This regulation officially takes effect from May 10, 2025, with the following subjects of application: Provincial departments, branches and sectors; District and commune People's Committees; Provincial Police; Local press and media agencies; Provincial Consumer Protection Association. In addition, the regulation is also applied to enterprises, associations, organizations and individuals related to consumer rights protection in Binh Thuan.

Accordingly, the principle of coordination in management stipulates that agencies, units and localities proactively carry out related tasks related to consumer rights protection within the scope, functions, assigned tasks and requirements for consumer rights protection at each time. At the same time, regularly coordinate and promptly exchange information with the Department of Industry and Trade in monitoring and resolving tasks related to state management of consumer rights protection... The organization of coordination between inspection, examination and violation handling forces also ensures clear division of responsibilities of the presiding agency and coordinating agencies according to assigned functions, tasks and powers. The implementation process needs to be proactive, ensuring that management work is strict, unified, synchronized, avoiding overlap in direction and operation between agencies, units and localities.

During the inspection and examination process, if an organization or individual is found to have violated the regulations on consumer rights protection that are not within the scope of its functions and authority, the inspection and examination unit shall send a document transferring the violation information, along with relevant documents as prescribed by law, to the competent authority for consideration and handling in accordance with the provisions of law. The inspection and examination process shall not cause difficulties, inconveniences or prolong the inspection and handling and shall create favorable conditions for enterprises, organizations and individuals to develop healthy production and business.

This regulation also stipulates the coordination content, coordination methods and responsibilities of agencies and organizations in coordinating state management of consumer rights protection in Binh Thuan. The Department of Industry and Trade is responsible for advising the Provincial People's Committee to promulgate and organize the implementation of legal documents on consumer rights protection in the province in accordance with the provisions of law as well as presiding over the review, proposing amendments, supplements and completion of the system of legal documents on consumer rights protection. Promote the implementation of inspection, examination and supervision of production and business activities of goods and services under the management scope in the province.

In addition, the provincial functional departments are also responsible for resolving complaints, denunciations and handling violations of the law on consumer rights protection according to their authority. Advise the Provincial People's Committee to establish an interdisciplinary inspection team on consumer rights protection for cases under the authority of many agencies and units or of a serious, urgent nature, affecting the security and order situation in the locality. On the other hand, it is also necessary to promptly prevent and strictly handle violations of the law to protect consumer rights and create a healthy business environment...

The Department of Industry and Trade is assigned as the focal agency, responsible for monitoring and urging agencies, units and localities to implement the Regulations on coordination of state management on consumer rights protection in Binh Thuan province.
