Thanking President Hun Sen and the Cambodian high-ranking delegation for coming to celebrate with the Vietnamese people and sending Cambodian military forces to participate in the parade, contributing to consolidating and strengthening the solidarity and traditional friendship between the two countries, the Prime Minister emphasized that in the congratulatory message on the day of the complete liberation of South Vietnam, Cambodian Head of State Norodom Sihanouk wrote: "Vietnam's victory is also the victory of all the peoples of Indochina and of all the peoples of the third world..." .
The Prime Minister affirmed that to achieve the Great Victory of April 30, 1975 as well as today's achievements, Vietnam always remembers and is grateful for the wholehearted support of international friends and close neighboring countries, including the valuable support and assistance of the late King Norodom Sihanouk, generations of leaders and the brotherly Cambodian people. Consistently, Vietnam attaches great importance to and will stand side by side, connect, and develop the Vietnam - Cambodia relationship as well as the Vietnam - Cambodia - Laos relationship effectively in all fields, bringing practical benefits to the people of each country.

Delighted with the important achievements Cambodia has made in recent times, the Prime Minister believes that with the correct leadership of the CPP led by President Hun Sen, and the trust and love of the Cambodian people for the CPP, Cambodia will gain even greater achievements in the coming years.
President Hun Sen expressed his joy and honor to attend the 50th Anniversary of the historic victory on April 30, 1975 at the invitation of General Secretary To Lam, and believed that the ceremony would be successfully organized, contributing to encouraging political parties and people of peace-loving countries in the region and the world.

President Hun Sen emphasized that the victory of great historical significance was not only the victory of the Vietnamese people but also the common interest of the people of the three countries of Vietnam, Laos and Cambodia in the struggle for national liberation.
President Hun Sen expressed his deep gratitude to the Party, State, army and people of Vietnam for always standing side by side, providing timely and effective assistance to Cambodia so that the Cambodian people could escape the genocide, revive the country and develop as it is today; affirmed that Cambodia is proud to have good neighbors like Vietnam and fully believes that Vietnam will continue to develop strongly in the future.
The two sides were pleased to see that, implementing the Conclusions of the high-level meetings between the two Parties and between the heads of the three Parties of Vietnam - Cambodia - Laos in February 2025, the two Governments have promptly coordinated to implement the cooperation plans for 2025 in a proactive, drastic, effective and substantive spirit.
Political and foreign relations are strengthened. Defense and security cooperation is increasingly substantive. Economic cooperation continues to be a highlight in the relationship (bilateral trade turnover in the first quarter of 2025 reached 3.2 billion USD, an increase of more than 10% over the same period in 2024). Cooperation in education, training, culture, tourism, and people-to-people exchange is promoted.

President Hun Sen and Prime Minister Pham Minh Chinh agreed to continue to increase delegation exchanges at all levels, people-to-people exchanges and regularly promote the historical value of the bilateral relationship; at the same time, effectively promote existing cooperation mechanisms. Strengthening security and defense cooperation, promoting 4 connections in human resource training, culture-people, economy-trade and digital transformation.
Prime Minister Pham Minh Chinh affirmed that Vietnam will increase imports of agricultural and aquatic products from Cambodia; at the same time, he asked Cambodia to create conditions for Vietnam to increase exports of cement, iron, steel, and construction materials to Cambodia; expand 5G coverage for Viettel in Cambodia; and affirmed that large Vietnamese corporations such as Viglacera and Hoa Phat are ready to invest in Cambodia.
The two sides also agreed to continue implementing the work of demarcating and planting land border markers and border management in the spirit agreed upon at the High-level Meeting of the two Parties in February 2025. On this occasion, Prime Minister Pham Minh Chinh asked the Cambodian side to continue to pay attention to and create favorable conditions for the Vietnamese community in Cambodia.
The two sides reached a high consensus on the importance of solidarity and cohesion among the three countries of Vietnam, Laos and Cambodia; and shared many international and regional issues of mutual concern.
