From August 11-14, a delegation from Hanoi , led by Mr. Nguyen Ngoc Tuan, Deputy Secretary of the City Party Committee, Chairman of the People's Council, and Deputy Head of the National Assembly Delegation of Hanoi, visited and worked in Argentina to strengthen cooperation between Hanoi and localities in the South American country.

According to the VNA correspondent in Buenos Aires, at a meeting with the Buenos Aires City Council and Government on August 12, Mr. Nguyen Ngoc Tuan highly appreciated the solidarity, friendship, and practical cooperation between Vietnam and Argentina after more than 50 years of establishing diplomatic relations, as well as 14 years of establishing a comprehensive partnership.
Comrade Nguyen Ngoc Tuan provided an overview of Hanoi's socio-economic development, noting an average growth rate of 6.65% during the 2011-2021 period, 8.89% in 2022, and 6.27% last year. Hanoi has established friendly relations and cooperation with more than 100 cities and capitals of other countries.
Referring to the cooperative relationship between Hanoi and Argentina, Comrade Nguyen Ngoc Tuan highly appreciated the coordination of the Argentine Embassy in Vietnam in cultural exchange activities, promoting folk art, performing traditional dances, holding photo exhibitions, especially the Argentina Week in 2022.

Comrade Nguyen Ngoc Tuan expressed his hope that, in the future, the two sides would strengthen the sharing of experiences on improving the capacity and effectiveness of elected bodies, the supervisory role of elected bodies, the organization of government apparatuses at all levels, promoting investment, and cooperating in urban management, transportation, environmental protection, preservation of cultural heritage, tourism development, and sports, especially football.
For his part, MP Matías López, Permanent Vice President of the Buenos Aires Council, highly appreciated the cooperation agreement signed between Hanoi and Buenos Aires in 2008 and expressed his desire for the two capitals to continue promoting delegation exchanges, cultural exchanges, and strengthening the exploitation of investment and trade potential.
Ms. Ana Ciuti, Deputy Director of the Buenos Aires Foreign Affairs Department, affirmed that Vietnam is currently one of the important innovation centers in Southeast Asia, including the Hoa Lac High-Tech Park in Hanoi, and Buenos Aires wishes to exchange experiences and cooperate with Hanoi in technology development and the production of high-tech products.

As part of the Hanoi delegation's visit, the "Hanoi - Argentina Investment, Trade and Tourism Promotion Conference 2024" was held on August 13th, with the participation of nearly 70 Vietnamese and Argentinian businesses.
In his opening remarks at the conference, Mr. Nguyen Ngoc Tuan emphasized that Vietnam is considered a safe, attractive, and promising destination, with a favorable investment environment for foreign businesses and investors. He also stressed that, based on good political and diplomatic relations, the two countries will promote economic and trade cooperation with the goal of achieving a total import and export turnover of 10 billion USD by 2025.
Comrade Nguyen Ngoc Tuan affirmed that the Hanoi government always values, supports, and is ready to create the best conditions for foreign businesses to invest and conduct business effectively in Hanoi - the city "For Peace", "Creative City".

At the conference, the Vietnamese Ambassador to Argentina, Ngo Minh Nguyet, highly appreciated the potential for cooperation between the two countries. Between 2004 and 2023, trade between Vietnam and Argentina increased nearly 17 times, from US$204 million to US$3.45 billion. Vietnam is currently Argentina's sixth largest trading partner and fifth largest export market globally, while Argentina is Vietnam's third largest trading partner in Latin America.
Rodolfo Caffaro Kramer, President of the Mercosur-ASEAN Chamber of Commerce (MACC), affirmed his desire to establish joint ventures with Vietnamese businesses, particularly in areas such as rice seed conservation and cattle embryos. He also emphasized the importance of strengthening air connectivity to boost trade and proposed opening direct flights between the two countries.

At the conclusion of the conference, representatives from businesses of both countries also signed memoranda of understanding on cooperation. During their time in Argentina, the Hanoi delegation also laid a wreath at the monument of President Ho Chi Minh in Buenos Aires; worked with the Department of Justice, the Department of Urban Development, and the Department of Foreign Affairs of Buenos Aires, as well as at the Vietnamese Embassy.
