Along with the solemn welcoming ceremony at the Presidential Palace, the talks between the Vietnamese and Indian Prime Ministers yielded many important results. At the press conference co-chaired by the two Prime Ministers, Prime Minister Pham Minh Chinh affirmed that this represents a higher level of political and strategic trust in cooperation, including increased annual exchanges and contacts between the two countries, and comprehensive promotion of cooperation in 11 areas. Vietnam is an important partner in the Eastern Action Strategy; defense and security cooperation is broader and deeper; the vision and actions for economic , trade, and investment cooperation are more substantive and effective, aiming to double bilateral trade and investment in the next 3-5 years; and cooperation in science and technology and innovation is becoming a stronger driving force. The focus is on promoting scientific research, nuclear energy, rare earth elements, renewable energy, and new technologies such as semiconductors, artificial intelligence, and cloud computing. Cultural cooperation, tourism, and people-to-people exchanges will become more closely connected; strengthening cultural, civilizational, historical, and religious ties between the two countries. Meanwhile, Indian Prime Minister Narendra Modi assessed: "Vietnam is an important partner in the Act East strategy. Vietnam and India share a common vision, supporting developmentism, not expansionism. Prime Minister Pham Minh Chinh's visit has opened a new chapter in the bilateral relationship." Mr. Modi also provided details on future cooperation directions, including the approval of a $300 million credit package for maritime cooperation, enhanced cooperation in counter-terrorism and cybersecurity, and the connection of the central banks of the two countries regarding electronic payments. Focusing on emerging areas such as the green economy, and agreeing to leverage each other's strengths to connect businesses in both countries... In an interview with Tuoi Tre newspaper, Ms. Le Thi Hang Nga - an expert on Indian studies at the Institute of South Asia, West Asia and Africa, Vietnam Academy of Social Sciences - assessed that Prime Minister Pham Minh Chinh's visit to India took place at an excellent time to create a boost for Vietnam-India relations. This is because India had just held a general election, and Prime Minister Narendra Modi's government entered its third term. According to Ms. Nga, Prime Minister Pham Minh Chinh is the first ASEAN leader invited to India since the Indian Prime Minister began his third term, demonstrating India's respect for Vietnam in its foreign policy. "Economic, trade and investment relations will be further promoted through meetings with Indian business leaders," Ms. Nga assessed. Mr. Indronil Sengupta, President of the Indian Chamber of Commerce in Vietnam (InCham), said that Prime Minister Pham Minh Chinh's visit has created high expectations for strengthening cooperation and promoting investment and trade between Vietnam and India. "We look forward to some commitments aimed at improving the legal framework and reducing obstacles, making it easier for businesses to operate and invest," Mr. Sengupta said.

There are still obstacles to be removed.
According to Mr. Sengupta, tourism is poised to become a significant industry, with Vietnam welcoming 231,000 Indian tourists in the first six months of 2024, a 164% increase compared to the same period in 2023. Notably, several Indian billionaires have chosen scenic locations in Vietnam to hold their weddings, further boosting the local economy. However, the InCham chairman believes that to capitalize on these opportunities, several challenges need to be addressed, such as access to market information, policy information, resolving complex investment regulations, legal issues, simplifying administrative procedures, and improving the quality of human resources. Mr. Pham Sanh Chau, General Director of VinFast India, an electric vehicle manufacturing and trading company, said that VinFast started construction of its factory in India last May and expects it to be operational in the first half of 2025. Therefore, Mr. Chau expressed his hope that the Prime Minister's visit will create momentum to promote economic cooperation between the two countries. To benefit from the Indian government's long-term incentives for electric vehicles, Mr. Chau affirmed that he will focus on accelerating the construction of the factory with a phase 1 design capacity of 50,000 vehicles per year to promote green mobility in India and contribute to the Indian government's efforts to popularize electrification. Meanwhile, the leader of the Ministry of Industry and Trade stated that both Vietnam and India have high demand for each other's goods. Vietnam can supply India with a wide variety of goods, from agricultural and aquatic products, spices for consumption and export production; machinery and equipment, tools and spare parts, electronic equipment, to consumer products, handicrafts, etc. "Conversely, India is a source of raw materials and components for Vietnam's domestic production industries such as textiles, footwear; pharmaceuticals; components and spare parts; animal feed and raw materials for animal feed production; minerals...", he said.
Inviting Indian tech billionaires to invest in Vietnam.
According to information from the Ministry of Foreign Affairs, Vietnam and India have adopted a joint statement on strengthening their comprehensive strategic partnership. In it, the two prime ministers agreed to implement strong measures aimed at doubling bilateral trade and investment by 2030. Prime Minister Pham Minh Chinh requested India to consider proposals from Vietnamese businesses regarding the issuance/renewal of Indian Standards (BIS) certificates for imported goods from Vietnam, and to promptly sign an agreement on e-commerce and a bilateral trade agreement to maximize the retail market in line with new trends. In particular, the Prime Minister encouraged large corporations and technology billionaires from India to invest in Vietnam, creating large-scale projects that symbolize economic cooperation between the two countries, attracting supply chain shifts, and helping both countries better participate in global supply chains. The two leaders also proposed expanding cooperation in science and technology, particularly in core technologies, semiconductor chips, artificial intelligence, and cooperation in innovation, rare earth mining and processing technology, cooperation in developing the information technology industry and training human resources for the information technology sector in each country, and moving towards establishing a digital partnership forum and signing a digital partnership agreement…

Good news for Da Nang.
The fact that India's Adani Group has expressed its desire to invest over $2 billion in the complete construction of the Lien Chieu smart port is good news for Da Nang, following the National Assembly's resolution allowing Da Nang to develop a free trade zone associated with the Lien Chieu port. In my opinion, with the potential and experience of this investor, the project's progress and success rate will be ensured, contributing to Da Nang's development into a maritime economic center and forming a logistics service supply chain in Central Vietnam. This investor's interest demonstrates the growing attractiveness of Vietnam in general and Da Nang in particular. However, land in Da Nang is limited, so I hope that foreign businesses will invest in line with the "say it and do it" spirit shared by the Prime Minister, and I also hope this will be a "smart port" project as committed by the investor.
Trade between Vietnam and India has increased significantly.
According to statistics from the General Department of Vietnam Customs, trade between Vietnam and India has increased more than 60 times, from US$200 million in 2000 to over US$14.36 billion in 2023, making India Vietnam's eighth largest trading partner. In the first six months of 2024, bilateral import and export turnover is estimated at US$7.18 billion, of which exports from Vietnam to India are estimated at US$4.37 billion. Major export items include telephones and components, computers, electronic products and components, machinery, equipment, tools and spare parts, chemicals, coffee, etc. Conversely, Vietnam's largest imports from India are iron and steel, pharmaceuticals, and other related products.

India is not only Vietnam's fastest-growing source market, but Indian tourists are also known for their high spending power and longer stays compared to many other markets. Recently, the number of luxury travelers and billionaires from India seeking unique experiences for special occasions such as weddings, anniversaries, and honeymoons has been steadily increasing in Vietnam. According to a representative from Danang Marriott Resort & Spa, Indian guests stay an average of 2-3 nights per person and spend quite well, especially business travelers. Earlier in 2024, this resort was chosen by an Indian couple for their wedding, which involved 250 guests and lasted for several days with many formal and grand ceremonies. In 2023, Vietnam welcomed over 392,000 Indian tourists, a 231% increase compared to 2019. In the first seven months of 2024, the number of Indian tourists continued to grow by 27%, reaching 272,000, placing it among the top 10 largest source markets for tourists to Vietnam. The sight of Indian tourists traveling with multi-generational families or groups of friends to popular tourist destinations such as Ho Chi Minh City, Hanoi, and Nha Trang has become familiar to locals. Even at Ben Thanh Market (District 1, Ho Chi Minh City), vendors are accustomed to the shopping habits of Indian tourists. A vendor at Tai Duc stall said that customers come to shop, sightsee, and... bargain. "Indian tourists often buy a lot of coffee, cashews, macadamia nuts... In addition, they also buy quite a lot of souvenirs. Tourists from this market also often buy based on word-of-mouth, meaning that if they find the food delicious and the price good, they will recommend it to their friends and buy more," this small business owner said. Large 4-5 star hotels in Ho Chi Minh City are also adapting to welcome the wave of Indian tourists. According to a representative of Kim Do - Royal Hotel Saigon, Indian tourists always request to be served Indian cuisine, so having Indian dishes available on the menu or a separate dining area with food prepared according to Halal standards makes Indian tourists very satisfied.
According to the Kien Giang Department of Tourism, in the first six months of 2024, Phu Quoc welcomed 17,679 Indian tourists. In 2023, Phu Quoc received 32,772 Indian tourists. Ms. Quang Xuan Lua, Director of the Kien Giang Provincial Center for Investment, Trade and Tourism Promotion, said that in recent years, Phu Quoc has become a popular destination for many Indian tourists, especially billionaire couples from India who come to Phu Quoc to hold their weddings. "This is a special highlight that Kien Giang is aiming for to build Phu Quoc into an ideal and attractive destination to welcome many billionaires from India, South Korea, Russia, etc., to hold events," Ms. Lua said.
