Implementing Regulation 144-QD/TW helps each cadre and Party member to "self-reflect," "self-correct," and improve themselves, contributing to preventing and reversing the decline in political ideology, morality, and lifestyle.

On May 9, 2024, General Secretary Nguyen Phu Trong signed and promulgated Regulation No. 144-QD/TW stipulating the standards of revolutionary ethics for cadres and Party members in the new period.
Recognizing the significance and importance of this Regulation in the current period, the Lai Chau Provincial Party Committee has led and directed the dissemination and promotion of the Regulation to all Party committees, Party organizations, and cadres and Party members throughout the province.
According to Giàng Páo Mỷ, member of the Central Committee of the Communist Party of Vietnam and Secretary of the Lai Châu Provincial Party Committee, the regulations on revolutionary ethical standards for cadres and Party members in the new era are a continuation of Ho Chi Minh's thought on revolutionary ethics and previous Party regulations on Party building and rectification, as well as on personnel work. The issuance of these regulations stems from practical requirements and demonstrates the Party's strong determination in Party building and rectification in general, and in building and training the contingent of cadres and Party members in particular.
According to the Secretary of the Lai Chau Provincial Party Committee, after the Regulation was issued, the Provincial Party Committee led and directed the dissemination and promotion of the Regulation to all Party committees, Party organizations, and cadres and Party members in the province.
The implementation of this regulation is of great importance to the Lai Chau Provincial Party Committee, especially at a time when the province is focusing on leading and directing the preparation for the Party Congresses at all levels, and the 15th Provincial Party Congress, term 2025-2030.
Implementing the Regulations helps each official and Party member to "self-reflect," "self-correct," and improve themselves, contributing to preventing and reversing the decline in political ideology, morality, and lifestyle among officials and Party members, and building an increasingly clean and strong provincial Party organization.
This also serves as a basis for Party committees and organizations at all levels to evaluate and select cadres, facilitating cadre planning and appointment, and preparing a pool of Party committee personnel for the 2025-2030 term with sufficient leadership capacity and increasingly high fighting strength to lead the successful implementation of the province's political tasks.
As of the end of May 2024, the Lai Chau Provincial Party Committee had 12 subordinate party committees, 553 grassroots party organizations (including 181 grassroots party committees and 372 grassroots party branches), 3 departmental party committees, and 2,000 party branches directly under grassroots party committees and departmental party committees.
According to Le Duc Duc, Head of the Propaganda Department of the Lai Chau Provincial Party Committee, recognizing the importance of Regulation 144, the departments in the ideological-cultural sector, the science and education sector of the province, the propaganda departments of districts and cities, affiliated Party committees, the Fatherland Front and political-social organizations of the province continue to focus on advising and implementing, and effectively concretizing this regulation.

Sin Ho is a mountainous border district in Lai Chau province, where socio-economic conditions, infrastructure, and people's lives still face many difficulties. In recent years, under the leadership of the District Party Committee's Standing Committee, the district's socio-economic situation has seen many positive changes, national defense and security have been maintained and strengthened, people's lives have improved, and the awareness of the Party committee, government, and people has been consolidated, fostering trust in the Party committee's leadership.
Alongside the positive results, the Secretary of the Sin Ho District Party Committee, Vu A Tien, frankly admitted that there is still a situation where a segment of cadres and Party members are degenerating in terms of political ideology, morality, and lifestyle, exhibiting signs of "self-evolution" and "self-transformation," which erodes the people's trust in the Party, the State, and the socialist regime.
Since the beginning of the 18th Party Congress of Sin Ho District, many district and commune-level leaders have been disciplined for serious violations of regulations on what Party members are not allowed to do, violations of regulations on setting an example, and violations of the law that have led to prosecution…
The moral and political degradation of some officials and Party members in the district over the past period has significantly affected the planning and utilization of personnel in state agencies. Therefore, effective personnel planning and utilization to meet the increasingly demanding requirements and tasks in the new situation is always prioritized by the Standing Committee and the District Party Committee. They carefully consider and select capable individuals with sufficient virtue and talent to structure, arrange, and plan personnel according to their abilities.
Based on that reality, according to the Secretary of the Sin Ho District Party Committee, Regulation 144, issued in the new phase, is of significant importance, aiming to perfect the revolutionary ethical standards of each cadre and Party member, helping each cadre and Party member to "self-reflect," "self-correct," and continuously strive to cultivate and improve their ethics, professional skills, and work capacity to meet the requirements of the tasks in the new phase.
At the same time, Regulation 144 is an important basis for preparing well for personnel work for the Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party.
It can be said that this is an important document, reflecting innovative thinking, closely adhering to the practical situation and the requirements and tasks of the revolution set forth in the new period; it is a continuation, application, and creative development of President Ho Chi Minh's work "Revolutionary Ethics" in the new era.
