Not only maintaining discipline within the Party, this is also an effective tool to correct shortcomings and improve the quality of management from the grassroots - the starting point of all policies and strategies.

Inspection, supervision and legal propaganda work in Ward 2 is organized regularly and seriously.

One of the typical units of that spirit is Ward 2, a locality that has always been at the forefront of implementing inspection and supervision work with a proactive, methodical and drastic approach. Mr. Pham Thanh Vien - Secretary of the Party Committee of Ward 2 shared: Inspection and supervision work is not only an internal requirement of the Party but also a companion mechanism, helping Party organizations and Party members to self-reflect, self-correct, and improve their sense of responsibility. "In the past time, the Party Committee of Ward 2 has always determined that inspection and supervision must be one step ahead, focused, objective, and have a profound warning and educational effect. This is a key factor to improve the leadership capacity and fighting strength of the Party Committee of the ward", Mr. Vien emphasized.

Not only stopping at the spirit of direction, Ward 2 has concretized it with practical actions. Right from the beginning of the year, the Ward Party Committee has built an inspection and supervision program that is close to reality, closely following the resolutions of the superiors and the key tasks of the locality. In 2024, 2 inspections were conducted on 2 Party organizations, 2 Party members; 2 thematic supervisions were organized; the Party Committee's Inspection Committee conducted 2 inspections when there were signs of violations, 3 regular supervisions. The contents focused on the implementation of directives, resolutions, personnel work, Party members' ethics and areas prone to negativity such as land, construction order, finance.

In addition, the Party Committee also clearly demonstrated its role in handling the situation when it received and promptly resolved two complaints in accordance with procedures, and directed the disciplinary action of a Party member in the form of a reprimand. Notably, the inspections were all conducted publicly, reaching clear conclusions, pointing out advantages, limitations and specific requirements for improvement. Thereby, many shortcomings in direction and management at Party cells were promptly corrected; contributing to strengthening the trust of Party members and the People - a fundamental goal for the stability and development of the locality.

However, the implementation also points out some difficulties that Ward 2 is trying to overcome. According to the Party Secretary of Ward 2, the inspection methods in some Party cells are still confusing; the inspection staff is mainly part-time, lacking professional skills; and the grasp of the situation in some sensitive areas is still not really thorough. These are "bottlenecks" that need to be removed soon to further improve the effectiveness and efficiency of inspection work.

Inspection and supervision work in Da Lat City in recent years has recorded many positive changes. This activity no longer stops at "examining" violations, but has gone into the essence of the problem, clearly recognizing the shortcomings in leadership, direction and implementation. From land management, construction order to finance, budget, personnel work... many complicated problems have been discovered and promptly handled right at the grassroots level.

In 2024, Party committees, Party organizations and Inspection Committees at all levels in the city conducted 160 inspections of Party organizations and 1,981 Party members; supervised 88 Party organizations and 726 Party members. Of which, the Standing Committee of the City Party Committee directly inspected 6 Party organizations and 6 Party members; supervised 7 Party organizations and 7 Party members. Inspection Committees at all levels proactively conducted inspections when there were signs of violations against 2 Party organizations and 8 Party members; the entire Party Committee disciplined 28 Party members, of which Party committees at all levels disciplined 13 Party members and Inspection Committees at all levels disciplined 15 Party members.

According to the Inspection Committee of the Da Lat City Party Committee, the goal of the inspection work is not to find the person who made the mistake, but to help the Party organization and Party members to self-reflect, self-correct, promote positive aspects and prevent early and far-reaching deviations. From there, discipline is maintained and the leadership capacity and fighting strength of the city's Party Committee are improved.

The way things are done in Da Lat is also showing a clear message: Effective inspection is inspection that knows how to ask the right questions, at the right time and in the right place. More importantly, it must be accompanied by action - from recommendations to adjust and supplement regulations and procedures, to strict but reasonable consideration and handling.

Practice from the grassroots level shows that inspection and supervision are not only internal tasks of the Party, but also important "blocking points" for early detection, remote prevention, and creating changes in leadership and management. When implemented with the right focus, promptly and objectively, this work not only helps identify and handle violations but also clears bottlenecks and promptly adjusts arising problems. With a methodical approach, a spirit of openness and determination from ward to city level, inspection and supervision work in Da Lat is gradually becoming an effective tool; contributing to maintaining discipline, improving the Party's leadership capacity and consolidating people's trust in the new period.
