According to the report of the Provincial Construction Investment Project Management Board, the unit is currently implementing 13 educational projects with a total investment of hundreds of billions of VND, including many large-scale projects such as: Tran Dai Nghia High School, Que Son High School, Vo Chi Cong High School, Luong Thuc Ky High School, Nui Thanh High School... However, the construction progress of some projects is still slow, the disbursement rate is low, and there are some projects with disbursement of less than 5% even though it is almost the end of the second quarter of 2025.

Specifically, the Vo Chi Cong High School project (Tay Giang) has a total investment of nearly 30 billion VND, and has so far disbursed 1.35 billion VND (9%) due to difficulties in supplying construction materials, especially sand and stone. Similarly, Luong Thuc Ky High School (Dai Loc) has a capital of 15 billion VND in 2025, but has only disbursed 0.73 billion VND (4.9%) due to problems with land clearance and procedures for providing leveling land. Nui Thanh High School has only disbursed 3.9%.

Some projects have guaranteed progress such as Que Son High School, which has basically completed the entire project, is collecting acceptance documents, and has disbursed nearly 50%. Tieu La High School (Thang Binh) has also achieved a disbursement rate of 43.2% and is implementing construction on schedule.

The Provincial Construction Investment Project Management Board also proposed to move 7 projects to the 2026-2030 period due to lack of capital. These include projects in Dai Loc, Dong Giang, Bac Tra My, Phuoc Son, Dien Ban, Que Son and Phu Ninh districts. These are necessary projects to meet the increasing learning needs of students and are in line with the orientation of standardizing facilities according to Circular No. 23/2024/TT-BGDDT.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan emphasized that educational projects directly contribute to improving the quality of education and developing human resources in the province. This is one of the key tasks that need special priority.

Therefore, the Provincial Construction Investment Project Management Board is required to urgently review the procedures and documents, speed up the construction progress, especially for projects expected to be completed in September 2025. Completed items need to have acceptance records prepared and handed over promptly, to avoid wasting facilities.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan noted that localities should proactively remove obstacles in site clearance, especially for projects facing difficulties such as Dai Loc and Nui Thanh. The Department of Finance should advise on timely capital allocation, ensuring sufficient resources to effectively implement key educational projects.
