The Ho Chi Minh City Party Committee has demanded that those who shirk responsibility or are afraid of taking charge not be allowed into the new Party committee.

Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee requested that personnel preparation and elections be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State; ensuring a comprehensive, interconnected, rigorous, democratic, scientific , objective, impartial, transparent, and accountable process.

At the same time, ensure high levels of unity and cohesion; proceed cautiously step by step, ensuring certainty at each stage, and closely link this with the planning and preparation of leadership personnel for Party and State agencies, the Vietnam Fatherland Front, and other political and social organizations for the next term.

In addition, emphasis should be placed on identifying, selecting, and recommending outstanding cadres who possess strong political acumen, moral character, practical experience, and a proven track record of achievements and work results. Attention should also be paid to young cadres, female cadres, and cadres from ethnic minorities.

Cadre evaluation must be comprehensive, objective, substantive, in accordance with regulations and within the proper authority; political qualities, ethics, lifestyle, work efficiency, and reputation of cadres should be the basic criteria and measures for evaluation...

The Standing Committee of the Ho Chi Minh City Party Committee also requested the establishment of effective screening mechanisms and criteria to ensure that truly virtuous and talented individuals are not overlooked. At the same time, it emphasized the need to resolutely prevent individuals who evade responsibility, shirk their duties, fear accountability, or exhibit political opportunism, power ambitions, short-term thinking, flattery, lobbying, corruption, negative behavior, bureaucracy, parochialism, and group interests from being elected to the new Party committees.

We are determined to prevent individuals who make dishonest declarations of assets and income, show signs of rapid wealth accumulation, possess numerous assets without clear explanations of their sources, or violate the responsibility of setting a good example, allowing themselves or their spouses or children to lead unexemplary lifestyles, or abuse their positions and authority for illicit gain, from being elected to the new Party committees.

Regarding personnel preparation and the election of Party committees, the Standing Committee of the Ho Chi Minh City Party Committee emphasized the importance of quality, not lowering standards for the sake of structural considerations. Personnel preparation should harmoniously combine local personnel with the transfer and rotation of cadres from other areas.

Each member of the Standing Committee of the Party Committee of Thu Duc City, districts, communes, wards, and towns shall not hold more than two key positions such as: secretary, deputy secretary, chairman of the People's Council, or chairman of the People's Committee. Exceptional cases shall be considered and decided by the competent authority.

In addition, implement the policy of appointing Party secretaries at the district and commune levels who are not from the local area, while ensuring the harmonious use and placement of local cadres in the planning process; and encourage this practice in other positions. At the same time, strive to achieve a percentage of female Party committee members of 15% or more and to have female cadres in the standing committee; and strive for a percentage of young cadres (under 42 years old for the district level; under 40 years old for the commune level) of 10% or more (calculated for the entire term)...
