The Standing Committee of the Ho Chi Minh City Party Committee requires an effective screening mechanism and criteria to avoid “missing” those who are truly virtuous and talented. At the same time, it is determined not to “let slip” into the new Party Committee those who avoid, push away, are afraid of responsibility, do not dare to do; show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, group interests, etc.

The Standing Committee of the Ho Chi Minh City Party Committee has just issued a plan to prepare and organize grassroots party congresses and upper-level party congresses for the 2025-2030 term.

This plan aims to effectively implement Directive 35 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.

Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee requires that personnel preparation and election work must be strictly implemented in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency, and accountability.

At the same time, ensure high solidarity and unity; take each step carefully, "do it well", closely link with the work of planning and preparing leadership personnel for Party, State, Fatherland Front agencies and socio-political organizations for the next term.

Along with that, focus on discovering, selecting, and introducing outstanding cadres in terms of political qualities, ethics, practical experience, achievements, results, and work products, and pay attention to young cadres, female cadres, and cadres from ethnic minorities.

Evaluation of cadres must be comprehensive, objective, substantive, in accordance with regulations and within authority; political qualities, ethics, lifestyle, work efficiency and prestige of cadres must be used as the basic measure and criteria for evaluation...

Resolutely do not let into the new Party Committee those who declare their assets and income dishonestly, show signs of getting rich quickly, have many assets without clearly explaining their origin; violate the responsibility to set an example, let themselves or their spouses and children have an exemplary lifestyle, take advantage of their positions and powers to gain illegal profits....

Regarding personnel preparation and Party Committee elections, the Standing Committee of the Ho Chi Minh City Party Committee requires that quality must be emphasized and standards must not be lowered for the sake of structure. Personnel preparation must harmoniously combine local human resources with the mobilization and rotation of cadres from other places.

Each comrade in the Standing Committee of the Thu Duc City Party Committee, districts, wards, communes and towns shall not hold more than 2 positions in key positions such as: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee. Special cases shall be considered and decided by competent authorities.

Along with that, implementing the policy of arranging district and commune party secretaries who are not local people, in conjunction with the use and harmonious arrangement of local staff resources in the planning; encouraging implementation in other positions. At the same time, striving to achieve a ratio of female party committee members of 15% or more and having female cadres in the standing committee; striving for a ratio of young cadres (under 42 years old for district level; under 40 years old for commune level) of 10% or more (calculated for the entire term)...

Regarding the time for holding party congresses at all levels, party member congresses or grassroots party congresses shall not exceed 2 days, starting from April 2025 and completed before June 30, 2025. Congresses of Thu Duc City Party Committee, districts and higher levels shall not exceed 3 days, completed before August 31, 2025. Time for organizing model congresses: grassroots level in the first quarter of 2025, district level and equivalent in the first quarter of 2025.
