In Conclusion 555 dated April 21 of the Standing Committee of Hai Phong City Party Committee and the Standing Committee of Hai Duong Provincial Party Committee on the construction of the Project to merge Hai Duong province and Hai Phong city; the preparation work for the Congress of Hai Phong City Party Committee after the merger for the 2025-2030 term, the two sides agreed on many contents, including the socio-economic development plan of the city after the merger.

Accordingly, the Hai Phong City Party Committee is assigned to preside over and coordinate with the Hai Duong Provincial Party Committee to study and develop the city's socio-economic development plan after the merger, ensuring growth targets. Study and develop revenue and expenditure estimates and medium-term public investment plans for 2021-2025, public investment plans for 2025, ensuring the completion of socio-economic targets according to the direction of the Central Government.

To implement the coordination contents, the People's Committee of Hai Duong province has issued an implementation plan, assigning the Department of Finance to preside over and coordinate with the Department of Construction; relevant departments and branches to promptly implement related contents. 7 contents, including: Reviewing and comparing data on the implementation of socio-economic development tasks, state budget revenue and expenditure in 2024 to the end of the second quarter of 2025 as a basis for adjusting the socio-economic growth scenario in the following months of 2025 when establishing new administrative units.

Review in detail the medium-term public investment plan for 2021 - 2025, the public investment plan for 2025; prioritize capital allocation for a number of large and important projects of the two localities, including regional transport connectivity projects and essential infrastructure of the new administrative unit.

Agree with Hai Phong City on revenue decentralization, revenue regulation percentage between local budget levels and between central and local budgets.

Building the state budget revenue and expenditure estimates for 2026. Principles and criteria for allocating commune-level budgets, eliminating district-level budgets when merging provinces.

Agree on the synthesis and statistics of public assets for transfer and handling according to regulations; plan for arranging working headquarters, orientation for arranging working equipment of agencies after the merger.

Coordinate with Hai Phong City to review, evaluate, and classify specific policies approved by the People's Councils of the two localities for each sector and field to ensure correlation between the two localities before and after the merger.

Review a number of policies newly issued by the Central Government, delegating authority to localities that have not yet been issued by the two sides to present at the first meeting of the City People's Council after the merger.
