a developed province with a high growth rate by 2030, surpassing the high-income threshold in the top group of the country. By 2050, Dong Nai is expected to become a centrally-run city with a synchronous, smart, and modern infrastructure system; a center for international trade, tourism, and services associated with world-class urban areas.
“The project, once completed, is expected to be a highlight of the area’s landscape architecture, an attractive destination for tourists to visit, shop, and experience, gradually contributing to changing the appearance and enhancing the urban space and landscape architecture of Hiep Hoa Islet,” said Chairman of the Provincial People’s Committee Vo Tan Duc.
As part of the province's series of dynamic projects, on April 19, Dong Nai held the Launching Ceremony of the Chua Chan Mountain Ecotourism, Resort and Entertainment Project in Xuan Loc District. The launching ceremony aims to introduce the potential and advantages of ecotourism, resort and entertainment at Chua Chan Mountain; at the same time, prepare resources well and attract investors interested in the project, soon forming a large, classy and high-quality ecotourism area of the province. From there, create a strong spread to promote tourism development, striving to build Dong Nai into a key tourism locality of the Southern key economic region by 2030.
In the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, Dong Nai has identified 36 chains of key projects in the fields of industry, services, urban areas, transport infrastructure, politics, culture and society.
Currently, in addition to the projects that have been launched, Dong Nai is also focusing on implementing investment procedures for projects in the chain of key projects that have been approved for investment, especially projects to build new industrial parks.
To date, the Government has approved the establishment of 5 new industrial parks in the province, including: Long Duc 3; Bau Can - Tan Hiep phase 1; Xuan Que - Song Nhan phase 1; Phuoc Binh 2 and Long Duc phase 2. The rapid implementation of projects will help the province supplement industrial land funds and attract investment, especially welcoming the investment wave when the Long Thanh International Airport Project comes into operation.
Speed up planning work
At the end of March, the Provincial People's Committee issued a decision approving the detailed urban planning task at a scale of 1/500 for Hiep Hoa Urban Area in Hiep Hoa Ward, Bien Hoa City.
The Hiep Hoa Urban Area Project has a total investment of more than 72 trillion VND, and is one of the projects in the chain of dynamic projects according to the Provincial Planning. Located on Hiep Hoa Islet, the "gateway" area of Bien Hoa City and with many cultural and historical relics, the Hiep Hoa Urban Area Project is expected to become a "highlight" of Bien Hoa City, the central urban area of the province.
According to the request of the Chairman of the Provincial People's Committee Vo Tan Duc, after the planning task is approved, the investor and relevant agencies must focus on preparing a detailed 1/500 plan and submit it to the Department of Construction for appraisal and approval before May 10, 2025.
After the Provincial Planning is approved in July 2024, one of the top important tasks is to carry out the work of preparing and submitting for approval construction planning and urban planning, because this is the basis for attracting investment in projects.
With 36 dynamic project chains, it is necessary to speed up the progress and quality of planning work. In particular, it is necessary to "cover" the 1/2,000 scale zoning plan as a basis for attracting investment.
For newly established industrial parks, the provincial authorities are also speeding up the progress of establishing general planning and zoning plans to serve as a basis for considering investment policies and implementing projects.
Meanwhile, important projects such as Long Thanh Airport urban area and the Dong Nai riverside urban chain also require the establishment of a general plan and urban zoning plans for Long Thanh, Bien Hoa and Nhon Trach.
Therefore, to promote the progress of key projects, Chairman of the Provincial People's Committee Vo Tan Duc has requested the relevant agencies to speed up the preparation, appraisal and submission to the Prime Minister for approval of the projects to adjust the general planning of Bien Hoa, Long Thanh and Nhon Trach urban areas...
