Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc spoke with Dong Nai Newspaper about the province's achievements in economic development over the past half century and goals for the coming years.
Outstanding economic achievements
Can you tell us about the economic achievements Dong Nai has made in the past 50 years?
- After April 30, 1975, Dong Nai, like other provinces and cities in the Southeast region, suffered heavy devastation from the war. However, Dong Nai people overcame the pain and loss, focusing on overcoming difficulties and developing the economy and society. From a backward agricultural province, Dong Nai has gradually risen to become a major industrial center of Vietnam. At the same time, the province is also in the top 4 provinces and cities with the largest GRDP in the country, after Ho Chi Minh City, Hanoi and Binh Duong.
Over the past five decades, each locality in the province has chosen its own strengths for development. For example, the districts of Long Thanh, Nhon Trach, Trang Bom and Bien Hoa city have become places where many industrial and urban areas are concentrated. The districts of Xuan Loc, Cam My, Tan Phu, Dinh Quan, Thong Nhat, Vinh Cuu and Long Khanh city have developed agriculture, industry and tourism. Therefore, for many years, Dong Nai has always been in the top of the provinces and cities with large contributions to the state budget.
Although it is an industrial province, Dong Nai pays great attention to developing agriculture - farmers - rural areas. This is demonstrated by the results that Dong Nai is always one of the three leading localities in the country in the Movement of Building New Rural Areas, Advanced New Rural Areas and Model New Rural Areas.
According to you, what are the outstanding results of Dong Nai in industrial development?
- Dong Nai is considered one of the industrial development centers of the country. Up to now, the province has established 37 industrial parks, the plan is to have 48 industrial parks by 2030. In the late 1980s, Dong Nai was the leading province in the country in attracting foreign direct investment (FDI). Many FDI corporations have invested in the province, creating jobs for many workers inside and outside the province, helping people have a stable income to ensure their lives.
Currently, FDI enterprises have invested more than 36 billion USD in the province, of which industrial parks alone have reached nearly 31.4 billion USD. In addition, Dong Nai has also attracted many domestic enterprises to invest in industry with registered capital of up to nearly 4 billion USD. Industry and construction of the province account for nearly 60% of the economic structure.
According to Chairman of the Provincial People's Committee Vo Tan Duc, the approved Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, identifies 5 breakthroughs, 6 pillars, and 36 driving projects. Therefore, the province will accelerate the progress of 1/2,000 scale zoning planning as a basis for attracting investment.
With the advantage of being the traffic center of the Southern key economic region, Dong Nai has many large multinational corporations with modern technology with factories such as: Nestlé, SMC, Bosch, Lixil, Schaeffler, Tripod, UPM, Hyosung...
Over the past 10 years, Dong Nai has selectively attracted investment in industry, with many projects attracted in the supporting industry sector. As a result, the province has gradually reduced imports, increased exports, and its trade surplus has increased year by year.
Dong Nai is also known as the leading province in agricultural - farmer - rural development. To achieve the above achievements, what has the province done, comrade?
- For many decades, Dong Nai farmers have been known to approach and apply science and technology in livestock and crop farming quickly. Therefore, the province has many effective agricultural production models with high income that have been widely replicated. This is the premise for the province to successfully build the New Rural Program, then the advanced new rural program, and the model new rural program.
In January 2015, Xuan Loc district and Long Khanh town (now Long Khanh city) were the first two district-level units in the country to be recognized by the Government as new rural areas. In 2019, Dong Nai was recognized by the Government as having completed the construction of new rural areas, reaching the target 2 years ahead of schedule. After that, the province continued to set out plans to build advanced new rural areas and model new rural areas.
This movement helps improve the material and spiritual life of people in rural areas. Dong Nai forms green - clean - beautiful countrysides attracting many provinces and cities across the country to visit, learn experiences and travel for relaxation.
Will make Dong Nai accelerate and "take off"
In the Dong Nai Province Planning for the period 2021-2030, with a vision to 2050, Dong Nai will take Long Thanh International Airport and Dong Nai River as new driving forces for breakthrough development. According to you, how will the province implement this breakthrough goal?
- According to the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, Long Thanh International Airport and Dong Nai River will create momentum for the province to break through, accelerate, and take off in economic development.
The province will take the people as the center, the most important subject in development to improve the health, material and spiritual life of the people. By 2030, Dong Nai will become a civilized, modern, and high-growth province. At the same time, the province will take the lead in developing aviation economy, high-tech industry, science and technology, and innovation. The infrastructure system and urban areas will develop synchronously, modernly, and intelligently, forming international-class airport cities and ecological urban areas along the Dong Nai River.
In July 2024, after the Provincial Planning was approved by the Government, Dong Nai widely announced it to the people and businesses. At the same time, the province organized domestic and foreign investment promotion to invite experienced and potential businesses to participate in a series of 36 key projects of the province in the period of 2025-2030.
This year, Dong Nai was assigned by the Government to achieve economic growth of 10% compared to 2024. What solutions has the province implemented to achieve the above results?
- Since the beginning of the year, the province has proposed plans and solutions to increase GRDP by 10% in 2025 and create a premise for the following years to continue to maintain high growth rates. In particular, the province will focus on accelerating the progress of public investment projects to ensure that by the end of the year, disbursement will be over 95%, and slow-to-implement projects will be recovered according to the plan and handed over to qualified investors. Dong Nai will continue to streamline the apparatus, reform administrative procedures, improve the investment environment, and quickly build infrastructure for new industrial parks to attract foreign investment capital into high-tech projects, semiconductors, tourism, logistics, trade services, etc.
The province will support and encourage departments, branches, localities and enterprises to participate in digital transformation, green transformation, and emission reduction towards net zero to respond to climate change and sustainable development.
