The goal is to synchronously carry out foreign affairs activities of the Party, State and people, focusing on economic diplomacy. Activities must be practical, effective, closely coordinated between agencies, localities and international organizations, complying with Party policies and State laws.

In 2025, Quang Nam will focus on thoroughly grasping the Central Directive, implementing the Resolution of the 13th National Congress and the 32nd Diplomatic Conference. Regarding economic diplomacy, the province will promote the 2021-2025 International Integration Plan, attract FDI, ODA, and NGOs from Japan, South Korea, China, and the United States, promote digital transformation, renewable energy, and the East-West economic corridor. Cultural diplomacy will promote tourism and culture through exchanges with South Korea and Japan, and apply digital technology. Foreign information will be promoted through international press and foreign reporters will be strictly managed.

Regarding the border, the province builds peaceful relations with Sekong (Laos), ensures security, and promotes sea and island relations. People-to-people diplomacy promotes exchanges between ASEAN, Laos, and Japan, and provides humanitarian assistance in Sekong. Consular work strictly manages foreigners and protects citizens.
