On the afternoon of April 28, the People's Committee of Dak Lak province held a conference to review experiences in reclaiming encroached and occupied forest land in sub-zones 267 and 268, Ea Bung commune, Ea Sup district, and to deploy a plan to handle the reclamation of encroached and occupied forest land in the province.
Attending the conference were Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Huynh Thi Chien Hoa, Vice Chairman of the Provincial People's Council Tran Phu Hung, Vice Chairman of the Provincial People's Committee Nguyen Thien Van, and representatives of local departments and branches.

Information at the conference showed that, according to incomplete statistics from localities and forest owners, the area of forestry land originating from forestry farms that has been illegally encroached upon and occupied by people is about 127,770 hectares at different times and in different situations. Up to now, the district People's Committee has only recovered about 1,460 hectares. The handling and recovery of encroached and occupied forestry land in localities in the province in the past time has encountered many difficulties, obstacles and inadequacies.
To restore order in the management and use of forestry land in the province, the Provincial Party Committee has led and directed the Provincial People's Committee to gradually organize the recovery of encroached forestry land in the province. Accordingly, the Provincial People's Committee has directed the Provincial People's Committee to select Ea Sup and Ea H'leo districts to pilot the recovery of encroached and occupied forestry land. On that basis, summarize and draw experiences to widely deploy in the province.

As a result, the People's Committee of Ea Sup district organized propaganda, mobilized and persuaded people to return 1,364.3 hectares of encroached and occupied forestry land without having to organize enforcement to implement remedial measures, in which, in sub-areas 267, 268, Ea Bung commune, 100% of households occupying land voluntarily returned the land, with an area of 622.27/556.49 hectares, reaching 111% compared to the expected recovered area.
To recover illegally encroached forestry land across the province, the Provincial People's Committee issued Plan No. 188/KH-UBND dated October 24, 2024, on handling and recovering illegally encroached forestry land in Dak Lak province.
Accordingly, the Provincial People's Committee assigned responsibility to the People's Committees of districts, towns and cities to organize and disseminate the province's policy on handling and recovering encroached and occupied forestry land and develop a plan to organize the handling and recovery of encroached and occupied forestry land in the management area.
Specifically, in the fourth quarter of 2024, the People's Committees of districts, towns and cities will organize the dissemination of the province's policy on handling and recovering encroached and occupied forestry land in the province; establish steering committees, support teams of the district-level steering committees and commune-level working groups. In the first quarter of 2025, the commune-level working groups will complete the field inspection, review and classify subjects and report to the district-level steering committees on cases of encroachment and occupation of land in the management area.

In the second quarter of 2025, the district-level steering committee will complete the review and notification of encroachment and occupation cases that are eligible and ineligible for land use right certificates according to the provisions of Article 139 of the 2024 Land Law.
From the third quarter to the fourth quarter of 2025, the commune-level working group will handle administrative violations according to the provisions of law; enforce the recovery of encroached land, striving to recover 30% of the encroached land area in the area. From the first quarter of 2026 to the second quarter of 2026, continue to recover 30% of the encroached land area in the area. From the third quarter of 2026 to the fourth quarter of 2026, recover 40% of the remaining encroached forest land area in the area.

Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Thien Van emphasized that the work of reclaiming encroached and occupied forest land in sub-zones 267 and 268, Ea Bung commune, Ea Sup district exceeded the plan without having to organize enforcement thanks to the attention, leadership and drastic direction of the Provincial Party Standing Committee, the determination and focus of the Provincial People's Committee; and the participation of the entire political system from the province to the commune. The successful handling and reclaiming of 622.27 hectares of encroached and occupied forest land in sub-zones 267 and 268, Ea Bung commune and 742.05 hectares of encroached and occupied forest land in Cu Mlan commune, Ea Sup district has and will have a strong influence, creating a premise for continuing to reclaim encroached and occupied land in other areas of Ea Sup district in particular and the whole province in general.

The Provincial People's Committee requests departments, branches, localities and forest owners to strengthen the fight, prevention, suppression, handling of violations and ensuring compliance with laws in the land sector to handle and recover encroached and occupied forest land areas.
Specifically, functional agencies and local authorities organize propaganda, dissemination, and thorough implementation of the province's policy on handling and recovering all illegally encroached and occupied forest land; strengthen and fully implement the responsibility of State management of land and forestry, in which, identifying the management and protection of forests and forest land in the area as an important and regular political task to focus on leadership and direction of implementation.
Strictly manage forest and forest land areas in accordance with the planning approved by competent authorities; inspect, rectify and strictly handle cases of illegal construction on forestry land; strengthen propaganda, mobilization and persuasion so that people understand and strictly comply with the State's policies and laws on forestry and land; encourage people to voluntarily return encroached and occupied forest land areas, limit the implementation of compulsory recovery measures; inspect and examine the use of forest land for agricultural and forestry projects leased by organizations and individuals and promptly handle violations of land laws; strengthen forest protection and management, promptly detect violations and coordinate well with competent authorities to handle violators.

For forest owners, continue to coordinate with local authorities in managing, handling, and reclaiming forest land encroached upon by people, especially for forest land areas with natural forests being encroached upon; at the same time, proactively patrol, inspect, protect forests at the root, and protect forests in border areas.
Coordinate with departments, branches and villages of the commune to strengthen propaganda and dissemination of laws on forest management and protection, mobilize people to participate in forest protection; strictly prohibit acts of deforestation, encroachment and occupation of forestry land.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 5 collectives and 22 individuals with outstanding and outstanding achievements in advising and resolving land encroachment and occupation cases in Sub-areas 267 and 268 (Ea Bung commune, Ea Sup district); awarded Certificates of Merit to 8 individuals with outstanding achievements in recovering encroached and occupied forestry land in the above two sub-areas.
