Farmers in Tra Lu commune develop traditional carpentry to increase income.

To improve the material and spiritual life of the people, every year, the Fatherland Front at all levels in the district and its member organizations proactively review and grasp the list, conditions, and specific circumstances of poor households to have timely and appropriate forms of support. The Fatherland Front also propagates and mobilizes the support of all classes of people, agencies, units, businesses, philanthropists and children from all over the country to contribute to the "For the Poor" Fund, and organizes the launch of the "For the Poor" peak month. From 2019 to 2024, the "For the Poor" Fund Mobilization Committee at all levels in the district has mobilized over 2 billion VND, of which the district level reached 546 million VND. With support resources from the higher-level fund and the fund of the district, commune, family, clan, and residential area, in the past 5 years, 60 new Great Unity houses have been built and 25 houses have been repaired, with a total support amount of nearly 2 billion VND. On the occasion of Lunar New Year, National Great Unity Day in residential areas, War Invalids and Martyrs Day, the district Fatherland Front, member organizations and communes and towns mobilized resources, organized visits and supported thousands of gifts for policy families, meritorious people, poor households, households with sudden difficulties, encouraged poor students to overcome difficulties... worth billions of VND, contributing to the goal of poverty reduction and ensuring social security.

In the past 5 years, the whole district has built 1,243 models of helping each other to sustainably reduce poverty, 618 models of linking production development. People in residential areas help each other to produce, stabilize their lives, develop production and business, transform economic structure, expand occupations, create jobs, increase income... The member organizations of the Front, especially the Women's Union, Farmers' Association, Youth Union, and Veterans' Association of the district have also had many specific, practical, and effective activities to help the poor with seeds, capital, and production experience; organize vocational training classes, introduce jobs; stand as a credit guarantee with banks to help union members and members borrow preferential loans to develop the economy... Typically, the Farmers' Associations at all levels in the district regularly innovate and improve the quality of the emulation movement for good production and business, help each other get rich and sustainably reduce poverty, assign rich households and branches to help poor households rise up; Promote the development of the association fund, the Farmers Support Fund, the "Improving the living standards and housing for poor farmers" and the "Farmers' Shelter" fund. Currently, the Farmers' Support Fund managed by the District Farmers' Association is nearly 4.4 billion VND, of which the Central Association and the Provincial Association have entrusted 2.2 billion VND, and the district-level source manages 2.2 billion VND. Thanks to the proper use of capital, all models have effectively promoted capital, created jobs, and increased income for member households... Women's Associations at all levels regularly review the number of poor households, identify the causes of poverty, and develop plans to help in all aspects such as building new and repairing "Shelters of Love" houses; supporting capital and knowledge for effective production and business; visiting and encouraging in times of illness, misfortune, and sudden difficulties; giving gifts and Hoang Ngan scholarships to poor but excellent students; Implementing well the "Godmother" program launched by the Central Committee of the Vietnam Women's Union to support the care of orphans and children in difficult circumstances. The District Labor Federation organized visits and presented gifts to workers, civil servants, laborers, children of workers, civil servants, and laborers in difficult circumstances on the occasion of Lunar New Year, Workers' Month, and Mid-Autumn Festival. The District Veterans Association actively implemented the movements "Veterans help each other reduce poverty, do good business"; built the "Arms of Comrades" Fund, participated in resolving policies and regimes for cadres and members; regularly organized activities to visit and present gifts to members in difficult circumstances, illness, and serious illness. The District Youth Union maintained the activities of the Song Hong Scholarship Fund; organized the annual awarding of Song Hong scholarships to students with excellent academic achievements and students in difficult circumstances who strive to study well. The Red Cross promotes charity and humanitarian movements, builds a fund to support victims of Agent Orange, the movements of "Humanitarian Blood Donation", "Tet for the Poor"; annually organizes and mobilizes members and people to support people in disaster-stricken areas nationwide with billions of VND; mobilizes businesses, organizations, individuals, and philanthropists to support the poor on the occasion of Lunar New Year so that everyone, every family can enjoy Tet and welcome spring...

Thanks to the good implementation of activities to care for people's lives, policies and regimes are resolved promptly, social security is ensured, and people's material and spiritual life is improved. The rate of people participating in health insurance is over 95%. The poverty rate by 2024 will decrease to 0.74%. Average income per capita will reach over 85 million VND/person/year. The whole district currently has over 2,700 enterprises and production establishments in operation, creating jobs for over 27,000 workers with stable incomes... People of all walks of life in the district are excited and confident in the leadership of the Party, the management and administration of the State, enthusiastically competing in labor and production, actively participating in patriotic emulation movements, campaigns launched by the Fatherland Front and all levels and sectors, especially the program of building advanced and exemplary new rural areas. Up to now, 100% of the district's communes and towns have been recognized as meeting advanced NTM standards; 7/13 communes have been recognized as meeting model NTM standards; Xuan Truong town has been recognized as meeting civilized urban standards; 140/167 (83.83%) villages and hamlets have been recognized as meeting model NTM residential area standards. Xuan Truong district has been recognized by the Prime Minister as meeting advanced NTM standards in 2024, being one of the first 3 districts in Nam Dinh province and one of the first 20 districts nationwide to reach the advanced NTM finish line.

In the coming time, the Fatherland Front at all levels of Xuan Truong district will continue to promote activities to care for people's lives; propagate and mobilize support resources and effectively manage and use the "For the Poor" Fund for the right purposes, thereby supporting poor households to build houses and poor families in especially difficult circumstances.
