According to the Department of Home Affairs, the implementation of this planning must ensure compliance, inheritance, consistency, and synchronization with the planning, implementation plan of the national master plan, national sectoral planning, planning of the North Central region and Central Coast for the period 2021-2030, vision to 2050 and the approved Provincial Planning; in accordance with the provisions of law on planning, public investment and related regulations.
At the same time, it is necessary to ensure the feasibility, flexibility and effectiveness of the plan; promote decentralization, create initiative for localities in the process of implementing provincial planning, especially the contents under the authority of localities. Mobilize and effectively use resources, maximize the potential and advantages of the province to gradually develop comprehensively the fields of socio-economy, national defense and security to ensure synchronization and modernity. Allocate investment resources with focus and key points, in accordance with the capacity to mobilize resources and the development practices of the province; take "public investment to lead private investment", invest with focus and key points, not spread out.
By 2030, the average income per capita in 2030 will increase 2.7 - 3.5 times compared to 2020. Labor structure, the proportion of labor in agriculture, forestry and fishery accounts for 29.4%; industry - construction 30.8%; services 39.7%.

In addition, advise on the arrangement of administrative units in the province for the period 2026 - 2030 in accordance with the direction and orientation of the Central Government. Manage state budget expenditures effectively, strictly and economically. Strictly control state budget expenditures according to assigned estimates, in accordance with the prescribed regimes, standards and norms; thoroughly save regular expenditures; strengthen management and improve the efficiency of public asset use. Focus on the disbursement of public investment capital, especially important and key projects... Advise on the effective implementation of policies and solutions issued by competent authorities to support people, workers and enterprises, cooperatives and business households to improve their resilience and promote production and business activities. Encourage, motivate and create motivation for people and workers to have the aspiration and will to rise up and build a prosperous and happy life. Continue to effectively implement social security policies, focusing on caring for policy beneficiaries, vulnerable groups, ethnic minority and mountainous areas, national target programs on new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas; gradually eliminate hunger, reduce poverty, and ensure social security issues.
The Department of Home Affairs notes that specialized departments and units under the Department are responsible for organizing the implementation of the Plan in their departments and units. The Department Office shall preside over, coordinate, monitor, urge, and inspect the implementation of this Plan and report the results according to regulations.
