Da Nang proposes construction location adjacent to Lien Chieu port and Da Nang airport

Regarding the Project to build a Free Trade Zone in Da Nang, Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, said that the City has submitted it to the Ministry of Finance for appraisal and is seeking opinions from ministries and branches to complete the report for the Prime Minister to consider and approve.

"The project is built on a pilot basis. There will be adjustments during the process, but the ultimate goal must still be to form a competitive free trade zone within 5 years," said Mr. Cuong.

Regarding the location of the free trade zone, Mr. Cuong said that it must be linked to the seaport and airport, but more importantly, it must promote the functional zoning and main target requirements of the free trade zone.

Regarding the policy of building a free trade zone, the report of the Standing Committee of the Da Nang City Party Committee said that the City proposed the scale of the Da Nang Free Trade Zone with about more than 2,000 hectares, in 8 non-adjacent locations adjacent to Lien Chieu Port and Da Nang International Airport, with 3 main functional zones (production - logistics functional zone, trade - service functional zone, digital economy functional zone, information technology and innovation). The City also proposed 22 mechanisms and policies for developing the free trade zone. The City plans to invest about 40,000 billion VND to build infrastructure connecting the functional zones.

The Standing Committee of the Da Nang City Party Committee also said that the City is studying the Project to reclaim the sea in Da Nang Bay to form a new urban area with the functions of a free trade zone, an international financial center, expanding the space for urban and economic development close to resort tourism services, high-class shopping, entertainment, culture, sports, creating an urban marine park, contributing to attracting investment, creating momentum to promote the city's socio-economic development in the coming time.

This project has a scale of nearly 1,500 hectares with many characteristics such as artificial islands, reclaiming the sea with advanced technology, creating about 48 km of new coastline.

To implement the above policy, the city really needs specific mechanisms and decentralization for the city in the activities of establishing, appraising, approving detailed plans for sea reclamation projects, creating artificial islands, investment management, sea surface allocation, environmental impact assessment..., mechanisms for selecting strategic investors, calling for secondary investors during the implementation process.

Quang Nam proposes location for construction of Free Trade Zone associated with development of Chu Lai airport

On April 29, the People's Committee of Quang Nam province sent a document to the Standing Committee of the Provincial Party Committee proposing and recommending additional contents to the Project on rearranging provincial administrative units (merging Quang Nam province and Da Nang city).

Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province, said that based on the consensus of the Chairman and Vice Chairmen of the Provincial People's Committee at the meeting on April 28, the Provincial People's Committee proposed that the Standing Committee of the Provincial People's Committee Party Committee agree and submit to the Standing Committee of the Provincial Party Committee for consideration and addition of contents to the Project on rearrangement of provincial administrative units.

Specifically, regarding the Da Nang Free Trade Zone, the People's Committee of Quang Nam province proposed that the competent authority adjust the current construction location to Nui Thanh district in conjunction with the development of Chu Lai airport (the planning has been approved under Decision No. 72/QD-TTg dated January 17, 2023 of the Prime Minister); at the same time, invest in Cua Lo channel and Chu Lai container logistics center (the planning has been approved and the investment policy has been proposed to become a deep-water port of over 50,000 tons).

Regarding the planning of Da Nang University Village, the People's Committee of Quang Nam province proposed that the competent authority adjust the current construction planning location to Tam Ky city, Quang Nam province; recommend that universities and colleges in Da Nang city move their operating locations to Tam Ky city after the administrative unit arrangement.

In addition, the People's Committee of Quang Nam province also proposed to add the planning orientation for urban development of Tam Ky, Nui Thanh and the urban areas of Dong Thang Binh and Duy Xuyen (currently) to the development orientation of the new administrative urban area after the arrangement and merger of the two localities.
