Dak Lak province's National Assembly delegation solicits comments on 7 draft laws

On the afternoon of April 28, the National Assembly Delegation of Dak Lak province held a conference to contribute opinions on the contents of 7 draft laws submitted to the 9th Session of the 15th National Assembly. Deputy Head of the National Assembly Delegation of the province Nguyen Thi Thu Nguyet chaired the conference.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet said that the 9th Session of the 15th National Assembly is scheduled to open on May 5, 2025 and close on the morning of June 28, 2025, meeting at the National Assembly House. The session will be held in 2 phases (phase 1 from May 5 to May 28, 2025; phase 2 from June 11 to the morning of June 28, 2025). At this session, the National Assembly will consider and decide on amending and supplementing a number of articles of the 2013 Constitution; consider and pass 30 laws, 7 resolutions; consider and give opinions on 6 draft laws; consider and decide on socio-economic issues, state budget, supervision and other important issues.

The draft laws submitted and considered for approval at the Session are all extremely important documents to continue effectively implementing the work of innovation, streamlining the organization and apparatus of the political system to be streamlined, effective and efficient; contributing to removing bottlenecks and difficulties in socio-economic development, ensuring national defense and security and building the political system.

At the conference, delegates discussed and gave comments on 7 draft laws including: Law on Organization of Local Government (amended); Law on Teachers; Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on Judicial Assistance in Civil Matters; Law on amending and supplementing a number of articles of the Law on People's Courts; Law on amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedures, the Law on Juvenile Justice, the Law on Bankruptcy and the Law on Mediation and Dialogue at Court; Law on amending and supplementing a number of articles of the Law on Planning.

Most comments agreed with the necessity of promulgating the Laws, while focusing on clarifying the legal and political bases, scope of regulation of the draft laws, and the impacts of the policies when implemented in practice.

Delegates also spent a lot of time commenting on the draft Law on Organization of Local Government (amended) with specific issues such as: proposing to add more principles and conditions for renaming administrative units to create consistency in the implementation process; proposing to adjust the tasks and powers of the Commune People's Committee from "managing the number of non-professional workers in the area according to the provisions of law and decentralization of higher-level state agencies" to "managing the number of non-professional workers in villages in the area according to the provisions of law and decentralization of higher-level state agencies" to be consistent with current regulations; proposing to study and fully supplement the decentralization authority of the People's Council to improve operational efficiency and ensure consistency with the provisions of law...

Vice Chairman of Krong Nang District People's Committee Tran Minh Chau spoke at the conference.

Regarding the draft Law on Teachers, delegates suggested that the concept of "teacher" should be clarified to clearly identify the applicable subjects; suggested adding seniority allowance to point b, clause 1, Article 25 of the draft Law to recognize teachers' dedication, encourage teachers to maintain and stick with the profession for a long time...

The delegates' comments on the draft laws at the conference were received and compiled by the Provincial National Assembly Delegation to be presented at the upcoming National Assembly session.
