The Provincial People's Committee has issued a plan to direct all levels and sectors to focus on implementing drastically, synchronously and effectively the tasks and solutions for socio-economic development, with the GRDP growth scenario of the province in 2025 reaching 10.5% or more in accordance with the direction of the Government and the Prime Minister in Resolution No. 25/NQCP dated February 5, 2025. From the beginning of 2025, Nam Dinh focused on completing the allocation of the year-end budget for public investment capital, while speeding up the progress of transitional projects and key projects. Site clearance is identified by the province as a top priority task, which needs to be implemented in a drastic - synchronous - effective manner, creating a sustainable foundation for attracting investment, developing the economy and improving the quality of life for the people.

The province has paid close attention to and directed the planning work, such as: Speeding up the progress of establishing tasks and general planning projects for the construction of Ninh Co Economic Zone; completing the establishment and adjustment of general urban plans, especially the planning of urban areas subject to unit arrangement administrative period 2023-2025; zoning planning, detailed planning,... ensuring the approved quality and progress. Along with that, a series of other key projects are being accelerated to strive for completion and put into operation, use, creating new momentum and strength for the province's socio-economy such as: Phase II of the project to build a development axis connecting the Nam Dinh province's marine economic zone with the Cau Gie - Ninh Binh expressway (Provincial Road 490); Construction of a new road Nam Dinh - Lac Quan - coastal road (Provincial Road 484); Construction of a bridge over Dao River; Southern axis road of Nam Dinh city (section from Vu Huu Loi Street to National Highway 21B); Provincial General Hospital; projects under the Socio-economic Recovery and Development Program (Project to build a bridge over the Day River connecting Nam Dinh and Ninh Binh provinces; investment project to build a provincial disease control center (CDC),...

The project to build the new Nam Dinh - Lac Quan - Coastal Road passing through 5 districts: Nam Truc, Truc Ninh, Hai Hau, Xuan Truong and Giao Thuy has a total length of about 24.66km, and is being implemented simultaneously in sections: Section 1 from the beginning of the route to Lac Quan bridge is about 15.74km long; Section 2 from Lac Quan bridge to Km19+00 is about 3.26km long and Section 3 from Km19+00 to the end of the route (intersection with the Coastal Road) is about 5.66km long. By early April 2025, 100% of the site clearance work had been completed, 24.66/24.66km had been handed over; of which agricultural land is 21.31km; residential land is 2.35km. Regarding construction progress, up to now, all 3 packages have been guaranteed according to the signed contract. Section 1 (Km0 to Km15+740 and the branch connecting National Highway 21) has completed the volume of work about 65.7%; National Highway 21B overpass (Km0+00) has completed the main structure (12/12 pillars, 14/14 spans and railings, 4/4 abutments), and is constructing M1 abutment materials; Kenh Gia bridge has cast 14/14 I-beam slabs, completed the construction of concrete piles and M1 abutments... Section 2 (Km15+740 to Km19+00) has completed the volume of work about 88.4%; the main route has dug the foundation for 2.73/2.73km (excluding the bridge section of 0.53km); asphalt concrete pavement: semi-hollow R25 has reached 2.13/2.73km; C19 asphalt has reached 1.95km; C12.5 asphalt has reached 1.54km; Lac Quan bridge project has completed the main structure (12/12 piers; 2/2 abutments; 13/13 spans installed; bridge deck and railing); completed the approach road to abutment M2, and is constructing the approach road to abutment M1... Section 3 (Km19+00 to the end of the route) has completed about 66.7% of the work volume; excavation of the foundation is 4.97/4.97km (excluding the 0.87km long bridge section); weak soil treatment is 4.82km, unloading is 4.44/4.82km; So river bridge project: 232/232 bored piles have been constructed, 3/4 abutments have been completed; 146/182 super T girders have been cast; 18/26 span girders have been installed...

In Nam Dinh city, a series of key projects and works to create momentum for socio-economic development are also being accelerated to "reach the finish line" such as: the bridge across Dao River connecting Song Hao Street to Vu Huu Loi Street, the estimated completion volume is 93% of the construction contract value; the southern axis road (section from Vu Huu Loi Street to National Highway 21) the estimated completion volume is 77%; the new urban area south of Song Dao, the estimated completion volume of phase I is 87% and phase II is estimated to reach 87% of the contract value...

Along with urging to speed up the construction progress of key projects, the province has resolutely focused on directing the implementation of site clearance work for the Ninh Binh - Hai Phong expressway project through Nam Dinh province (CT.08); Ninh Cuong bridge,...; implementing the preparation of a pre-feasibility study report for the Ha Nam - Nam Dinh expressway construction project (CT.11), phase 1 from Phu Ly city, Ha Nam province to Nam Dinh city. Researching and proposing the establishment of a project to build a landscape axis road connecting Nam Dinh - Hoa Lu city (Ninh Binh); the project to build a bridge across Dao river connecting Tran Nhat Duat street to Lac Long Quan street (Nam Dinh city). Coordinate with the Ministry of Construction to complete and put into operation the Ben Moi bridge over the Day River connecting Y Yen district (Nam Dinh) and Hoa Lu city (Ninh Binh)... With the drastic participation of the entire political system, in the first quarter of 2025, the province's economy continued to maintain a fairly good growth rate, most of the main indicators had a fairly good growth rate compared to the same period and compared to the national average. In particular, investment and construction activities in the first quarter of 2025 achieved a fairly good growth rate: Realized investment capital at current prices increased by 16.3%; Construction industry production value at comparable prices increased by 16% over the same period last year.

To achieve development goals, Nam Dinh continues to urge to accelerate the progress of establishing tasks and master plans for the construction of Ninh Co Economic Zone; complete the establishment and adjustment of master plans for urban areas, especially the planning of urban areas subject to administrative unit arrangement in the period of 2023-2025; zoning plans, detailed plans, etc. to ensure the approved quality and progress. Focus on accelerating the construction progress, implementing procedures for key projects and implementing site clearance for projects: Ninh Binh - Hai Phong expressway section through Nam Dinh province (CT08); Ninh Cuong bridge, etc. Continue to develop a pre-feasibility study report for the Ha Nam - Nam Dinh expressway construction project (CT.11), phase 1 from Phu Ly city, Ha Nam province to Nam Dinh city; study and propose the establishment of a project to build a landscape axis road connecting Nam Dinh - Hoa Lu city; Project to build a bridge across Dao River connecting Tran Nhat Duat Street to Lac Long Quan Street, Nam Dinh City. Coordinate with the Ministry of Construction to complete and put into operation Ben Moi Bridge across Day River connecting district of Y Yen, Nam Dinh Province and Hoa Lu City, Ninh Binh Province. Focus on directing the drastic implementation of solutions in site clearance, coordinate with investors to soon implement projects of Xuan Thien Group in Con Xanh area, Nghia Hung District.
