
Previously, on August 26, 2023, the Prime Minister issued Official Dispatch No. 769/CĐ-TTg on reviewing the connection with expressways to maximize investment efficiency and promote socio -economic development in regions and localities.
The official dispatch stated that practical experience has proven that the development of expressways has created and continues to create important momentum for localities to open up new spaces for socio-economic development; it has led to the formation of many urban areas, industrial zones, service and tourism areas, and is one of the attractive investment products..., improving the efficiency of land exploitation and use, creating more jobs and livelihoods for the people. However, in some cases, the connection between expressways and the road system in localities is still limited, and there is a lack of integration between expressways and planning, thus failing to effectively exploit the potential, advantages, and new development spaces to promote socio-economic development in the localities.
To maximize the effectiveness of investment in expressways, create momentum, and promote socio-economic development in regions and localities, in a directive, the Prime Minister requested the Ministry of Transport, based on the review results, to promptly report and propose to competent authorities or coordinate with localities to consider prioritizing the allocation of capital and mobilizing all other legal resources to invest in additional necessary interchanges in order to maximize the investment effectiveness of expressways, create new development spaces, and create momentum to promote socio-economic development of localities and regions...
Following the Prime Minister's directive, the Ministry of Transport and other relevant ministries and agencies have submitted reports on connecting expressways as per Official Dispatch No. 769/CĐ-TTg.
After reviewing the reports, Deputy Prime Minister Tran Hong Ha directed the Ministry of Transport to study and fully incorporate the opinions of the ministries and agencies to finalize the report, noting the following: coordinating with localities to clarify the suitability of interchanges and connecting routes with relevant planning; clearly defining the responsibilities and authority for deciding on investment in interchanges and connecting routes in compliance with Government Decree No. 25/2023/ND-CP dated May 19, 2023, on the management, operation, and maintenance of expressways and related laws; reviewing and prioritizing investment in interchanges and connecting routes in accordance with the available capital to ensure efficiency, feasibility, and maximum mobilization of resources to invest in interchanges and connecting routes as soon as possible.
Invest early in the interchanges and connecting routes of projects managed by VEC.
At the same time, the Ministry of Transport, in coordination with the Ministry of Planning and Investment, the Ministry of Finance, the State Capital Management Committee at enterprises, and localities, will finalize a plan to expedite investment in interchanges and connecting routes of projects managed by the Vietnam Expressway Investment and Development Corporation (VEC) in accordance with the law.
The Ministry of Transport will finalize its report to the Prime Minister before September 15, 2024.
The Deputy Prime Minister also requested the Ministries of Construction, Planning and Investment, and Natural Resources and Environment, as well as the People's Committees of provinces and centrally-administered cities, to closely coordinate with the Ministry of Transport in the process of reviewing and finalizing the Report; and to continue implementing the tasks assigned by the Prime Minister in Official Dispatch No. 769/CĐ-TTg dated August 26, 2023, regarding the review of connections with expressways to maximize investment efficiency and promote socio-economic development in regions and localities.
