This afternoon (August 10th), Prime Minister Pham Minh Chinh, along with leaders from central and local ministries and agencies, attended the opening ceremony of the Phan Thuc Duyet - Tran Quoc Hoan underpass, part of the Tran Quoc Hoan - Cong Hoa connecting road project (Tan Binh district, Ho Chi Minh City).

Speaking at the ceremony, Prime Minister Pham Minh Chinh recalled the event that took place in December 2022, when 12 projects were simultaneously launched nationwide, including the Tran Quoc Hoan - Cong Hoa connecting road project.
"I once inspected the land clearance for Terminal 3, the Tran Quoc Hoan - Cong Hoa connecting road, and at that time, this issue was still very difficult. Therefore, today I am very moved because after 1.5 years, I see that Package 9 of the project has been opened to traffic, and the city has launched a 130-day emulation campaign to accelerate construction progress and open the entire route to traffic by December 31st," the Prime Minister shared.
The Prime Minister stated that ensuring the project's progress required a very high level of determination and tremendous effort from the Party Committee, the government, and the people of Ho Chi Minh City. He commended Ho Chi Minh City's spirit of "working without hesitation."
"Currently, transportation infrastructure projects are under construction across 48 provinces and cities. It can be said that our entire country is like a construction site. Hopefully, by the 50th anniversary of national reunification and the 80th anniversary of the founding of the nation, Vietnam will have a transportation system, especially expressways, running continuously from North to South with a total length of over 3,000km," the Prime Minister emphasized.

At the ceremony, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Department, stated that the underpass construction package, part of the Tran Quoc Hoan - Cong Hoa connecting road project, is being built in an urban area with complex geological conditions and numerous underground water sources.
The project is located in the gateway area to Tan Son Nhat Airport, a region with high traffic density. Therefore, during implementation, contractors must ensure that construction proceeds while maintaining continuous traffic flow, along with meeting requirements regarding progress, quality, and safety.
"The investor has been decisive and determined to accelerate the construction progress. To date, the entire underpass construction package has been completed, allowing for traffic to open 3 months earlier than the planned date," informed the Director of the Ho Chi Minh City Transport Department.

The project to build the road connecting Tran Quoc Hoan and Cong Hoa streets is a key national project, which commenced at the end of 2022 with an investment of 4,848 billion VND.
The project spans a total length of 4km with a 6-lane cross-section. Along the route, an overpass will be constructed in front of Terminal 3, and two underpasses will be built at the intersection of Phan Thuc Duyet and Tran Quoc Hoan streets, and at the intersection of Truong Chinh and Tan Ky Tan Quy streets.

Specifically, package number 9 - the construction of an underpass at the intersection of Phan Thuc Duyet and Tran Quoc Hoan roads - is worth 200 billion VND and commenced in late 2022. The project has a length of 600m, a cross-sectional width of 30m with 6 lanes.
The project includes a 402m long tunnel. This consists of a 42m long, 9.75m wide enclosed section and a 360m long, 9.25m wide open section, along with a drainage pump system for the tunnel.
