Speaking at the seminar, Standing Vice Chairman of the City People's Committee Ho Ky Minh said that 2025 is identified as a year of special importance, a year of acceleration and breakthrough in implementing the 5-year socio-economic development plan for the 2021-2025 period, creating a premise towards double-digit economic growth in the 2026-2030 period.

To create a solid foundation to achieve the target of double-digit growth rate in the coming period, the Central Policy and Strategy Committee chaired the development of the project "Strategic solutions to promote "double-digit" economic growth in the new era - the era of the Vietnamese people's rise".

With its role, position and importance as a growth pole of the Central region, the Central Highlands and the whole country, Da Nang was assigned to develop a thematic report "Strategic solutions to promote Da Nang's role in double-digit growth".

The objective of the topic is based on analyzing and evaluating the economic growth of Da Nang city from 2011 to present; identifying the resources and comparative advantages of the city to propose breakthrough solutions for the periods 2026-2030 and 2031-2035 to promote the role of Da Nang city in contributing to the target of "double-digit" gross domestic product (GDP) growth of Vietnam in the period 2026-2035.

According to the report at the seminar, Da Nang city's economic structure by 2025 will have a slight shift towards expanding the service sector (from 66.4% in 2021 to 70.8% in 2025); narrowing the scale of two sectors, namely industry and construction (from 21.7% in 2021 to 18.3% in 2025); agriculture, forestry and fishery (from 2.1% in 2021 to 1.7% in 2025).

Quang Nam province's economic scale (current prices) in 2025 is estimated to reach more than 147,000 billion VND, an increase of 48,600 billion VND compared to 2020. The economic structure of the agricultural - forestry - fishery sector accounts for about 12.9%; industry and construction 34.9%, of which industry accounts for 29.7%; services 34.5%; product tax minus subsidies 17.7%.

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and Resolution No. 27-NQ/TU dated April 22, 2025 of the Executive Committee of the XXII City Party Committee on the merger of Quang Nam province and Da Nang city.

Accordingly, Quang Nam province and Da Nang city were merged into a new administrative unit called Da Nang city under the Central Government, with the political and administrative center located in the current Da Nang city.

After merging with Quang Nam province, Da Nang city became a locality with a GRDP scale accounting for more than 50% of the scale of the entire Central Dynamic Region (including: Thua Thien Hue, Da Nang and Quang Ngai).

Despite being the locality with the largest economic scale in the Central Dynamic Region, the GRDP scale of Da Nang city (after the merger) is still low compared to the whole country. In 2024, Da Nang's GRDP (after the merger) will only account for 2.39% of the country's GDP (calculated at 2010 comparative prices).

In the context of the world economic forecast and the local economic strength in recent years, the 10% growth target set by the Government is a huge challenge, requiring a lot of efforts in institutional and policy reform; exploiting internal potential well and making the most of opportunities from economic integration.

The seminar focused on proposing solutions to promote local economic growth - Da Nang city, in which priority is given to the economic sector with the participation of relevant parties such as state management agencies, enterprises, etc.; solutions are proposed in the short and long term.
